This successful candidate will be responsible for a variety of simple to complex administrative tasks as assigned and provides support to all departments within Community Development. Responsible for greeting and assisting the public, including directing them to the appropriate department when necessary. Additionally, initiative and judgment are required to determine the priority of assignments and to structure tasks to accomplish department objectives within established schedules and timelines. Completed work products are reviewed periodically by the supervisor or the users within or outside of the department. 2 ELKO COUNTY HUMAN SERVICES 571 Idaho Street Elko, NV (fax) Job Code: Date Est.: Last Rev.: 08/2018 FLSA: Non-exempt Probation: 6 Months COMMUNITY DEVELOPMENT ADMINISTRATIVE ASSISTANT DEFINITION This position is responsible for a variety of simple to complex administrative tasks as assigned and provides support to all departments within Community Development. Responsible for greeting and assisting the public, including directing them to the appropriate department when necessary. Additionally, initiative and judgment are required to determine the priority of assignments and to structure tasks to accomplish department objectives within established schedules and timelines. Completed work products are reviewed periodically by the supervisor or the users within or outside of the department. Normal business hours are typically Monday Friday, 8:00am to 5:00pm, but are subject to change based on department needs. SUPERVISION RECEIVED AND EXERCISED Receives direct supervision from the Public Works Superintendent. May receive general direction from other supervisors within the Community Development Department. EXAMPLES OF DUTIES The following duties are typical for this position. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Provides assistance with grant management, which includes attending grant conferences and training workshops, maintaining files for all grant activities including review of certified payrolls for compliance with all State and Federal regulations; assures all grants are in compliance with requirements of funding agencies; writes grant applications, finds and includes all supplementary application documents, makes recommended application changes/updates and attends presentations for applications; tracks progress of grants in order to ensure timely reporting of all required paperwork. Completes and submits quarterly reports for open grants and federal funding to the appropriate program. Compose documents and materials including correspondence, memoranda, reports, charts and other items in support of program and agency operations; provide and explain information including applicable rules, regulations, guidelines, policies and procedures; distribute materials to concerned parties according to established distribution lists or on an as-needed basis. Greets and directs visitors to appropriate department. Handle walk-ins as appropriate.

3 Maintains files for solid waste management, water and wastewater operations for Elko County Public Works Department, Building and Safety building permit and plan files; Planning and Zoning application and work files; and Natural Resources work files. Completes Quarterly Chlorine Residual Reports for unincorporated areas of the County as required and submits to NDEP Bureau of Safe Drinking Water. Organize and maintain all department invoices to be paid and prepares all claim forms to receive respective department head approval for payment of invoice. Process appropriate method of payment. Resolves any problems that may arise from incorrect billing. Assists with balancing and batching all monies collected daily and makes bank deposits as necessary. Calculates monthly usage for all metered residential and special contract water accounts in respective unincorporated towns and billing amounts monthly for all accounts. Tracks and informs employees of renewal requirements for licensure, certifications and memberships as needed. Retrieves and manages all incoming mail and paperwork (outside and inter-department) and distributes to the appropriate individual. Processes outgoing mail as appropriate Provides assistance with office projects, including assisting the outlying areas as necessary. Prepare memos, letters, reports, and other correspondence as directed. Process travel arrangements as necessary. Prepare agenda and agenda information packets and distribute in a timely manner containing previous meeting minutes and current agenda for Planning Commission and NRMAC in compliance with NRS 241and the Nevada Open Meeting Laws. Attend NRMAC scheduled monthly and special meetings to record, compile and prepare minutes in compliance with NRS 241. Complies with Elko County Policies and department procedures. Accurately completes work assignments in a timely manner. Demonstrates regular, reliable, and punctual attendance. Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public. QUALIFICATIONS KNOWLEDGE OF: General clerical and administrative assistant operations, services and activities.

4 Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases, internet and . English usage, spelling, grammar and punctuation. Principles and practices of customer service. Departmental Policy and Procedures, Manual of Operations. Pertinent federal, state, and local laws, codes, and regulations. Basic knowledge of all divisional functions of Community Development; Building & Safety, Planning & Zoning and Public Works and related outside agencies; their roles as they relate to the Community Development Department. Accounting procedures for accounts payable and receivable. ABILITY TO: Perform competently in dynamic, potentially stressful situations. Meet and deal tactfully and effectively with the public in all types of situations. Perform administrative work involving the use of independent and personal initiative. Prepare clear and concise administrative and financial reports, including complete forms, logs and applications correctly. Communicate clearly and concisely, both orally and in writing. Operate and use modern office equipment, including computers. Establish and maintain effective working relationships with those contacted in the course of work including County officials and the general public. Manage cash transactions. Type with speed and accuracy, 40 words per minute preferred. EDUCATION AND EXPERIENCE To qualify for this classification, a minimum of two (2) years of experience in an administrative role preferred. However, an individual may possess any combination of experience and education that would likely produce the required knowledge and abilities. LICENSES OR CERTIFICATES Continued employment is contingent upon all required licenses and certificates being maintained in an active status without suspension or revocation. Nevada driver s license. Notary Public, preferred.
