Position Summary Under broad guidance, the Data Analyst is responsible for: a. Performing a wide variety of duties in support of the Data Analysis Section (DAS) b. Following and Communicates HRSD s Mission, Vision and Values c. Ensuring the DAS Mission, Vision, and Goals is aligned and consistent with the Engineering Department and Planning and Analysis Division Mission, Vision, and Goals d. Reviewing, validating, troubleshooting, interpreting, analyzing, and reporting on data from a wide variety of sources e. Providing leadership, technical expertise and support to customers (internal/external) f. Assisting in the management of the DAS quality programs to assure validity and legal defensibility of data and analytical results g. Ensuring that QA/QC protocols are adhered to in accordance to DAS Data Quality Standards and Procedures h. Assisting in ensuring the quality and delivery of various types of data to be used in support and calibration of the HRSD and Regional Hydraulic Model i. Supporting the DAS team through collaboration, review, and validation of analytical work j. Assisting in the leadership, oversight, and management of key portions of HRSD s Flow, Pressure and Rainfall (FPR) Program k. Developing and maintaining systems and Standard Operating Procedures for daily activities l. Providing detailed analysis and reports of various types of HRSD studies m. Communicating with various departments/sections to ensure data integrity Examples of Position Duties a. Assists in the implementation of the DAS Data Quality Standards and Procedures to ensure quality of data collected for the FPR Program and other analyses b. Assists in the development, use and update of the Section s data management programs in order to provide professional grade products to customers c. Assists in the management of databases needed to meet regulatory objectives; such as the Sanitary Sewer Overflow database d. Assists in maintaining, updating, analyzing, and providing accurate water consumption records, including service areas for Planning, Design, and Regional Hydraulic Model Page 1 of 6

2 e. Provides review, interpretation, and other analytical expertise f. Develops automated reports and analysis tools for the DAS to ensure timely, quality, and cost effective deliveries of products g. Ensures all methodologies and protocols developed and used in the DAS are compliant with State and Federal regulations through auditing and data review h. Formulates written procedures and criteria for day to day analysis and other analytical projects, as required i. Monitors and evaluates analytical results for accuracy, compliance, consistency, trends and performance j. Assists DAS Manager in managing Section s Knowledge, Skills, and Abilities (KSA s) in order to stay current and proficient on the latest software, industry, and technology standards k. Internal Contacts Contact Purpose Frequency Manager, Data Analysis Seek advice on resolution of problems, Daily communicate progress on activities, discuss areas for improvement, set goals Data Analyst Provide QA/QC and analytical guidance, Daily coordinate analysis of system data, resolve data reporting issues, review SOPs and provide training Instrumentation Provide work orders for system repairs, Daily troubleshoot data and field equipment Obtain necessary info to QA/QC data Interceptor Operations Provide FPR data and analysis; troubleshoot Daily data, sensors, and system problems Engineering Department Coordinate with Project Managers; provide FPR Daily data and analysis Treatment Operations Coordinate data transfer; provide FPR data and Weekly analysis Procurement, Accounting, Coordination of new equipment, contractors, Weekly Treatment software, and other services Water Quality, P3 Provide data, analysis and technical expertise in support of HRSD administrative orders Weekly c. 3 Section V. Section VI. Position Accountabilities and Expectations a. Must be comfortable with using computers, Microsoft Office products, and other databases b. Customer Satisfaction Senior Data Analyst meets or exceeds customer expectations c. Timeliness Meets deadlines for project completion, reports submission and change implementation d. Ability to read, interpret, and understand construction plans and specifications. e. Must be able to write and communicate effectively with all levels of employees at HRSD and HRSD member jurisdictions f. Compliance All work of the Data Analysis Section is performed within HRSD guidelines, Federal, State and Local Government regulations (e.g. Labor Laws and practices, OSHA, DEQ/EPA regulations, HAZMAT, MSDS, Hazard Communication, Asbestos Awareness, VDOT, State Water Control Board, SCAT) g. Process Quality data and analysis are provided in a timely, cost effective and professional manner h. HRSD Universal Competencies Consistently demonstrates HRSD Universal Competencies i. Must be courteous, tactful, and display good judgement in dealing with professionals and the public j. Working knowledge of the HRSD sanitary sewer system Working Conditions a. Must be able to travel to various HRSD work centers and construction sites b. Must be able to work around chemicals, fumes, moisture, heat, noise, gases, and odors, and confined spaces c. Must be able to work at a supervisory level in a team-oriented culture d. Must be available to work overtime and/or unusual hours as necessary e. Must be accessible by phone Section VII. Physical Requirements a. Work requires light lifting ability (20-50 pounds) b. Work involves walking, climbing, standing, or bending and at times may be in an OSHA designated noise environment c. Must be able to work around chemicals, fumes, moisture, heat, noise, gases odors and in confined spaces d. Must have the physical dexterity to accomplish the duties defined herein Section VIII. 4 Section IX. Qualification Standards a. Education Bachelors Degree in Engineering/Engineering Technology or related field from an accredited university 2. Desired MS Degree in Engineering or related field from an accredited university to allow for future advancement b. Experience a) Four (4) years experience or a combination of experience and training, which provides the required minimum knowledge, skills and abilities. b) Significant experience working in a team environment and using quality principles and participative management 2. Desired a) Four years experience in the water or wastewater industry b) Experience with HRSD facilities, operating departments, and HRSD practices and procedures c) Working knowledge of electrical and instrumentation systems as applicable to SCADA, DCS, treatment processes, and pumping systems d) Experience with GIS, spreadsheets and databases e) Experience with reading and interpreting engineering plans/drawings 3. Training Levels Personnel are fully qualified at Grade 7 with an appropriate BS degree and 4 years of experience. While a fully qualified selection is desired, the following training levels and years of experience have been established for personnel who are not fully qualified: Grade 7a- BS degree plus 3 years relevant experience Grade 7b - BS degree plus 2 years relevant experience OR Grade 7c - BS degree plus 1 years relevant experience OR Appropriate MS degree with no relevant experience Grade 7d - BS degree with no relevant experience Page 4 of 6

Job-specific Technical Competencies Required a) Ability to develop highly effective working relationships with other HRSD managers, supervisors, consulting engineers, contractors and jurisdiction counterparts b) Broad Functional knowledge of statistics, hydraulics, surveying, wastewater treatment, local government, management, planning, quality improvements, strategic planning, finance and regulations c) Broad Functional knowledge of hydraulic computer modeling, GIS, working with spreadsheets, databases, writing, public speaking, and leading meetings d) Ability to read and interpret documents such as safety rules, standard design detail, construction specifications, operating and maintenance instruction and procedure manuals e) Ability to get point across in a professional manner, handle multiple projects, and think long range f) Ability to calculate figures and amounts such as proportions, percentages, slope, area, circumferences, volume, and velocity g) d.
