3 Role of is the statistical office of the European Union. Its mission is to provide high quality statistics for Europe. Article 285(2) of Treaty on EU: The production of Union statistics shall conform to impartiality, reliability, objectivity Article 2 of Regulation 223/2009 on European statistics: Professional independence: statistics must be developed, produced and disseminated in an independent manner.; Impartiality: statistics must be developed, produced and disseminated in a neutral manner, and all users must be given equal treatment; Objectivity: statistics must be developed, produced and disseminated in a systematic, reliable and unbiased manner; Commission Decision (2012/504/EU) on : Setting policy objectives and determining the information required to achieve these objectives is a matter for policymakers. 3

4 EU SDG monitoring: policy background Commission Communication COM(2016) 739 on Next steps for a sustainable European future, released on 22 November 2016 «From 2017 onwards, the Commission will carry out more detailed regular monitoring of the Sustainable Development Goals in an EU context, developing a reference indicator framework for this purpose» 4

5 The EU SDG indicator framework Structured along the 17 SDGs, focus on EU context (relevant for EU policies) Around 100 indicators evenly distributed across the 17 SDGs max 6 indicators per SDG Multipurpose indicators monitor more than one goal and highlight links among SDGs up to 12 Only indicators «ready-to-use» and meeting selection criteria on policy relevance, admissibility requirements and data quality Annual reviews to make sure the set includes the most relevant and highest quality indicators available. 5

6 Selection criteria for indicators Policy relevance Part of a high-level scoreboard of EU policies or designed to monitor an EU policy/initiative supporting the 2030 Agenda Admissibility requirements Indicator regularly produced based on sound methodology, compliant with international or EU standards and data publicly accessible (in line with Code of Practice of European statistics). Criteria for quality grading 1. Frequency of dissemination 2. Timeliness (=data freshness) 3. Geographical coverage 4. Comparability among countries 5. Length of time series (in years) 6. Comparability over time 6

8 EU SDG indicator set: 2018 review (Dec 2017 April 2018) Principle: improve EU SDG monitoring while ensuring continuity Preserve key features of EU SDG indicator set (6 indicators per SDG, multipurpose indicators) New indicators replacing existing ones (only if improving the overall balance of monitoring SDGs in an EU context and/or if of better statistical quality than their predecessors) 8

10 Indicators put «on hold» (1) Indicator inclusion pending expiry of current policy targets e.g. "Material and social deprivation rate (MSD)" (2) Indicator not ready-to-use but well advanced to be considered for inclusion in short-term e.g. "Harmonised risk indicator for pesticides" (3) Potentially relevant indicator but more effort needed to improve data production (frequency, timeliness etc.) e.g. "Conservation status of species and habitats of European importance (SEBI 003 & SEBI 005)" (4) Potentially relevant indicator under development but availability only expected in medium-term e.g. "Food waste" or "Material footprint" 10

11 EU SDG indicator set 2018: Main characteristics 100 different indicators, evenly distributed across the 17 SDGs 42 multipurpose indicators, reinforcing links between goals and narrative of reporting 88 indicators updated annually 67 indicators from official statistics, 33 from other sources (EEA, OECD, EIGE etc.) 55 aligned with UN SDG indicators 11

13 Alignment with UN SDG indicators and high-level scoreboards of EU policies 55 EU SDG indicators aligned with UN list. Reasons for limited alignment include: lack of data (8 of 18 indicators «on hold» are part of UN list note that UN list includes non-available indicators) and focus on relevance for EU policies (see table below).
