1 TERMS OF REFERENCE FOR JUNIOR PROFFESIONAL OFFICERS (JPOs) A. General Information POST TITLE SECTOR DUTY STATION DURATION : Junior Professional Officer (JPO) : Population data for Development : Kigali, Rwanda : One year initially with the possibility to extend up to three years The UNFPA Junior Professional Officer (JPO) Programme is intended to provide on-the-job training for young professionals who wish to obtain practical experience in development assistance. It gives them an opportunity to acquire professional knowledge in population projects in a developing country. B. Supervision The UNFPA Representative and/or UNFPA Deputy Representative, and the JPO Focal Point at the UNFPA Headquarters for career development and administrative issues. Content and Methodology of Supervision: 1. Job-related guidance in a timely, constructive and appropriate manner is provided on a continuous basis. 2. The functions of all staff and what is required of the JPO and how this relates to the overall mandate of UNFPA will be explained. 3. All necessary information, rules, policies, equipment and other tools required will be provided. 4. The JPO will have opportunities to use his/her skills and abilities fully and to contribute to the work of the office to the best of his/her abilities. 5. Supervisors will take an overall interest in the JPO s development and provide encouragement and advice on how the JPO can realize his/her potential. 1

2 6. There will be opportunities for the JPO to express his/her views on work-related matters. C. Duties and Responsibilities Under the overall supervision of the UNFPA Representative, the incumbent will in collaboration with the Assistant Representative/P&D, strengthen UNFPA Country Office in Rwanda and nation institutional capacity in data for development, in accordance with UNFPA s corporate mandate and approach. The JPO is expected to perform the following tasks: 1. Participate in strengthening strategic partnerships with the national statistical system and key stakeholders in order to promote data for development initiative in the country; 2. Provide technical support to the country office and national counterparts within the national statistical system in aspects of data for development; 3. Assess technical needs of staff of national statistical institutions and design appropriate programme to build their capacity 4. Assist the country office in follow up of implementation of technical assistance programme in the areas of data for development. 5. Assist the National Institute of Statistics of Rwanda in implementing the national statistical system in the country; 6. Reinforce UNFPA country office team in ensuring continued lead agency and support the UNCT in data for development ; 7. Provide effective support to planning and development of M&E frameworks and plans, including nation development frameworks, UNDAF and UN programmes coordination focusing on achieving results; 8. Participate in the work of theme groups organized around the UNDAF outcomes, including support for an integrated UNCT M&E framework within the context of the UNDAF results Matrix, the UNDAF M&E plan; 9. Reinforce UNFPA team in the design of M&E mechanism in the context of delivering as one especially as it relates to joint programmes that UNFPA is involved in; 10. Assist joint programmes with data disaggregated by age, sex and other background characteristics to support programme design and implementation with the necessary evidence for targeted programming; 11. Support the development of factsheets and data sheets in support of UNFPA s programmes including the youth and maternal mortality reduction programmes; 12. Support the UNCT in following up implementation of the One programme; 13. Ensure the monitoring of all Joint/collaborative programmes/initiatives of the UNCT with UNFPA involvement and provide periodic reports as necessary; 14. Ensure facilitation of knowledge building and knowledge sharing in the area of data for development, focusing on achieving results; 15. Facilitate information exchange among data for development related users between UN agencies, development partners and government institutions; 16. Assist the country office and UNCT in establishing baseline for key indicators for the One programme monitoring; 17. Assist programme staff in results-based on programme coverage, quality and cost; 2

