As we have discussed, our approach to the master plan update will be a true collaboration and partnership between jb+a/bwsc and Toole Design Group (TDG). As project principal, I will be working closely with Ernie Boughman (TDG), the lead technical professional, to coordinate our team s efforts. Our team understands what it will take to make your project successful, and we are committed to working closely with you, the Steering Committee, and the citizens of Decatur to guide the project to a successful and timely completion. In terms of schedule, we understand the importance of completing this project within a timely manner and we estimate that approximately ten (10) months will be required to complete this project. Assuming a mid-june start, we plan to complete the CTP Update in the early Spring of We remain excited about the opportunity to provide transportation planning and design services to citizens of Decatur. 2 SCOPE OF WORK The following list of Tasks and Products is extracted directly, and without change, from the original Request for Proposals prepared by the City of Decatur and issued on March 15, The jb+a/tdg Team has proposed various clarifications and adjustments to this scope of work and those changes are highlighted in red for clarity. The jb+a/bwsc Team (jb+a) will begin work on this Scope of Work immediately upon the receipt of the Notice to Proceed from the City. 1. Detailed Assessment of Conditions a. Consultation with appropriate entities to confirm project scope; collection of relevant base data and previous plans. Prepare refined schedule and scope of work as necessary. (Note: City to provide summary of all relevant prior reports and planning studies.) b. Conduct detailed assessment of current community characteristics and how they have comparatively evolved since the 2007 CTP. c. Conduct assessment of city-adopted plans that have a specific transportation mention or focus since the adoption of the 2007 CTP. d. Conduct assessment of current status of conditions incorporated into the 2007 CTP to determine relevant changes in conditions or assumptions, including technical studies of LDS and LOS for bicycle and pedestrian facilities. (Note: City to provide relevant, recent, readily-available traffic count information from prior studies and/or recent traffic impact studies, DRI s, etc. City to check with ARC to see what commuter data may be available, i.e., cell phone, Strava, etc. The City will also check with Waze to see what data georeferenced ideally is available through the partnership agreement.) e. Document relevant changes in conditions or assumptions to current conditions by: a) modifications to descriptions, data sets, figures, etc. where changes will likely have a bearing on future recommendations; or b) notations of changes or deletions where changes will not likely have a bearing on future recommendations. f. Assess the status of recommendations made in the 2007 CTP to determine whether the recommendations are: a) complete; or b) incomplete. For items determined to be complete, document completion by date, funding, responsible party, etc. For items determined to be incomplete, assess whether recommendations remain relevant or if superseded by changes in conditions or assumptions. (jb+a/tdg to format 2007 recommendations into a spreadsheet; City to review and advise of status.) g. Identify any significant issues with the road network, including connectivity, signalized intersections or inadequate signage. h. Identify bicycle, pedestrian facilities and public transportation or other services Page 2 of 6

3 for populations without automobiles. Also, identify areas of the community where mode choice is limited. Evaluate how effectively mobility needs of the community are met by these alternative transportation modes. 2. Community Involvement a. Develop a local planning outreach process that promotes the active engagement of a broad cross-section of stakeholders in the study area, with efforts and accommodations made to include low to moderate income, minority, and elderly or disabled citizens. b. Schedule public engagement meetings that meet the needs of the planning process. Conduct public workshops and meetings to publicize the project, develop goals and objectives, explore alternative standpoints, and facilitate consensus for a master plan of recommendations. It is anticipated that 3-5 public workshops and/or meetings will be necessary. Additional meetings are encouraged and should be conducted as the consultants deems necessary. c. Utilize the City s DecaturNext website to post updates, surveys and other materials designed to keep citizens informed, engaged and involved in the planning process. (Open City Hall web tool may be utilized to drill down on specific issues.) 3. Plan Development a. Prepare a detailed update to the 2007 CTP with recommendations based on the outcomes of community involvement and detailed assessment of conditions. Recommendations for the following goals, at a minimum, shall be included: Expand the off-street path system throughout the community, especially by using vacant or unbuildable lots, utility corridors, or stream corridors to create mid-block passages. Using the Decatur PATH Connectivity Implementation Plan (2016), and working with City staff, identify potential opportunity sites for projects to expand the off-street path system. Continue to implement the Safe Routes to Schools program*. Working with City staff and stakeholders, identify potential areas for expansion of the program based on City Schools of Decatur campus planning. Maintain designation as a bicycle friendly community. Identify potential project locations to provide more bike racks, bike sharing facility locations, bike lockers at MARTA stations, and a bike station downtown featuring showers, secure storage, and repair.* Recommend appropriate and consistent speed limits on all city streets to increase safety and make walking and biking more desirable. (Speeding and the perception of traffic congestion are two major concerns among residents. As part of plan development, the jb+a/tdg Team will assist City staff in educating the community regarding speed s correlation to crashes, Page 3 of 6

