2 PREAMBLE The intent of this strategic plan is to focus and guide action, resource allocation and decision-making for the next three tofive years, and will be the basis for monitoring and evaluating the organization s performance. This long term plan will be monitored and adjusted on an annual basis. Vision Statement The Aboriginal Sport Circle strives for - Healthier, more active aboriginal people in vibrant communities that are fully engaged in sport, recreation and physical activity; - National systems that systemically include aboriginal people and organizations in strategies, initiatives, programs and services for improved outcomes for all Canadians; - Provincial/Territorial and local capacity that serves the unique needs of Aboriginal people at the community level; - Adequately resourced sport, physical activity and recreation systems that are culturally appropriate and enable Aboriginal people to achieve success from playground to podium; - Finally, that these outcomes have a positive impact on broader sector agendas including but not limited to economic development, health, mental health, environment and justice. Values and Principles Respect In keeping with our culture, we are respectful to all. Accountability We are professional and ensure accountability and transparency in our operations. We maintain credibility and the trust of our stakeholder by demonstrating honesty and integrity. 3 Mission Statement The Aboriginal Sport Circle is a member-based, not-for-profit organization that exists to support the health and wellbeing of Aboriginal people and communities through participation in sport, physical activity and recreation. Specifically, the ASC is responsible to: 1. Provide a national voice for Aboriginal sport, physical activity and recreation; 2. Build capacity at the national, provincial and territorial levels in the design and delivery of sport, physical activity and recreation programs that are culturally appropriate for Aboriginal people; 3. Ensure national policies and frameworks pertaining to sport, physical activity and recreation respond the needs of Aboriginal people and communities; 4. Facilitate development and training of individuals to be effective leaders for Aboriginal participants in sport, physical activity and recreation; 5. Recognize and promote best practices in sport, physical activity and recreation for Aboriginal people; 6. Oversee the development and delivery of national and international programs that enhance participation of Aboriginal people in sport, physical activity and recreation. This work is accomplished directly, with our membership and through strategic partnerships. Organization Focus Leadership: Individuals sharing the vision set for the Aboriginal Sport Circle will provide the information, knowledge and methods to realize the vision. This will include elected volunteers, staff, coaches and any other person or group that supports the mission and achieving the vision of ASC. Management: To support skill and resource development, collaboration and communication that improves organizational effectiveness. ASC will consider three core strategy areas including Administration, Capacity and Interaction Overall Plan Evaluation Evaluation of these strategic initiatives will be reviewed quarterly at Board of Director Meetings. Board members and staff will be responsible for continually monitoring emerging trends, critical issues, and opportunities and challenges to the organization so as to address them efficiently. A comprehensive review of key performance indicators will be completed annually at the association s planning session, leading into an update of the plan for the next season. ASC will undergo a major strategic plan revision every 3-5 years. Aboriginal Sport Circle 3

4 CORE STRATEGIES - STRATEGIC DIRECTIONS - EXPECTED OUTCOMES Core Strategy GOAL STATEMENT: Interaction Development To support skill and resource development, collaboration and communication that improves organizational effectiveness STRATEGIC DIRECTION: 1.00 Provide a national voice for Aboriginal sport, physical activity and recreation. EXPECTED OUTCOMES: Conduct an environmental scan of the needs for Aboriginal sport development across the country Build relationships with PTSABs to ensure a unified voice for Aboriginal sport, physical activity and recreation Develop a communication strategy to ensure key messages, communication channel development, frequency etc. Ensure communications plan enables two-way communications Build capacity at the national, provincial and territorial levels in the design and delivery of sport, physical activity and recreation programs that are culturally appropriate for Aboriginal people Conduct an annual review of the existing programs of the Circle including the development of a document for the long term plan for the North American Indigenous Games and maintain the role as the domestic franchise holder in order to engage governments to revisit/negotiate the funding hosting and travel framework for the Games 2.02 Work with NSOs and PSOs to increase participation of Aboriginal athletes in NAIG sports A high performance sport camp to be held annually for Aboriginal athletes. Work with NSOs to identify sports to target for this event Work with national organizations to "Aboriginalize" existing national programs that can benefit Aboriginal communities Aboriginal Sport Circle 4

