3 Working method 5 Steps 1. First discussions at WG level: Setting the scene on the basis of a background document provided by Cedefop 2. Country-specific focus and workshops followed by conclusions ("guiding principles") 3. Webinar: Consensus on a set of guiding principles 4. WG meeting: Discussion on draft guiding framework (guiding principles complemented by examples of good practices at Member State level) provided by consultant 5. Fine-tuning/ final agreement at WG level

Lithuania (Vilnius) - National governance, regulatory framework and social partners' involvement 4. Germany (Fulda) - Quality assurance in work-based learning (September 2015)

5 Outcomes Guidance framework on The support for companies, in particular SMEs, offering apprenticeships Work in progress: Guidance framework on "attractiveness" and on "governance" (to be finalised on 4/5 May 2015) To be started: Guidance framework on "quality assurance" (Webinar 27 May 2015)

6 Support for companies: 7 guiding principles 1. Supporting measures that make apprenticeships more attractive and accessible to SMEs 2. Finding the right balance between the specific skills needs of companies and the general need to improve the employability of apprentices 3. Sharing costs and benefits motivating companies, VET schools & learners 4. Focusing on companies having no experience with apprentices 5. Supporting companies which are focusing on disadvantaged learners 6. Promoting systemic cooperation (VET schools, training centres, companies) 7. Motivating and supporting companies to assign qualified trainers & tutors

Impartial Guidance and counselling Organising guidance and counselling in a way that ensures continuity and coherence Investing in teachers and trainers A broad range of awarenessraising activities National governance, regulatory framework and social partners' involvement A clear & consistent legal framework guaranteeing mutual rights & responsibilities of employers & apprentices A continuous dialogue with all apprenticeship partners & a single coordinating body Strengthening the role of social partners by capacity building & by assuming operational functions. Improving the innovativeness of VET & responsiveness to the labour market by anticipation of skill needs & monitoring Sharing costs and benefits that motivates training companies, VET schools, training centres & learners Quality assurance in work-based learning

8 Remaining challenges 1. Keeping the focus on apprenticeship-type schemes while acknowledging the diversity of VET systems across Europe 2. Involving those Member States which are not part of the WG (EL, IE) or which are less active 3. Identifying examples of good practices covering Member States in a representative way 4. Combining the four different guidance frameworks and elaborate a coherent and convincing final output!
