1 Leadership Positions Job Code AAG Group Division Position AAG AMER Lead Adviser Provide expert policy advice and intellectual leadership on issues relating to the US, as set out in the Ministry s strategic priorities. This includes: o Intellectual leadership of policy advice on New Zealand s strategic partnership with the US, including our security, political, trade and economic interests; o Leadership of the Ministry s policy development process to effectively position NZ with respect to the new US Administration and US Congress, including coordination of advice to Ministers, and to the Strategy and Policy Committee and other Senior Leadership Team forums/processes; o Leadership of the NZ Inc working group established to coordinate US related matters, and development and maintenance of excellent relationships with the senior level officials in this group; o Oversight of domestic outreach to the business sector and other stakeholders with interests in the US relationship o Management of particularly sensitive or complex policy questions, and fast-breaking current issues, including liaison with Minister s offices, DPMC, OCE and the media team o Coordination with counterparts in other regional teams in AAG and EMA, with TEG, MLG, APEC21 and ISED on the US bilateral relationship dimension of issues led by others o Collaboration with the offshore AMER network primarily Washington, Honolulu and Los Angeles but also other posts where engagement supports our strategic interests o Mentoring and coaching AMER desk officers o Participating in the AMER leadership team and contributing to a healthy, happy and highly productive work environment reflecting Ministry values and a commitment to diversity AAG 02/18 AAG NAD Lead Adviser Provide expert policy advice and intellectual leadership on issues pertaining to New Zealand Inc s relationships with China including through the development of policy advice that: Proactively leads NZ Inc China interdepartmental coordination so that bilateral and regional trade and economic relationships are leveraged into increased opportunities for New Zealand business and NZ Inc efforts are focussed on advancing and protecting access for New Zealand goods and services

2 AAG 03/18 Page 2 of 9 Provides leadership and coordination of the China trade and economic portfolio, working actively with NAD and ministry staff, partner agencies and business on trade access and brand protection issues; investment liaison and policy Drives goal setting and results delivery under the New Zealand Inc China Strategy Initiate and undertake high level reporting against performance against the NZ Inc China Strategy and its interdepartmental review and revision Establish stretch objectives, consistent with NZ Inc policy, for major trade and economic visits to and from China (working with the trade and economic team and other agencies as appropriate) Contribute to the division s delivery of its planned and agreed activity stream to realise its other strategic priorities and high level outcomes Set expectations for high standards in the quality of outputs across government and, in NAD, a culture of learning, sharing of experiences and constructive challenging of thinking as required Support new services connections and people to people linkages in a way that delivers new skills and innovation to New Zealand, builds knowledge and science and innovation connectivity, and supports the continued development of employment generating service industries (education and tourism) AAG NAD Unit Manager Japan and Koreas The North Asia region is critical to New Zealand s prosperity. Five of New Zealand s top 10 trading partners are located in the region. Japan and South Korea are significant economic and political partners and North Korea presents one of our greatest global security challenges. We have significant security interests at stake, and extensive investment, education, people-to-peole and other links. There is strong NZ Inc commitment to and investment in New Zealand s interests in North Asia, and high level political support for the relationships. The Division therefore operates at the centre of a highly commited, focused New Zealand effort on a region of fundamental importance to New Zealand. The Unit Manager is responsible for leading the policy output and delivery of the Japan and Korea Unit s work, coordinating on Asia Regional issues, and providing people leadership across the Division in conjunction with the Lead Adviser Japan and Korea, Divisional Manager NAD, and China Unit Manager, to encourage a high-peforming and supportive team culture and to enable the division s strategic priorities, high level outcomes and work programme as outlined under the key accountabilities.

