3 Adult learning in The Netherlands 16.8 mln inhabitants 84% of adult learning takes place in the private sector; Turnover 3.5 billion per year; million people are functionally illiterate; Developed system of recognition of non formal and informal learning (RPL).

4 Why ECVET pilots in the Netherlands? Supporting Life Long Learning Demand of the labourmarket: flexible training Reducing costs: time and money European agenda Pilot projects mainly in technical and health sector Supporting people from work to work Re-integration of people into the labour market Support people with low levels of qualifications

ECVET: Fot the development of tailor made work in relation to validation the same ECVET units should be used All three are instruments for validation Demand of the labour market is leading It could be a qualification, branche qualification or bsed on specific demands of an employer Valideren (EVC): Based on ECVET units taken into account what people are able to do and know NLQF/EQF: Descriptors of the NLQF are used for describing learning outcomes

9 Technical issue EQAVET and ECVET: An existing quality culture High level of transparency in outcomes and processes From implicit QA working towards explicit QA Current focus: Develop validation methods with representatives of examination boards Role of the examination boards after pilot phase Fitting ECVET pilots in the current system (including financing, basic skills and high risk to meet national demands Q and QA for VET institutions)

10 Results for participants By connecting the three instruments: Less time consuming by offering the step by step approach in the time who suits more the participant Easier to obtain a full qualification step by step using ECVET units Efficiency: Less costs in time and money by using targetted validation procedures Increased motivation

11 Results for employers Effectivity: Their demand for the right knowledge and competences has been taken into account Supports further HR development Efficiency: Reduction of costs and time
