3 The ENETOSH Standard ENETOSH has developed a set of easy-to-access and easy-to-se standards containing competence profiles for teachers and trainers in OSH The aim is to have a simple, bt niform set of professional standards and qalifications for OSH teachers and trainers across all Eropean contries The standard covers for fields of competence: 1. Edcation and training 2. Safety and Health at work 3. Workplace Health Promotion (WHP) 4. OSH-management

7 The Middle East North Africa (MENA region) 22 contries, 315 Million People Sometimes an additional 15 contries are inclded as MENA (World Bank reports): Trkey, Pakistan and Afghanistan

8 Changes in edcation and employment: Diversifying their economies, especially in the GCC - away from dependency on migrant workers and oil & gas: Paradigm shift in edcation away from the old academically-focsed models towards Technical and Vocational Edcation & Training (TVET) and giving yong people skills more aligned to their needs, their contries and their ftre employers needs 50% redction in fnding for niversity places Corresponding growth in TVET from 5 10% yong people in vocational training to 50% In KSA alone - 3 new TVET Centres opening every week Women entering the workplace Massive investment in infrastrctre projects: Qatar World Cp, Expo 2020, Sadi 2030

13 Colleges and training colleges Training colleges in the region will typically have a one-year fondation programme where stdents shold achieve the reqisite levels of English and other key skills needed to ndertake an international programme of vocational stdies Mostly staffed by teachers who hold no more than a Level 3 (pper high-school, 120 hors) Certification English as a Foreign Langage (EFL) Teaching The most recognised is the (CELTA) The CELTA certificate can be gained by an 18 year old with no prior experience and no niversity level edcation. They don t even need to be native speakers Nearly impossible to find a teacher working in training colleges who also hold any OSH qalifications or has any OSH experience; Especially so in female vocational training centres These teachers and trainers are designing, delivering and assessing OSH programmes to prepare yong people for the workplace and international vocational training programmes

14 Recent HABC srvey fond: 74% of employees in many parts of the region believe their training is otdated 69% of constrction companies operating in the Middle East lack the nderstanding of the importance of safety and health p to 59% of employees in some GCC contries are never issed with safety and health certificates 48% of all occpational injries in the Kingdom of Sadi Arabia occr in the constrction indstry only 18% of constrction companies in many parts of the region condct reglar safety and health training

15 More Governmental reglations: Difficlt to implement Even More difficlt to monitor needs many highly qalified inspectors Open to abse and corrption De to the volatile socio-cltral and political natre of the region No collaboration or cohesion with regards to standards between different contries Standards for OSH teachers and trainers are non-existent in colleges and training centres

17 Why shold we try to make OSH colleages in the MENA region aware of the ENETOSH Standards? There is an awareness of the problem within the region Willingness to improve Stakeholders are actively looking for help and gidance ENETOSH is a highly respected international body specifically focsed on OSH edcation and training Comprises nearly 100 highly professional instittional members from 37 different Eropean contries ENETOSH is a netral, non-political organisation neither linked nor loyal to any particlar contry or company in the region we can be trsted The ENETOSH Standards already exist They were developed by professionals to tackle the same isse we had in Erope soon after the formation of the EU; there is no need to reinvent the wheel and waste valable time and resorces developing their own They are extremely simple to access, nderstand and se teachers, managers and employers can simply print them off and se them as gidelines in their selection and placement processes for OSH teachers and trainers Teachers and trainers can se them as gidelines to work towards as part of their professional development

19 Conversely benefits to ENETOSH Awareness and adherence to the ENETOSH Standards will ensre that in a broader regional/geographical context we are all working from the same set of standards Colleages from the MENA region can actively contribte to its development Their crrent sitation regarding developments in OSH edcation and training will be invalable Perhaps eventally develop a MENA set of standards

20 Where we are at: Linked p with colleages in OSHAfrica from the MENA region We have also networked and already have colleages onboard from Egypt, Tnisia, Bahrain, KSA and the UAE These colleages will promote awareness of the ENETOSH standards in their home contries We have agreed to keep in reglar contact and to contine networking Within Sadi Arabia, Mr. Mohammad Hasan and I will be holding reglar meetings and inviting Sadi colleages Several of my teaching colleages have already expressed an interest and wold also like to invite their friends Crrently getting the ENETOSH standards translated by Egyptian colleages at the University of Sez. However, de to administrative isses I am nable to give a crrent stats report on this at this point

21 Ftre goals Priority is to get the ENETOSH standards translated into Arabic Hopeflly also Farsi and other regional langages Mr Hasan and I will collaborate on bi-lingal promotions sch as newspaper articles and other means to raise awareness of the standards Hope to have the first article ready for the 28 th April World Day for Safety and Health at Work Contining networking

22 Conclsion: All of s are here today becase we are committed to OSH edcation and training We are fortnate to have opportnities sch as this to meet similar minded colleages and share models of best practice As contries sch as Sadi Arabia, and others in the MENA region, open-p to the world and offer greater opportnities to their citizens, we have a professional responsibility and cortesy to offer a helping hand across the Mediterranean and assist them in their efforts to professionalise and raise standards in OSH edcation and training We wold welcome any additional inpt or spport ENETOSH colleages wold like to contribte