3 AAG 04/18 Page 3 of 9 AAG SEA Lead Adviser Americas and Asia Group (AAG) is the group in the Ministry that formulates and delivers policy, in conjunction with a network of posts, for New Zealand s relations with countries in Asia and the Americas. The group also has responsibility for New Zealand s participation in regional processes in Asia-Pacific such as the East Asia Summit, the Asia-Europe Meeting and the Forum on East Asia- Latin America Cooperation. SEA s Lead Adviser forms part of the Division s management troika with the Divisional Manager and Unit Manager. The Lead Adviser is responsible for providing strong analytical and intellectual policy leadership and output alongside the Division s team of seven desk officers, in support of the Government s objectives for New Zealand s relations with South and South East Asia. Working closely with MFAT s nine Posts in South and South East Asia, the Lead Adviser demonstrates intellectual leadership by working through complex, fast moving and challenging policy issues in ways that show ownership of outcomes, and coaching and mentoring SEA s desk officers to enhance their policy skills. Harnessing the reporting and ideas of MFAT s South and South East Asian Post network, provide expert policy advice to the Senior Leadership Team, partner divisions, government stakeholders Provide intellectual leadership on issues pertaining to the Ministry s South and South East Asia policy outputs ensuring appropriate prioritisation and direction of effort in accordance with the Four-Year Objectives Manage particularly sensitive or complex issues related to our bilateral relationships in the region Lead policy development that secures progress in key issues on the regional agenda, including trade and investment, security, services connections and people to people linkages and foreign policy collaboration Lead the division s involvement in domestic policy discussion that impacts on New Zealand s South and South East Asian relationships and engagement in both regions DCE DCE ISED Unit Manager The Unit Manager International Security Policy is responsible for providing strategic direction and leadership for the International Security unit and for managing a team of staff to ensure the achievement of the strategic priorities and high level outcomes in the Ministry s Strategic Framework.

EMA MEA Lead Adviser Provide expert policy advice and intellectual leadership on issues pertaining to New Zealand s relationships with the Middle East and Africa, including through the development of policy advice that: - supports political encounters and exchanges to ensure our key bilateral relationships can provide demonstrable and sustainable benefits - maximises NZ's influence with key strategic partners in the region through bilateral defence and security relationships and through cooperation on foreign policy issues - ensures bilateral and regional trade and economic relationships are leveraged to provide increased opportunities for New Zealand business, including through advancing and protecting access for New Zealand goods and services Support new services connections and people-to-people linkages in a way that is beneficial to two way investment and which delivers new skills and innovation to New Zealand, builds knowledge and science and innovation connectivity, and supports the continued development of high employment service industries (education and tourism) Provide insights to and support for stakeholders enhance the competitiveness of New Zealand business with Middle Eastern and relevant African trade partners and assist them towards internationalisation Lead policy analysis and development that deals with cross-cutting issues in the region and contributes to policy development in thematic and multilateral areas, particularly in security and peace support areas EMA EUR Lead Adviser Provide expert policy analysis, advice and intellectual leadership on issues pertaining to New Zealand s relationships with European countries and the European Union, particularly crosscutting issues involving other NZ Government agencies. This includes developing policy advice that: - supports political encounters and exchanges to ensure our bilateral relationships can provide demonstrable and sustainable benefits - maximises New Zealand s influence with key strategic partners in the region through defence and security relationships and through cooperation on foreign policy issues - ensures bilateral and regional trade and economic relationships are leveraged to provide increased opportunities for New Zealand business, and through advancing and protecting access for New Zealand goods and services Lead EUR work on NZ Inc agency liaison, including development and implementation (subject to

