1 pprenticeships Business Manager Job Specification JOB DESCRIPTION Employment status: Hours: Location: Department: Manager: Permanent, full time Full time hours at UCEM are 35 per week, Monday to Friday 9.00 a.m. to 5.00 p.m. Horizons, 60 Queen s Road, Reading, RG1 4BS Student Experience Director of pprenticeships Liaises with: Student Experience / Commercial and Business Operations / cademic Registrar / Online Education / Finance and Resources / Principal s Office / Deputy Principal s Office / External partners and stakeholders Summary of the role To manage UCEM s apprenticeship business operations in relation to funding, compliance and financial planning and management. Ensuring compliance with Education and Skills Funding gency (ESF) requirements is a key element of the role. The role includes planning and conducting internal audit activity as well as management of several apprenticeship related contracts including subcontracts with external partners. Duties and responsibilities To act as UCEM s relationship manager with the ESF and with other relevant partners/external stakeholders. Monitor ESF funding rules and performance management requirements and ensure that UCEM s processes are compliant. Ensure that all relevant teams have sufficient understanding of ESF funding and compliance requirements to be effective and compliant. Lead on the development and maintenance of controls processes to support the achievement of ESF compliance. To review and decide apprenticeship funding eligibility queries. To review and decide requests for Maths and English funding, and additional support funding. To ensure that UCEM s ILR returns are accurate including use of the Provider Data Self-ssessment Toolkit (PDST) and reports. To forecast and monitor apprenticeship income (direct contracts and sub-contracts). To profile and monitor spend against ESF contract allocations. UCEM 01/2019 Page 1 of 5

2 Ensure that accurate Management Information (MI) returns are made in accordance with UCEM s framework agreements. To manage UCEM s apprenticeship subcontracting arrangements (UCEM as the main provider and UCEM as the subcontractor). To analyse relevant data and identify trends. To support the Director of pprenticeships and ssociate Director of pprenticeships with financial planning and management activities including budget setting and budget monitoring. Lead on internal compliance monitoring and audit activity related to direct contracts and sub-contracts. Manage funding and compliance elements of UCEM s subcontracts (UCEM as main provider and UCEM as subcontractor). Create and maintain UCEM s entries in the ESF Course Directory Provider Portal. Contribute to development, implementation and continuous improvement of lean processes. To contribute to organisational planning activities. To be accountable for securing good or better employee satisfaction scores within allocated staff team. To support the integration of UCEM s apprenticeship provision into UCEM s core business. If you are appointed to this post you will also be required, as part of your induction training, to undertake training relating to safeguarding and Prevent. This training will be both face-to-face and online. ny prior training in these areas is helpful, however it will not make you exempt from undertaking training with us. BENEFITS Salary range 40,000 to 45,000 per annum. 24 days paid holiday (rising with service to 27) plus paid bank / public holidays and up to 5 paid closure days; all per holiday year Full Time Equivalent.
