Procurement Unit will respond in writing or by standard electronic mail and will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all consultants. BACKGROUND In October 2016, UNDP proposed to the DG/ECD (Myanmar GCF Nationally Designated Authority, NDA) to prepare a submission to the GCF for a project to implement REDD+. The NDA subsequently sent a letter to the GCF Secretariat notifying them of his endorsement of the proposal. The Government of Italy made available funding to UNDP to support the development of a GCF proposal, with the condition that any eventual project should facilitate linkages between Myanmar and the Italian private sector. In late 2018 the GCF opened a new funding window for a pilot period: the Simplified Approval Process (SAP). SAP submissions can be for all-grant financing. Conditions to be satisfied for SAP submissions include a funding request to the GCF of less than USD 10 million; and a project with no social or environmental risks Looking at potential linkages with the Italian private sector outside the energy sector, the best option would seem to be rubber, with tyre company Pirelli being one of the largest tyre producers in the world. Along with other OECD tyre companies, Pirelli needs to source deforestation-free and sustainably produced rubber, to satisfy its consumers. Prices paid by Pirelli will be much higher than those paid by Myanmar s current dominant market for rubber, China.

2 United Nations Development Programme UNDP will therefore prepare a SAP submission with the following features: A sustainable landscape approach, working in a landscape with significant rubber production, in Mawlamyine District, Mon State. As large-scale agribusiness concessions are not common in Mawlamyine District, there will be a focus on community forests. To ensure compliance with the no social or environmental risks condition, a major emphasis on FPIC will be required early in SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK For detailed information, please refer to Annex-1 3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Please see Terms of Reference 4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Interested individual Consultant must submit the following documents/information to demonstrate their qualifications: a) Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP; (Please see Template attached at Annex- 3) b) Personal CV or P11, indicating the past experience relevant to the assignment, as well as the contact details ( and telephone number) of the Candidate and at least three (3) professional references; (Please see Template attached at Annex- 4) c) Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how he/she will approach and complete the assignment; Financial Proposal ** Consultant/Contractor whose assignment require travel and who are over 62 years of age are required, at their own expense, to undergo a full medical examination, including x-rays after they are selected. 5. FINANCIAL PROPOSAL Fees Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown

If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. Travels All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP will not accept travel costs exceeding those of an economy class ticket. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses will be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed. (Please see Template attached at Annex- 4) 6. EVALUATION Individual consultants will be evaluated based on the cumulative analysis of the technical evaluation 70 points and financial criteria 30 points. Only candidates obtaining a minimum of 70% of 70 points from the technical evaluation would be considered for the financial evaluation. Education 10 points Master s degree in natural resource management, economics, social science, or other closely related fields; Experience 50 points At least 6 years of experience related to sustainable development; Demonstrated knowledge of climate change; inter-governmental climate change processes; and sustainable development environmental management issues, impacts of climate change and other related sustainable human development issues; Demonstrated experience on social and environmental risk assessment. Language Requirements 10 points Fluency in written and spoken Burmese and English; Knowledge of Mon is an asset. Financial Evaluation of Proposals: The financial proposals of all the applicants who pass the technical evaluation will be scored. The maximum 30 points will be allotted to the lowest financial bid, and all other bids shall receive points in inverse proportion to the lowest fee e.g. [30 Points] x [USD lowest] / [USD other] = points for other proposer s fees The contract shall be awarded to the applicant who receives the highest cumulative score.