5 HRG Page 5 of 9 Ministerial guidance) of NZ Inc strategy. Manage EUR input to UNSC work, working with UNHC, other divisions and Posts, fully meeting Ministerial expectations for timely and high quality delivery. Support new services connections and people-to-people linkages in a way that is beneficial to two way investment and which delivers new skills and innovation to New Zealand, builds knowledge and science and innovation connectivity, and supports the continued development of high employment service industries (education and tourism) Provide insights to and support for stakeholders to enhance the competitiveness of New Zealand business in Europe and assist them towards internationalisation HRG HSC Principal Adviser The purpose of the role is to develop, co-design and implement the Ministry s Career Management Strategy with particular reference to the Foreign Policy/Development resourcing cycle (postings, promotions and rotations). Representing the business, the role will work closely with the Principal Resourcing Specialist and the HR Business Partners, facilitating and coordinating these processes enabling the Ministry to have oversight of the organisation wide talent. They will also be responsible for ensuring that the expanded Talent Management process, organisation-wide career management process and the critical work of the Career Advisors are all aligned. This will involve developing and supporting the implementation of a plan to integrate and align these processes to ensure the Ministry has the capability it requires for the immediate and longer term. The role will also include the management of and active involvement in People Strategy projects including the workforce planning project. 02/18 PHM Lead Adviser Humanitarian Are you passionate about ensuring New Zealand contributes in a meaningful way to global humanitarian action? The Humanitarian and Disaster Management team is looking for an experienced humanitarian to take a leading role in developing New Zealand s international humanitarian policy advice and developing strategic relationships with key humanitarian partners. PHM Lead Adviser Multilateral Development Banks Multilateral Development Banks are a major source of quality finance and technical expertise for developing countries and influential players in global development, including in the Pacific. New Zealand is a member of and funds the World Bank and the Asian Development Bank. This new role will act as the Ministry s thought leader and will shape our policy and advocacy to get the most from these investments. The successful candidate will be New Zealand s regular senior representative to Multilateral Development Banks and influence their direction in ways that support

6 Page 6 of 9 New Zealand s interests, including in the Pacific. You will grasp and be convincing on the technical workings of Multilateral Development Banks and development finance, with the ability to explain to non-experts complex technical issues and nuances as to why New Zealand should care about engagement in the banks to achieve our objectives. Possessing the gravitas to represent New Zealand at a senior level, you will have a track record of using your influence to deliver change on the international stage. You will have a qualification or substantial relevant experience in economics and finance, and at least 7 years policy experience, ideally including public policy experience. Experience with multilateral development banks is desirable, as is an understanding of the challenges facing small island developing states. Some international travel is required for this role, including accompanying ministers at times. You will need to be able to obtain or already hold New Zealand residency and an appropriate New Zealand government security clearance for this role. New Zealand is a member of a number of UN organisations, and makes major investments in the work of UN and related development agencies. The UN is undergoing a once-in-a-generation reform to improve its impact in developing countries and we have interests in how this reform will work, including in the Pacific. This new role will act as our thought leader to help New Zealand get the best from those investments. It will help us think and act strategically across our engagement with United Nations development agencies and represent New Zealand at senior levels, lobbying for change and outcomes that meet our strategic interests, and driving improvement in multilateral agency performance. The main attributes we are looking for in a successful candidate are: The ability to represent New Zealand at a senior level. You will have a track record of using

The ability to think strategically, across silos and across individual organisations to see the bigger development picture. The ability to engage a range of stakeholders, both internally within MFAT and externally. Well-honed critical and conceptual thinking skills, with at least seven years policy experience, ideally including public policy experience. Experience with multilateral institutions is desirable, as is an understanding of development challenges facing small island states. International travel is required for this role. You will need to be able to obtain or already hold New Zealand residency or citizenship and an appropriate New Zealand government security clearance for this role. To discuss these requirements or find out more, contact Peter Shackleton, PACREG Lead Adviser/Team Leader Geopolitics and Security This Team Leader position is a level 19 leadership role, situated within PACREG's Geopolitics and Security team, but with a direct reporting line to Divisional Manager PACREG. The role leads a team of three direct reports (Development Manager, Senior Policy Officer and Policy Officer) and some team administration support to support the newly established Pacific Enabling Fund. The role has a key part to play in delivering on the Government s Pacific Reset and New Zealand s wider development objectives. New Zealand and the Pacific are joined by history, culture, geography, politics, shared interests and demographics. Pacific prosperity and security is of fundamental importance to New Zealand. The region faces a growing array of challenges, including significant internal challenges and increasing geostrategic competition where New Zealand s relative influence is eroding. The Government s Pacific Reset responds to this with a significant lift in New Zealand s ambition and investment in the region. The role requires a Top Secret New Zealand Government Security Clearance, with D, C, and E briefings. GDS Divisional Manager Global Development and Scholarships Lead in global policy and scholarships delivery Design and implement significant changes to how we do things Join the Ministry as Divisional Manager, Global Development and Scholarships in the Pacific and Development Group (). You will lead the effective delivery of the Ministry s bilateral and regional development programmes in Asia, Africa and Latin America and the Caribbean regions and the delivery of the Scholarships Programme. As the leader of the division you ll manage two key functions that are undertaking significant periods of change to their strategic focus and mode of operation. We re looking for someone who has experience leading change; is collaborative, influential and can

