1 CODE: FLSA: Exempt IBERIA PARISH GOVERNMENT, LOUISIANA JOB DESCRIPTION, NOVEMBER 2012 JOB TITLE: RABIES CONTROL/ANIMALSHELTER MANAGER ANIMAL CONTROL DEPARTMENT GENERAL STATEMENT OF JOB The Rabies Control/Animal Shelter Manager directs and coordinates all animal shelter and rabies control operations to ensure that all impounded animals are cared for properly and all animal control related issues are responded to properly and efficiently. He/she is responsible for implementing the animal control program for Iberia Parish. The duties of the Rabies Control/Animal Shelter Manager are performed with considerable independence under the general supervision of the Parish President. He/she must be able to perform any and all functions that may be deemed necessary to contribute to a smooth, efficient, and humane operation of the Iberia Parish Animal Shelter. As with all positions within the department, response at any time may be required to assist with workload or in any emergencies that may arise. Reports to the Parish President. ESSENTIAL JOB FUNCTIONS Archer Company SPECIFIC DUTIES AND RESPONSIBILITIES Develops and implements the Iberia Parish Animal Control and Rabies Program. Manages and supervises in all aspects of the Animal Shelter/Rabies Control program Supervises department employees in support of the duties and responsibilities of the Parish Animal Control Department; supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; recommending and approving employee transfers, promotions, discipline and discharge, and recommending salary increases. Supervises volunteers, and community service workers. Prepares work schedules. Conducts presentations at local schools, businesses, and civic groups. Researches and applies for grants and other legal revenue sources. Meets and communicates with other department/division heads of the parish, members of the public, news media, local and state humane societies, breed-specific rescue organizations, local law enforcement agencies, district attorney s office, other animal control agencies, etc. Assists Animal Control Officers in implementing and enforcing animal control ordinances, rules, regulations, policies (safety, health and sanitation practices) and the law governing animal control, issues summons and appears in court when necessary. Assists in the office by answering phones, accepting animals brought into the shelter from the public, answering questions for the public about policies and procedures, pet care, animal control ordinances, etc. when needed. Compiles special reports when necessary.

2 General Kennel Work: Supervises and assists other shelter personnel as necessary in unloading trucks, tagging animals, scanning for microchips, and placing animals in kennels, monitoring quarantined animals for signs of disease, contacting victim of bite and animal owner on the status of the animal impounded for rabies observation. Supervises and assists with euthanizing by injection any sick or injured animal brought into the shelter during the business day, identifying and selecting animals for euthanasia, pulling and placing animals in designated areas, and restraining animals for euthanasia by injection. Supervises and assists with cleaning cages and litter pans, feeding and watering animals, sweeping and mopping floor and cleaning office area and bathrooms Prepares budget, manage and supervise the fiscal matters associated with budget. Coordinate with Iberia Parish veterinary practitioners the registration and vaccination of all animal requiring or necessitating such. Manages and supervises the operation and maintenance of the Iberia Parish Animal Shelter. Manages, supervise administer and/or participates in the Iberia Parish Animal Shelter Euthanasia Program as sanctioned by the Louisiana State Board of Veterinary Medical Examiners and to compose, formulate and prepare compositions, letters and rhetoric to inform notify, and explain all aspects, intentions, requirement and policies of the Iberia Parish Rabies and Animal Control Program as it relates to regulatory requirements by appropriate Parish ordinances and Louisiana state law. Receives, reviews, prepares, and/or processes various records and reports such as rabies registration and vaccinations, animal bite investigations and reports, animal complaint reports, operational reports, and daily work and performance reports. Refers to codified laws, local ordinances, animal control housing and shelters, animal euthanasia requirements, policy and procedure manuals, codes / regulations, publications and reference texts, etc. Operates a variety of vehicles, equipment, and machinery such as pickup truck with animal cage, incinerators, ketch poles, snake nets, capture equipment, etc. Uses a variety of tools such as manual and electric hand tools, grinder, ketch poles, snake nets, capture equipment, traps, hypodermic syringes and needles, etc.; a variety of supplies such as food, cleaning supplies, disinfectants, general office supplies, etc.; and a variety of computer software such as Microsoft Office, etc. Interacts and communicates with various groups and individuals such as Parish Council, Parish President, Public Works Director, law enforcement, governmental entities, veterinarians, judicial system, and the general public. RABIES CONTROL/ANIMALSHELTER MANAGER MINIMUM TRAINING AND EXPERIENCE Requires a technical degree and college coursework related to code enforcement, law enforcement, veterinary assistance or a related field, with three to four years of experience in animal control or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Supervisory experience desired. Must possess euthanasia certification. Must possess a valid Louisiana driver s license. SPECIAL REQUIREMENTS: Must obtain a valid Controlled Dangerous Substance Permit (DHH, Health Standards Division for a Schedule II drug) within 6 months of hire date and maintain all necessary Permit requirements including certifications and continuing education. Must obtain and maintain a valid Controlled Substance Registration Certificate, United States Department of Justice Drug Enforcement Administration D.E.A. registration number to purchase, possess and administer sodium pentobarbital within 6 months of hire date and maintain all necessary Certificate requirements including certifications and continuing education. Must obtain and maintain a valid Certified Animal Euthanasia Technician Certificate issued by the Louisiana State Board of Veterinary Medical Examiners within 6 months of hire date and maintain all necessary Certificate requirements including certifications and continuing education. MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS Physical Requirements: Tasks involve the ability to exert moderate, though not constant, physical effort, typically involving some combination of driving, walking, climbing and balancing, stooping, kneeling, crouching and crawling, and which involves the lifting, carrying, pushing and pulling of moderately heavy objects and materials (up to 50 pounds), and occasionally heavy objects (up to 100 pounds). While performing work, must be able to defend one's self from attack and to restrain animals of varying weights. Data Conception: Requires the ability to compare and or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things. Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange pertinent and vital information to co-workers. Includes the giving of assignments and directions to subordinates and receiving direction from supervisor. Language Ability: Requires ability to read a variety of law books, maps, policy and procedure manuals, warrants, animal care / veterinary care manuals, etc. Requires the ability to prepare reports, correspondence, records, etc. with proper format, punctuation, spelling and grammar, using all parts of speech. Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery, animal capture equipment and other special equipment; to operate motor vehicles. Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, firearms, animal capture equipment, etc. Must have significant levels of eye/hand/foot coordination. Color Discrimination and Visual Acuity: Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc. Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency, unusual or dangerous situations. The worker may be subject to danger or risk to a significant degree, or to tension as a regular, consistent part of the job. Archer Company PERFORMANCE INDICATORS Knowledge of Job: Has thorough knowledge of the methods, policies, and procedures of the Animal Control Department as they pertain to the performance of duties of the Rabies Control/Animal Shelter Manager. Has knowledge of the functions and interrelationships of the Parish and other governmental agencies. Has knowledge of types of equipment, materials and specialty items used in animal control procedures. Has knowledge of code enforcement methods and procedures; and investigative methods. Has knowledge of the layout of local roads and of the locations and characteristics of various neighborhoods. Has knowledge of the principles and practices of record-keeping, modern office practices, and technology. Has knowledge of basic arithmetic. Is skilled in the use of restraining devices, animal traps, euthanasia chambers, and other animal control equipment. Is able to work under dangerous conditions, often involving personal risk or risk to others. Is able to react quickly and calmly in emergency situations.