5 2.05 Utilizing the National Aboriginal Hockey Championships as a model, work in collaboration with NSOs and PSOS to expand the number of sports providing national Aboriginal sport championships (e.g. team and individual sport including softball, soccer, golf, curling, baseball) Review the feasibility of holding "virtual" national championships for individual sport whereby competitors report scores from refereed competitions within their own jurisdiction to compete with other Aboriginal athletes across Canada Ensure national and provincial policies and frameworks pertaining to sport, physical activity and recreation respond the needs of Aboriginal people and communities Participation in the Federal Governments and Ministerial policy priority meetings to discuss the opportunities for under-represented or marginalized populations to actively engage on all aspects of Sport participation, including leadership roles. Within its advocacy role the Circle is engaging the Intergovernmental Committee on Sport (Federal- Provincial/Territorial Sport Committee) to advance these specific goals and objectives through new initiatives like the Aboriginal ALTPD 3.02 Re-establish a presence at the F-P/T meetings for Aboriginal sport, physical activity and recreation issues. Ensure that PTASBs are working at the P/T level to ensure respective ministers and officials have a common understanding of the issues Review, update and implement through legislation, the National Aboriginal Sport policy in collaboration with key stakeholders and partners. Ensure alignment and linkage with the Canadian Sport Policy Resume conversations with the Canada Games Council to continue to address under-representation of Aboriginal athletes and coaches in the Canada Games program 3.05 Work in collaboration with the 2020 Physical Activity Policy. Engage in and influence the agenda to ensure relevance to Aboriginal communities. Ensure ASC has a place at this policy table. Aboriginal Sport Circle 5

6 3.06 Identify opportunities to influence international policy development such as the IOC Agenda 21 which ensures host societies engage with Aboriginal peoples in hosting events on their land Construct a multi-year national strategy for Aboriginal sport, physical activity and recreation utilizing the current national policy as a base. Define community needs (infrastructure development, social, economic, etc.) Key Performance Indicators Continuous improvement in the following areas: # of PTASB partnerships with ASC # of PTASBs with Full or half time staff/volunteers # of reports stemming from informing policy, figuring out how to Aboriginalize things, and defining community needs. # of surveys completed by participants # of communication tools used and effectiveness # data collection reports indicating advancement of Canada s understanding of Aboriginal sport development. 7 Core Strategy Goal Statement Capacity Development To support skill and resource development, collaboration and communication that improves organizational effectiveness STRATEGIC DIRECTION: 4.00 Facilitate the development and training of individuals to be effective leaders for Aboriginal participants in sport, physical activity and recreation. EXPECTED OUTCOMES: 4.01 Complete the development of the ALTPD. Finalize an implementation plan involving regional pilots. Assessment of the ALTPD will be conducted quarterly during the implementation phase and revisions if needed to be completed at the end of the implementation phase 4.01a Develop the ALTPD Community Resource materials to be implemented in Review and renew the ACM and ensure alignment with the ALTPD. Seek to make this program mandatory for all coaches in Canada. Maintain a partnership with the CAC in delivery of this program. More trained facilitators to deliver it. Clarify procedures around certification, data base, tracking Work with Health Canada to identify and train physical activity leaders in their communities (Fit Nation Model) to reduce barriers to physical activity Recognize and promote best practices in sport, physical activity and recreation for Aboriginal people Establish ASC as a facilitator and promoter of best practices information across PTASBs 5.02 Develop and implement a social media platform to create a forum to disseminate best practices, share experiences in the field, and contribute to dialogues on lessons learned 5.03 Develop regional and national recognition awards to promote and celebrate achievers in Aboriginal sport, physical activity and recreation. Seek partnership opportunities to deliver this in conjunction with existing awards programs such as past success in tagging the Tom Longboat Award onto the Sport Canada Awards Maintain a yearly gathering of External Stakeholder sport professionals and EDs of each PTASBs. This may or may not tie in with the AGM. Aboriginal Sport Circle 7

8 5.05 Resume conversations with the Canadian Sport Hall of Fame to delegate a permanent area for Aboriginal sport. Key Performance Indicators Continuous improvement in the following areas: # of certified coaches # of certified officials # of followers for Facebook, Twitter, Instagram # of meetings attended # National recognition awards including the Tom Longboat Awards Aboriginal Sport Circle 8

9 Core Strategy GOAL STATEMENT: Administration Development To conduct and support the administrative functions required for effective and efficient management of ASC STRATEGIC DIRECTION: 6.00 Build the necessary competencies and organizational infrastructure to support the organization EXPECTED OUTCOMES: 6.01 Build relationships with key stakeholders specifically Sport Canada and Health Canada to secure core funding Hire an executive director 6.03 Seek special funding for and hire a Major Games Liaison 6.04 Seek sponsorship for the Tom Longboat awards 6.05 A rotating system to review policies is established and selected policies are reviewed on an annual basis 6.06 Host an in person board meeting 6.07 Evaluate the feasibility of alternative revenue streams including but not limited to sponsors and membership fees 6.08 Re-establish a national office to ensure national systems and coordination 6.09 Expand recruitment and training of board and committee members to ensure highly competent leadership and governance 6.10 Support the development and growth of PTASBs Key Performance Indicators Continuous improvement in the following areas: 1. # of signed MOUs with Key External Stakeholders- NSOs, Sport Canada, Canada Games, Aboriginal Sport Circle 9
