3 BACKGROUND The Ministry of Women in the Presidency champions the achievement of women s socio-economic empowerment and gender equality. The revised focus necessitated the review of the strategic approach of the department. In planning its work, the Department s Strategic Plan and 2015/16 was informed by the National Development Plan and the MTSF Since the Department is still in its infancy stage the APP contained targets which were almost impossible to achieve due the manner in which the department s human and financial resources are allocated, this necessitated a review of the APP to ensure alignment with the Department s Strategic focus and priorities of the NDP and the MTSF. 3

34 NMOS approved structure 2014 The shifting of the functions for children s rights and rights of people with disabilities to the Department of Social Development, left the Department of Women with the structure on this slide, with a budget that was what remained from the shifting of the funds connected to those functions, and a staff of 96 warm bodies employed against a funded post establishment of 113 posts, with 14 employed additional to the establishment. 34
