1 Role Description Job Title: Department: Responsible to: Kaiwhakahaere Raranga / Services Portfolio Manager Operations Te Pouwhakahaere Raranga Matua / Chief Operating Officer Purpose Statement: To oversee the delivery, and operational performance and continuous improvement of assigned groups of services, ensuring those services are delivering high quality whanau led outcomes that are integrated both within and across portfolios. 2 KEY ACCOUNTABILITIES Kaupapa Te Taiwhenua o Heretaunga Contribute to the delivery of effective, integrated, whānau-led services as part of a team and individually Work with manager and colleagues in a respectful and professional manner at all times maintaining focus on the kaupapa, and doing what it takes to advance the kaupapa Develop knowledge of the wider support network that TToH offers whānau, and promote whānau access to that support Understand and promote all aspects of the TToH Kaupapa Adhere to and apply TToH values in all aspects of TToH s work Participate in TToH kaupapa activities, including karakia, waiata and marae noho Take opportunities for cultural development to advance understanding, competence and contribution to the kaupapa Participate in TToH systems including the Management Operating System (MOS) and Tu Kahikatoa performance system, to maintain focus and achievement of performance deliverables Build knowledge about TToH services and support whānau to access those services. Adhere to organisational and professional quality standards and work within team to promote continuous improvement of policies, procedures and practices Participate in regular peer supervision and/or professional supervision Work in a reflective manner and take opportunities for self-development Whānau Ora Practice Develop understanding of the communities that TToH works with Be responsive to whānau needs and apply a holistic approach to aligning those needs, priorities and aspirations with the care and support they are offered Apply Te Ao Māori world view, tikanga and TToH values, to establishing trust, building rapport, and working with whānau Set high expectations of success in outcomes for whānau. 3 Health and Safety Comply with all requirements set out in TToH s H&S Policies, Standards and Procedures along with legislative requirements relevant to teams activities Investigate any incidents, accidents and near misses and ensure risks/hazards identified are addressed Promote awareness of health and safety amongst employees and contractors under their control Undertake appropriate health and safety hazard and risk assessments and develop control measures to reduce the risks to employees and other persons Establish effective supervision of work activities to ensure safe methods of work and systems are maintained at all times Make arrangements for the provision of suitable vehicles, equipment, and protective clothing, and establish plans for their maintenance and replacement where necessary Leadership Operate as an effective operational manager in leading culture, values and behaviours that support the delivery of the organisations vision and goals Lead Services Portfolio by establishing and communicating direction; aligning people with that direction; implementing strategies to produce results and modelling the organisation s values and expectations Create a workplace which enables employees to realise their potential, deliver outstanding performance and be committed to achieving the organisation s strategic objectives Model integrated working and whanau led approaches. 4 Peer and Internal Relationships Initiate and nurture effective working relationships with team members, experts and networks Provide support and training to others as part of in-service training in areas of expertise Demonstrate an integrated organisation perspective within TToH Demonstrate collective responsibility for the health of TToH as a whole organisation Operational Provide professional service delivery that achieves integrated services and quality outcomes Provide oversight and leadership to Service Portfolio overseeing the delivery of professional services and quality outcomes that meet contract and organisational expectations Maintain and expand the position of TToH as the preferred provider of health, addiction and social services in the Heretaunga rohe Drive the integration of health, addiction and wellbeing services to enable the goal of whole life interventions to be achieved Develop the scope of the Service Portfolio and explore opportunities to develop additional services or extensions to services in consultation with the COO Continuously improve quality and efficiency of service delivery and support the implementation of efficient and effective operating practices Conduct all business in a manner that serves the needs of whānau and the community and enhances the reputation of TToH In conjunction with other managers/coo, develop annual service plans and report against plans, objectives and targets ensuring the achievement of contracted and organisational targets, requirements and outcomes Oversee Service Portfolio staff deliver quality services while complying with organisation policy and procedures and expectations Manage service delivery risks Strategy and Planning Work with the COO and be accountable for the effective implementation of TToH s values, mission, vision and goals Participate in developing the overall TToH Organisation Strategy Provide input to the COO on operational aspects of Organisation strategies and policies Translate organisational strategy ensuring Service Managers understand how their services contribute to the wider organisational strategic plan Provide input to the COO on operational aspects of Organisation strategies and policies Support in the development and implementation of service plans that support the achievement of TToH's organisation strategy Deliver the performance expectations, goals and results determined in the strategic and operational plans for the group of Services Provide Service Portfolio reports which show an accurate picture of business performance to the COO

