Job Description & Person Specification JOB TITLE: RESPONSIBLE TO: RESPONSIBLE FOR: SALARY: Category Manager: Compliance Director of Operations Category Business Unit 50,000 60,000 + Car Allowance LAST REVIEWED: January 2018 Procurement Operations Structure ROLE OVERVIEW: The Category Manager is accountable for the overall management of a procurement spend category and its associated business unit. Providing strong management direction to deliver key business objectives whilst upholding the highest standards of quality of service and member satisfaction; the Category Manager is specifically responsible for: 1. Procurement category management: overall management direction for a spend category, frameworks, supply chain, member base and internal resources. 2. Operational delivery: delivering high levels of quality and member satisfaction that engender repeat business, effective relationships and high levels of member loyalty. 3. Financial performance: consistent performance against income targets, control over expenditure to maximise the contribution to profit from the business unit. 7 4. Value for Money: ensuring Members benefit from best value through the procurement tender process, and receive qualified evidence to support the outcome. Principal Accountabilities This is not a comprehensive list of all the tasks that may be required of the post holder. It is illustrative of the general nature and level of responsibility of the work to be undertaken and is subject to regular review. The post holder is also expected to carry out other duties which are broadly consistent with the role as identified below. Procurement Category Management 1. Overall management of the business unit, providing leadership and direction on the day to day running of the category. 2. To develop and implement a category business plan that sets out the overall direction and intent for the category, in support of the overall corporate business plan. 3. To ensure all frameworks are effectively resourced and managed, and to undertake framework manager responsibilities for specific frameworks in the category. 4. To ensure that all procurement activity remains fully compliant with any and all relevant legislation, and to provide relevant assurance to the business in respect to compliance levels. 5. To develop and implement effective supply chain management protocols that position supply chain partners as a critical success factor in category performance. 6. To champion, own and deliver social impact through procurement, and ensure that all activity contributes to effective and sustainable social value outcomes. 7. To identify, review and develop business cases for new products and services to support the category plan, and work with colleagues on the development and implementation of new products. 8. Accountable for category risk management and assurance, ensuring that effective processes are maintained in line with corporate standards. 8 9. To be the ultimate technical expert for the category, ensuring appropriate and qualified advice and support is provided to members through the procurement process. 10. Accountable for maintaining target levels of member satisfaction across all activity, and to ensure that member issues, concerns and complaints are dealt with appropriately and in line with corporate guidelines. 11. To ensure effective Key Account Management practices are in place and followed, working closely with colleagues across the business to share intelligence. 12. Accountable for high levels of operation quality in accordance to Standard Operating Procedures (SOPs) and to ensure all operational activity conforms to ISO 9001 requirements at all times. 13. To effectively manage all resources within the category, ensuring human resource processes are followed and a strong team culture is developed. 14. Accountable for accurate and timely category information, ensuring that all corporate information systems are updated that ensures real time information reporting is guaranteed. Financial Performance 15. Accountable for the financial performance of the category, including all income, expenditure and contribution targets. 16. Accountable for all category revenue targets including regular forecasting, performance and exception reporting. 17. 10 PERSON SPECIFICATION QUALITIES ESSENTIAL DESIRABLE CORE COMPETENCIES Exceptional leadership and motivational qualities, evidenced by good track record of managing staff and/or consultants/contractors. Strong commercial acumen ability to ensure all financial aspects of income and expenditure is effectively managed. Significant line management experience of teams/and or business units. Evidence of team leadership, including target setting, performance management and line management. Demonstrable evidence of developing and implementing business planning processes. Excellent interpersonal skills, able to build effective working relationships with internal and external colleagues. Able to analyse information, make sound adjustments, appraise performance and manage risk. Ability to identify, engage and influence a wide range of stakeholders. Excellent written and oral communicational skills at senior management and/or board level. Professional Consultancy or Client Side background operating at Management Level. Ability to travel including overnight stays. Ability to formulate cash flow projections for both Fusion21 (Fees) and members Working knowledge of Investors in People (IIP) and track record of implementation and maintenance of accreditation. 11 QUALITIES ESSENTIAL DESIRABLE JOB KNOWLEDGE & EXPERIENCE Significant and demonstrable technical expertise in a built environment category, including appropriate industry recognised qualifications and accreditations. Demonstrable track record in a management role within a built environment category (including construction, compliance, facilities management, heating and renewable). Detailed knowledge and firsthand experience of Construction and Property Asset and Facilities Management combined with Category Management processes, tools and techniques. Demonstrable track record in procuring and project managing a built environment category construction and property asset and/or facilities management projects on time, within budget and to the agreed quality standards. Strong knowledge and proven experience of OJEU procurement directives and compliance management and assurance reporting. Understanding and experience of contract and supplier management processes and techniques. Significant and demonstrable experience in the management of risk and contribution to business assurance requirements. Understanding and knowledge of the social housing and construction sectors. Experience and understanding of procurement consortia. Knowledge of development and the implementation of web-based systems. QUALIFICATIONS Graduate calibre- Degree or equivalent category related technical qualification such as RICS/MCIOB/RIBA/APM or equivalent. MCIPS qualified or working towards. About the role: We re recruiting for an experienced Category Manager accountable for the overall management of Fusion21 s Compliance spend category and its associated business unit.