To be successful in this role you ll bring: Experience leading a service delivery function in government where the model to deliver is rapidly changing to meet customer needs; Demonstrated experience leading people and designing and implementing systems during a period of change; A track record at senior level leading a team/s with considerable external stakeholder focus; An understanding of global policy frameworks and experience thinking strategically about New Zealand s contribution; Strong leadership capability and an ability to work alongside/influence at leadership team level. In terms of the Global Development team, you ll work closely with others to ensure our activities align with broader New Zealand foreign policy objectives and contribute to delivering good development outcomes while showcasing New Zealand expertise. Leading the Scholarships Unit is about developing and implementing changes to how scholarships are delivered and ensuring that our $90 million scholarships programme continues to be a worldclass experience for scholars. We are embarking on a new era for NZ s relationship with its partners so join us now and help us achieve our goals for the future. 06/18 PHM Lead Adviser Pacific, Humanitarian and Disaster Management Are you passionate about representing your country and making a tangible difference to the lives of those people in the Pacific impacted by natural disasters? The Humanitarian and Disaster Management team is looking for someone to take a leading role in managing the Government s responses to offshore humanitarian disasters. You will provide expert policy advice on a range of complex issues. You will lead engagement with senior counterparts from across the New Zealand Government and in the Pacific, representing the Ministry s position with partners domestically and internationally. As part of a high-performing team you will have an important role in fostering and developing new talent, and providing advice and direction to junior staff. We are looking for an expert relationship manager with a strong policy background. You will be experienced mentoring people and managing complex programmes. Resilient, calm and with a track

9 Page 9 of 9 record of delivering under time pressure, you will be also be a skilled communicator who has demonstrated the ability to advocate and influence at senior levels with international agencies and Government partners. Exposure to disaster or crisis management and humanitarian assistance and public sector experience is highly desirable. While the role will generally be office and New Zealand based, there will be opportunities for domestic and international travel, periodically leading New Zealand deployment teams in the field. We are looking for someone who is committed to excellence and to enhancing the Ministry s humanitarian and disaster response capability. The Ministry supports a range of flexible work options as the default setting for all positions. At the same time, humanitarian work requires action outside of business hours at times. You will need to be able to work flexible hours as required and periodically hold the after-hours emergency phone (for which you will be remunerated). MLG MLG CON Lead Adviser, Consular Division Consular Division is looking for an experienced and capable leader to undertake the role of Lead Adviser. This is a demanding and rewarding role, which involves leading policy development, operational delivery, and capacity building with a high-performing team of consular advisors. We re looking for someone who has significant policy and consular experience, good judgement, and the ability to oversee a complex, sensitive, and fast-moving work programme. Reporting to the Divisional Manager, and working closely with the Unit Managers, the Lead Adviser participates in the after-hours duty roster and in emergency responses as required. Excellent decision making, relationship, and communication skills are essential. This is a level 19, open tenure, position. The Lead Adviser, Consular Division, is a significant leadership role, which is at the front line of the Ministry s work.