To ensure compliance with the no social or environmental risks condition, a major emphasis on FPIC will be required early in Scope of Work The consultant will form part of a team, working under the overall supervision of the UN-REDD Chief Technical Advisor, and together with an International Consultant responsible for the overall development of the SAP submission. The team will also cooperate with a team of national consultants developing an FPIC and grievance recourse mechanism for piloting in Mawlamyine District. The role of the National Consultant will be as follows: Undertake the required Environmental and Social Screening and prepare Annexes 7 and 12 of the submission, including: o Actions leading to (a) evaluation of the environmental and social risks associated with a proposed activity; (b) establishment of the likely environmental and social risk category of the activities; (c) identification of opportunities to improve the environmental and social outcomes of the activities; (d) determination of the extent and depth of environmental and social due diligence that will be undertaken and the appropriate environmental and social safeguards instruments and requirements that will be prepared, disclosed and submitted to the GCF. o Assess potential risks and impacts that include direct and indirect, induced, long-term and cumulative impacts, and will take into account the activities areas of influence including associated facilities and third-party impacts. o Assign the risk category of proposed activities through an integrated view of the combined environmental and social risks and impacts, as well as the nature, magnitude, and complexity of these risks and impacts and specific characteristics of the influence area that includes environmental, social and legal contexts. o If any activities have moderate to significant environmental and social risks and impacts, further environmental and social assessments in the form of impacts assessments, audits, management frameworks or systems, due diligence reports, and other appropriate assessment tools will be undertaken. Expected Outputs/Deliverables A complete SAP proposal for submission to the GCF, specifically Annexes 7, Risk assessment and management; and 12, Environmental and Social Action Plan. Institutional Arrangements The study will be conducted as a partnership and under the co-supervision of UNDP in close collaboration with the Ministry of Natural Resources and Environmental Conservation (Forest 2

7 Department). The UN-REDD National Programme will provide facilitation and technical backstopping, in connection with other related processes. The UN-REDD Project Management Unit (PMU) will provide technical advice on the methodological approach throughout the study. All data collected, results and outputs of the study will be transferred to UNDP by the Consultant. Duration of the Assignment The work will be undertaken over a period of up to 6 months, starting in March In accordance with expected outputs and deliverables, the Consultant submits reports to UN-REDD Chief Technical Advisor for reviewing outputs, comments, and certifying approval/acceptance of works afterwards. In case of any delays to achieve the expected outputs, the Consultant should notify the UN-REDD Chief Technical Advisor in advance to take necessary steps. Duty Station The duty station for this assignment is home-based with possible travel to Nay Pyi Taw, and Mawlamyine District, as required. Degree of Expertise and Qualifications Master s degree in natural resource management, economics, social science, or other closely related fields; At least 6 years of experience related to sustainable development; Demonstrated knowledge of climate change; inter-governmental climate change processes; and sustainable development environmental management issues, impacts of climate change and other related sustainable human development issues; Demonstrated experience on social and environmental risk assessment. Excellence in English language is required; knowledge of Mon is an asset. Scope of Price Proposal and Schedule of Payments Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner. 1. Acceptance of a complete SAP proposal for submission to the GCF, specifically Annexes 7, Risk assessment and management; and 12, Environmental and Social Action Plan 100% If duty travels are expected, UNDP will provide economy class air fares where feasible, or bus fares where necessary and the UN s Daily Subsistence Allowance (DSA) rates prevailing at the time of sourcing, for the duty station and all other cities indicated in the TOR as part of duty travel destinations. In case of any delays to achieve the expected outputs, the Consultant should notify the UN-REDD Chief Technical Advisor in advance to take necessary steps. 3

8 Evaluation of Applicants Applicants will be evaluated based upon the offer which gives the best value for money based on the Lump Sum proposal submitted, selected by the UNDP Myanmar Country Office in consultation with the UN-REDD Chief Technical Advisor. The Technical and the Financial Proposal submitted to by the Consultants will be evaluated on the basis of the weight of the technical criteria [70] and of the financial proposal [30]. The evaluation will be performed in two stages: Stage One (Technical Evaluation of Proposals). All Individual Contractors proposals comprising the information/documentation provided will be evaluated to ascertain the suitability of the individual contractors to carry out the assignment. Candidates who obtain the minimum of 49 points of the full mark (70 points) will be considered technically compliant and their financial evaluations will be evaluated thereafter. Stage Two (Financial Evaluation). The financial proposals of all the individual contractors who pass stage one will be evaluated. The maximum 30 points will be allotted to the lowest financial bid, and all other bids shall receive points in inverse proportion to the lowest fee e.g. [30 Points] x [USD lowest] / [USD other] = points for other proposer s fees The award of contract shall be based on the individual contractor who receives the highest cumulative score.
