The Department of Personnel & Administration (DPA) provides the infrastructure by which the rest of state government operates. Coordinate and develop procurement policies and on-going improvements and promulgate rules; procedures for purchasing of goods, services and construction; administer price agreements and decide vendor protests and appeals. Provide advice to departments including market research strategy, source selection strategies, contract terms, pricing strategies; occasional service on evaluation committees and Request for Proposals (RFP) development committees when solicitations are of statewide interest. Participate in peer reviews and Procurement Advisory Council; review high risk contracts; assist departments with drafting contracts and oversee delegation and monitoring of State Controller contract signature authority. Provide leadership of CORE procurement (purchasing and contracting), including requisitions, solicitations, evaluations, awards, post awards, and Vender Self Service (VSS). Provide training on CORE procurement and guidance on

3 beginning-to-end procurement cycle. Identify and implement process improvement and enhancements using CORE procurement. Manage the State Purchasing and Contracts Unit including Statewide Sourcing Unit, State Purchasing Programs, and Central Contract Unit. Initiate personnel management actions, personnel counseling, establish performance plans and budget. Minimum Qualifications: Graduation from an accredited college or university with a bachelor's degree in business, public administration or closely related field AND six years of professional experience in government procurement and contracts. Two of the six years must have included supervision of a professional level (which must have included at 3 professional staff) and two years of professional public or business administration experience which included establishing goals and objectives and developing and managing a budget to achieve program goals and objectives. Substitutions A combination of work experience in government procurement which provided the same kind, amount and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor s degree. A master s in business or public administration or a juris doctorate degree from an accredited college or university may be substituted for the bachelor s degree

4 and one year of general experience. Conditions of Employment: A pre-employment criminal background check will be conducted as part of the selection process. Felony convictions or conviction of crimes of moral turpitude or convictions of misdemeanors related to job duties may disqualify you from being considered for this position.
