Purpose of the role The Corporate Risk Manager is the DHB s expert advisor on risk management, ensuring compliance with legislative requirements, and national and local policy. This role is responsible for: ensuring that risk management is embedded throughout the organisation by providing support, advice and guidance on all aspects of risk management leading the development and implementation of the DHB s Risk Management Strategy advocating and sponsoring risk control and prevention strategies that will integrate risk management into every day management Waitemata District Health Board -job description Corporate Risk Manager Nov 2014 Page 2 of 9

3 Key Tasks Expected Outcomes Risk Management Leadership Responsible for the development, implementation, delivery and continuous improvement of the DHB s strategic plans for the reduction and management of risk across all elements of its services Implement, continuously review and develop the DHB-wide Risk Management Strategy and supporting documents, ensuring its communication to staff, the public and stakeholders, and organising awareness training as necessary Review all DHB policies to ensure adequate attention to risk identification and management is included Review and develop training courses and material Review significant project structures and reporting with regards to risk management and reporting Establish and maintain effective communications systems so that risk information can be shared and effective problem solving processes are implemented Ensuring there are good communication systems between the Chief Financial Officer s team, the organisation and stakeholders Support the design and implementation of a tracking, reporting and action monitoring system for all external certification and accreditation audits Support the design and implementation of local solutions relating to DHB-wide risk management recommendations from the HealthCERT, IANZ, WorkSafe NZ, coroners, Health and Disability Commissioner, and other external sources Design and implement a risk management related training programme for all levels of staff including DHB Board members. 4 Key Tasks Compliance and reporting Support the DHB s preparation for external assessments relating to risk management Expected Outcomes Work with the Quality Assurance Manager, General Manager of Hospital Operations, and other relevant staff in developing and overseeing comprehensive work programmes to achieve compliance wit h risk management and other relevant standards eg AS-NZS ISO standards; Health and Disability Services Sector Standards (HDSSS) Work with the Quality Assurance Manager as required and agreed to support the DHB s preparation for external assessments relating to risk management eg HealthCERT; IANZ Work with the Occupational Health and Safety Manager to ensure the DHB complies with its statutory health and safety requirements Act as a central point for all incoming alerts, including non-clinical alerts, and ensuring appropriate distribution and records are developed and maintained in line with national requirements Ensure that there are adequate systems in place to monitor compliance with legislation and regulation relating to risk Submit regular reports to the DHB Board to support executive owners of risks and provide a summary of the organisation s risk showing month to month progress Submit regular reports to the Audit and Finance Committee and Senior Management Team on compliance with the Risk Management Strategy Waitemata District Health Board -job description Corporate Risk Manager Nov 2014 Page 4 of 9

5 Key Tasks Expected Outcomes Risk Registers Develop and maintain the DHB s Risk Register system Staff training and support Responsible for ensuring staff receive regular training and effective support for risk management and mandatory training Liaise with staff across the DHB to ensure the timely compilation production and maintenance of risk registers, utilising an appropriate range of sources, ensuring that all identified risks are supported by a risk assessment, and identifying relevant controls and assurance Analyse risk register submissions and provide feedback and support to divisional and corporate staff in order to improve the overall quality of and approach to risk register maintenance Review and analyse risk register submissions to ensure the onward reporting of all appropriate and relevant risks to the relevant governance committees, including the Clinical Governance Board, Senior Management Team, the Audit and Finance Committee, and the DHB Board Ensure staff are provided with effective risk management related training Support the Divisional Operations Managers and General Managers to manage risk and, in particular, be their source of expert advice in the maintenance of Risk Registers Continually monitor the effectiveness of risk management training and improve the training programme as required Statutory and Treaty obligations Ensure Waitemata DHB meets all statutory regulatory and contractual obligations, including financial reporting and compliance with occupational health and safety and employment legislation Operate in ways that reflect the intent of the Treaty of Waitangi and achieves related objectives determined by Waitemata DHB Waitemata District Health Board -job description Corporate Risk Manager Nov 2014 Page 5 of 9

6 Key Tasks Workplace Health and Safety Recognise individual and DHB responsibility for workplace health and safety under the Health and Safety in Employment Act 1992 (Health and Safety Reform Bill when enacted) Expected Outcomes Reads and understand the DHB s health and safety policies and relevant procedures and apply these to work activities Supports staff to Identify, report and self-manage hazards where appropriate Ensures Health & Safety and Fire Safety representatives are appointed and identified in each work area Ensures compliance with the new Health and Safety legislation (Health and Safety Reform Bill to be enacted) and relevant standards and guidlelines and including Working Safer. 7 PERSON SPECIFICATION Education/Qualification Experience/Knowledge Attributes Minimum Risk Management/ Governance Qualification to Masters level or equivalent experience At least 5 years experience in working with risk in management within the health or corporate sector 3-4 years experience of working as a senior member of a multidisciplinary team Previous experience in developing and implementing organizationwide projects Experience in developing organization-wide policies Demonstrable evidence of initiating change and implementing evidence based practice Knowledge of risk management and health sector standards Proven knowledge of clinical and non clinical risk management and related issues Understanding of the health care environment Commitment to the principles of the Treaty of Waitangi Leadership and coaching skills with both the Clinical and Non clinical staff Highly developed interpersonal skills Project management Excellent negotiation and facilitation skills Excellent report writing skills Computer literate and proficient with the use of Microsoft packages Excellent analytical skills Preferred Health and Safety qualification Membership of IOSH/chartered body for health and safety professionals Previous experience in developing and implementing a risk management strategy Management of an electronic risk management system Knowledge of Health and Safety legislation Knowledge of the regulatory framework for DHBs Waitemata District Health Board -job description Corporate Risk Manager Nov 2014 Page 7 of 9