3 18. Assist country office staff in participating in meetings and workshops organized in the country as may be designated by the Representative. D. Qualifications and Experience: 1. Postgraduate degree in social sciences or related fields with specialized knowledge in the field of statistics and demography 2. At least 2 years of experience in development work related to data for development particularly in designing and implementation of data collection tools, data management and use for M&E purposes. Prior experience in developing countries is an asset. 3. Fluency in oral and written English, French or Knowledge of(other working languages of the UN) is an asset 4. Ability to write clearly and concisely 5. Initiative, sound judgment and demonstrated ability to work harmoniously with staff members from different national and cultural backgrounds 6. Working experience in design of functional civil registration system, resource mobilization and specific knowledge in the other language. E. Learning Elements The supervisor who will support the JPO during the performance period to achieve both categories of goals. If necessary, targeted training activities can be arranged. Training in headquarters: JPOs in UNFPA are given the opportunity to visit headquarters for an in-depth introduction to the Fund and the headquarters operations. In the past this has proven very useful for the professional development of JPOs but also for the creation of a network amongst the JPOs. Use of DTTA: The use of these funds will be agreed upon between JPO and supervisor to ensure that learning goals are achieved. The learning goals will be specified in advance in the performance planning process under the heading Developmental Goals. Upon completion of the assignment, the JPO will be able to: 1. Better understand the UN system and especially UNFPA in providing assistance to developing countries 2. Report and present outcomes of programmes and project components 3. Undertake project budget preparations, revisions and rephasals 4. Write assessment reports on the progress of the project(s) implementation 5. Organize and provide substantive inputs in project(s) review meetings 6. Adopt and be able to work as a team member in a multicultural setting 7. Understand and apply UNFPA s policies and procedures, and the United Nations development assistance framework (CCA/UNDAF) principles. F. Corporate Competencies 3

Background information The United Nation Population Fund (UNFPA) is an international development agency that promotes the right of every man, woman, child to enjoy a life of health and equal opportunity. UNFPA supports countries in using data for policies and programmes to reduce poverty and ensure that every pregnancy is wanted, every birth is safe, every young person is free from HIV/AIDS, and every girl and woman is treated with dignity and respect. This mandate was approved at the international conference on population and development (ICPD) in Cairo in 1994, by the entire international community as a concept that encompass all the population and development issues and challenges faced by the international community, in integrating population issues in national development perspectives. The 5 th programme of cooperation between the Government of Rwanda and UNFPA from was completed in December The 6 th programme has been formulated with the leadership of the Ministry of Finance and Economic planning including all other key ministries involved implementing population programme in the country. Implementation of the 6 th Country Programme started in 2008 as part of the One Programme for the United Nations (UN) Delivering as one in Rwanda. 4

5 The UNDAF cover five priority pillars as selected by the government, the UN agencies and other development partners as the areas where the UN in Rwanda has the comparative advantage and capacity. Each pillar constitutes a theme group except the Health, Population, HIV/AIDs and Nutrition which have been divided into two theme groups: HIV/AIDs and Health; Population and Nutrition; Governance; Education and Socio Protection and sustainable growth. United Nations Country Team (UNCT) established four task forces: a gender task force co-chaired by UNFPA, Human rights task force, M & E task force, and Disaster Management Task Force. H. Information about living conditions at the duty station Mountainous Rwanda, known as the land of thousand hills, is located in Eastern central Africa on a highland plateau averaging 1,200 to 2,000 m in elevation. Rwanda is a landlocked country with five volcanoes, twenty-three lakes and numerous rivers. The country lies 75 miles South of the equator in the Tropic of Capricorn, 880 miles as the crow flies west of the Indian Ocean and 1,250 miles east of the Atlantic Ocean. Rwanda is bordered by Uganda to the North, Tanzania to the East, Burundi to the South and Democratic Republic of Congo to the West. Official Languages: Kinyarwanda, English and French. Land Area: 26,338 square Kilometers. Rainfall: Rainy seasons: March - May and October November (Average of mm. per month). Average Temperature: ºc. Hottest months: August, September. Altitude: Ranges from m above sea level. Vegetation: ranges from dense equatorial forest in the north-west of the country to tropical savannah in the east. The current situation in Rwanda is calm and peaceful. All parts of the country are secure and there are no reports of wars or internal conflicts. The capital city, Kigali like other big cities of Africa, is not immune to crime. Pick pocketing in crowded public places is common, as is petty theft from cars and hotel rooms. The security briefing is very important and should be done before starting the work by every staff member. The Human Resources Unit arranges appointments between new staff and security officers for security briefing and ID card establishment. There are quite a number of hotels and restaurants in Kigali. A Rwandan visa is needed prior to departure from your country to the duty station in Kigali Rwanda. Rwanda is a cash-based society. Credit cards are only accepted at large hotels (check with your intended hotel before travelling to determine which credit cards they accept). Travellers cheques can only be cashed at commercial banks. International automatic teller machines are not available in Rwanda. 5
