Class Summary Perform a variety of activities in support of the City's Mandatory Sewer and Water Connection Ordinance and delinquent and collection policies. Representative Work Functions and Responsibilities Conduct field and office research to determine if property owners have paid appropriate fees and are connected to city services. Maintain complete documentation concerning all investigations. Coordinate with city Treasurer's office in the collection of monies owed the City through bad checks. Initiate payment arrangements for delinquent customers to allow for payment of large bills over extended periods of time; and ensure that such payment arrangements are followed by all parties. Provide delinquent billing data to the City Attorney's office in the enforcement of bankruptcy cases; prepare listings of delinquent invoices and contracts for collection by the City Attorney's office. Prepare a monthly report detailing monthly collection efforts. Obtain judgment against chronic delinquent customers. Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs. Performance Standards Thoroughly and accurately research all available records in enforcement of the mandatory connection ordinance ensuring that documentation is complete; ensure that all accounts connected to city services are being properly charged; ensure that all monies due the City through bad check charges and other causes are collected and properly documented; maintain complete documentation for follow-up on all outstanding payment schedules and extended payment arrangements; ensure that legal proceedings are

2 initiated on all outstanding invoices and line fee contracts. Minimum Qualifications Requires high school or GED plus two (2) years experience in fields providing the required knowledge, skills and abilities and associated with positions such as Account Clerk, Account Clerk Supervisor, Collections Clerk, or Collections Supervisor. Knowledge-Skills-Abilities Required to Perform Satisfactorily A. Knowledge 1. Knowledge of standard collection techniques and procedures and federal and state collection laws. 2. Knowledge of modern business practices. 3. Knowledge of legal proceedings through the State of Virginia General District Court, Civil Division. B. Skills 1. Skill in effective methods of maintaining inter-personal working relationships. 2. Skill in communicating with the public. C. Abilities 1. Ability to work with the public in the collection of overdue accounts and enforcement of City Code sections. 2. Ability to keep accurate records and prepare a monthly report detailing these records. 3. Ability to deal effectively with the public through oral and written communication. Working Conditions The below stated working conditions are intended to provide a general overview of the environmental conditions inherent in the job setting, as well as the physical, mental, and sensory requirements necessary to perform the essential functions of positions in the noted job title. 4 diversity. Class Summary Responsible for the collection, disbursement, and records of restitution collected from convicted offenders. Representative Work Functions and Responsibilities Contact offenders by letter or phone and review payment schedules and consequences of non-payment. Provide information for file to be prepared on offenders. Contact offenders in event of delinquent payment and modify payment schedule as needed. Review all payments received and disbursed to victims. Supervise the preparation of show cause summons/order to offenders for failure to pay restitution. Testify at court hearings. Prepare monthly statistical information for director. Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Knowledge-Skills-Abilities Required to Perform Satisfactorily A. Knowledge 1. Knowledge of the Crime Victims and Witness Rights Act and the Victims Rights Amendment to the Constitution of Virginia. 2. Knowledge of the Commonwealth of Virginia Criminal Justice System. 3. Knowledge of state and federal laws concerning collection of restitution. 4. Knowledge of Criminal Court procedures. 5. Knowledge of Rules of Evidence as applied to testimony. 6. Knowledge of NCIC/VCIN computer system. 7. Knowledge of eport Credit System. B. Skills 1. Skill in interpreting and understanding Commonwealth statutes that apply to collection of Restitution from convicted offenders. 2. Skill in maintaining documentation and statistical information. 3. Skill in inter and intra agency diplomacy and discussions. 4. Skill in directing, maintaining, and implementing policies and procedures set forth by the Page 4 of 5

5 Commonwealth s Attorney and the Department of Criminal Justice. 5. Skill in operating a computer. C. Abilities 1. Ability to relate to a wide variety of victims and offenders. 2 Ability to provide a high degree of understanding to a variety of reactions/emotions of victims involved in the restitution process. 3. Ability to work with experienced and inexperienced prosecutors. 4. Ability to keep accurate statistics and prepare monthly reports detailing the information. 5. Ability to testify in court hearings.