5 Keep COO fully informed on the condition of Service Portfolio and on all important factors influencing it, including; o Identifying problems and opportunities and addressing them bringing those that are appropriate to COO and facilitating discussion and deliberation o Informing the COO about trends, issues, problems and activities, in order to facilitate decision-making o Recommending policy positions o Identifying emerging risks and mitigation strategies Management and Administration Be accountable for all Service Portfolio activities, manage the day-to-day operations and ensure a smoothly functioning and efficient operation Collect and analyse the information and data required to run a successful Service and use it to inform service decisions Understand, implement and improve the management systems in Portfolio of Services ensuring it captures all key management data, delivers an accurate picture of delivery and capacity that is relevant and used to inform resourcing decisions and reporting Assist in developing appropriate KPI's for the Service and ensure the achievement of these through effective management practice In conjunction with the COO, develop, and deliver, management and performance reporting suited to the evolving needs of the Organisation so that performance can be understood and assessed Ensure service and programme quality and organisational stability through the development and implementation of standards and controls, systems and procedures and regular evaluation Develop and implement business process improvements and promote a culture of continuous improvement Create and foster a work environment where staff are motivated and engaged. Plan current and future staff capability, recruiting, retaining, developing and supporting quality staff who deliver business objectives Ensure professional development, qualifications, practice standards and accreditations where required in Portfolio of Services Manage the health, safety and wellbeing of staff in Portfolio of Services and investigate and report accidents and incidents Financial Be accountable for Service Portfolio s budget management and manage within financial delegations Deliver programmes and services that are implemented in a cost effective manner, employing economy whilst maintaining an acceptable level of quality Compliance Ensure all operations and activities are conducted in accordance with applicable statutory, regulatory, legal and contract requirements. Manage audit requirements and processes within operations to ensure good audit outcomes and follow-up.

6 Stakeholder Relations Build and maintain mutually beneficial relationships with stakeholders so that the organisation is credible, respected and successful Represent TToH s view and protect its reputation in stakeholder engagements Advocate within the private and government sectors on issues relevant to TToH, its services and membership Act as spokesperson for your assigned Portfolio of Services assuring a professional and positive image of the Service Work with regulatory agencies, related service providers, and other Iwi service providers, to further TToH interests Quality Development and Risk Management Identify, report and manage risk Monitor performance of staff and services against quality standards Respond to whānau feedback Ensure all operations and activities are conducted in accordance with applicable statutory, regulatory, legal and contract requirements Manage audit requirements and processes within Services to ensure good audit outcomes and follow-up Ensure service and programme quality and organisational stability through the development and implementation of standards and controls, systems and procedures and regular evaluation Develop and implement business process improvements and promote a culture of continuous improvement Play an active role in the protection and wellbeing of children and in particular be familiar with and follow TToH Child Protection Policy Sector / Organisational Knowledge and Professional Development Maintain knowledge, understanding and current developments of relevant sector to inform Portfolio Service delivery Understand the breadth of services TToH offers and use this knowledge to connect and integrate service delivery and achieve Whanau led services Identify and understand the local trends and barriers for whānau through engagement and feedback Understand and adhere to the Vulnerable Children s Act Maintain applicable professional registrations Maintain own development, learning through shared experiences Other Duties Carrying out additional duties from time to time as requested by management The key accountabilities of the role may change from time to time so that TToH is able to adapt to changes in the business environment.

7 PERSON SPECIFICATION Essential Qualifications Current Full Driver s Licence. Relevant management tertiary qualification Desirable Qualifications Health, mental health, addiction or social services related tertiary qualification SKILLS AND EXPERIENCE Essential: Demonstrates successful experience of integrated working and client focussed service delivery Substantial proven management and Leadership experience including experience in leading large numbers of staff and teams Experience motivating and directing staff and managing through managers Comfortable contributing openly in a senior management context Proven ability to lead, inspire and build teams and lead people through change Proven experience in balancing innovation and risk Drive and commitment to achieve business outcomes Proven experience working effectively with the community Able to develop relationships and communicate effectively with stakeholders Management expertise (including human resource, financial, asset and health and safety) Excellent communication and presentation skills written, verbal and visual Effective in planning and organizing Computer literate able to use Microsoft Office effectively Desirable: Health, social services or not for profit management experience Knowledge of Not for profit legislative and compliance requirements Knowledge of issues and barriers affecting Māori health well-being Proven experience working effectively with Maori communities Established relationships with relevant service networks Understanding of tikanga and te reo Māori Knowledge of applicable legislation e.g. Privacy Act, VCA Project management and problem solving competence PERSONAL ATTRIBUTES Committed to working in a Kaupapa Maori way Committed to whānau development Advanced interpersonal / people skills Can do approach, good self-knowledge and able to manage self Reflective and learning agile Proven honesty, loyalty and commitment Professional, self-motivated, positive and flexible Able to work under pressure