4 as well as perception vs. reality in relation to congestion. City to provide jb+a/tdg Team with crash data from City Police.) Strengthen partnerships between the City, the Clifton Corridor Transportation Management Association, and major Decatur employers to identify and encourage use of alternative transportation options in the downtown commercial district. Identify potential routes for a small bus circulator. (jb+a/tdg Team to explore two circulator options; one between Oakhurst and Downtown, and the second as a Downtown Employee Shuttle.) Promote more efficient use of parking with electronic signs, shared use of existing lots and decks. Identify areas with insufficient parking or inadequate parking facilities (e.g. downtown, busy commercial areas), excess or obsolete surface parking facilities that would benefit from electronic signs and other technology to support efficient use of them. (City to provide jb+a/tdg Team with results of the ARC Community Choices Grant project which will be updating the 2009 Parking Study this summer.) Increase connectivity between the Oakhurst and Downtown business districts. Identify and evaluate the impact freight and passenger rail lines on the overall transportation network and connectivity between business districts. Recognize that transportation policies, programs, and projects should be planned in alignment with local land use development policies. Future transportation investments should similarly be matched with appropriate land use policies. b. City staff and stakeholders completed a citywide sidewalk condition assessment in 2016 that identifies projects to improve existing pedestrian facilities. A summary of the findings from this assessment and prioritization of projects should be incorporated into the CTP Update. c. Plan development and documents should include diagrams, graphic presentations, and written descriptions of analysis, findings, goals and objectives, and recommendations. Knowledge of the City s approved streetscape details and elements is expected. 4. Implementation Plan a. Develop a strategy for addressing any needs and opportunities identified during the conditions assessment and plan development and integrate this strategy into the implementation plan. b. Prepare a detailed implementation plan that outlines a list of actions to support recommendations. c. Prioritize the list of actions, and include a budget estimate, possible funding sources, and responsible parties per project. Page 4 of 6

5 5. Deliverables a. Progress on tasks will be documented through interim reports, maps, drawings and other presentation materials. All deliverables should be available in hard copy and electronic copy. Presentations to City staff, stakeholders, steering committee members, and members of the City Commission will be necessary during development of the update. b. A final written report that includes the updated analysis of current conditions and recommendations for transportation improvements based on the goals and tasks outlined in this RFP, as well as presentations to the City Commission summarizing the process and findings at final submittal stages. c. Visual displays for public presentations. d. Recommended transportation projects should include a plan view and a rendering of the proposed designs. e. A USB flash drive with all the raw data collected in the analysis. f. Documentation of the public process. g. A list of likely funding sources for implementation of recommended transportation improvements. h. Please include any additional deliverables you think would help meet the goals of this transportation plan. i. Review by the City staff, GDOT and other parties as necessary and approval by Decatur City Commission. PRELIMINARY SCHEDULE The jb+a Team proposes a ten (10) month process for this Community Transportation Plan Update project. The schedule is preliminary and subject to review and adjustment following discussion with the City project team. Assuming a mid-june start date, we plan to complete the CTP Update in the early Spring of We understand that the goal is to be able to take the plan to the City Commission next spring. COMPENSATION The jb+a/tdg Team will complete the above Scope of Work for the lump sum fee of One Hundred Fifty Thousand Dollars ($150,000.00). This fee is inclusive of both professional fees and all reasonable project-related expenses. (The exception would be any hard copy printing costs associated with the reproduction of multiple final master plan documents, should the City request them.) The work effort will be invoiced on a percentage complete basis. Invoices are mailed monthly and are due ten days after receipt. Page 5 of 6

6 Any additional services requested by the City, which are not specifically identified in the above Scope of Work, will be invoiced as additional services at standard hourly rates. No additional services will be invoiced without prior written authorization by authorized City of Decatur personnel. A breakdown of this lump sum compensation is provided below by task: Task 1 Detailed Assessment of Conditions $ 26, Task 2 Community Involvement $ 33, Task 3 Plan Development $ 42, Task 4 Implementation Plan $ 23, Task 5 Deliverables $ 22, Total Lump Sum Fee $150, OPTIONAL ADDITIONAL SERVICES* The following services are not included within the above Scope of Work. However, the jb+a/tdg Team would be pleased to assist the City with any of these optional additional services should the City choose to make that determination. 1. The Safe Routes to School task does not include detailed SRTS Action Plans. 2. The Bike Parking/End of Trip Facilities task does not include bike share feasibility. 3. Services related to design development, construction documents, permitting, etc. 4. Assessment of utilities within the ROW. 5. Additional meetings, community forums, etc. 6. Preparation of detailed opinions of probable cost. 7. Traffic counts including turning movements and tube counts. Page 6 of 6
