Call to Order Chair Rohlfing called the meeting to order at 9:05am. 2. Approval of Agenda Motion by Jennings, second by Gnemi to approve the agenda. Motion carried. 3. Approval of Minutes Motion by Anderson, second by Hansen to approve the minutes of the March 1, 2017 Committee meeting. Motion carried. 4. Contract with Selected Consultant The three primary staff from EOR that would be working the Cannon River 1W1P introduced themselves; Camilla Correll, Meghan Funke and Jason Naber. EOR is a small firm that focuses primarily on water, ecology and community. Their work is primarily with watershed districts and watershed management organizations, and they recently completed the North Shore 1W1P. Their goal for the Cannon River 1W1P would be to synthesis the large amount of data that is available, facilitate input and develop prioritized, targeted and measurable implementation Page 1 of 2

3 strategies. Watson reviewed the Request for Board Action (RBA) and that EOR ranked the highest in both the screening process and interviews. Motion by Hedeen, second by Anderson to award and execute contract with Emmons & Olivier Resources, Inc. for facilitating input and writing of watershed plan. Motion carried. 5. Update on Advisory Committee The stakeholder list was reviewed. Planning work group has assembled this list but is looking for more input. It was suggested that the following be added: parks and trails groups, port authorities (Red Wing), businesses along the river, outfitters (Welch, Cannon Falls, Dundas), and Cannon Valley bike trail. This list is fluid and will likely be added to throughout the planning process. 6. Update on Kick-Off meeting Meeting space at South Central College in Faribault has been reserved for the evening of May 31 st. The concept will be informal, with stations that allows for participants to move around gather information, and provide input in a variety of ways. The Planning Work Group will now begin to work with the EOR to plan and coordinate details. The Committee would like to have a reminder on the event. 7. Presentations from County/SWCD Staff from each County and SWCD presented 3 slides on their portion of the watershed. 8. Next meeting Scheduled for August 2 nd, 9am at the same location, Rice County Government Services Building. Primary items will be invoices and updates on planning. Committee would like updates for months when they do not meet. 9. Adjourn Motion by Kuhns, second by Gnemi to adjourn the meeting. 9 CANNON RIVER ONE WATERSHED, ONE PLAN POLICY COMMITTEE Agenda Item: Update on Workplan Progress Information Item Meeting Date: 8/2/2017 Prepared by: Planning Work Group (Staff) PURPOSE/ACTION REQUESTED: Emmons and Olivier Resources, Inc (EOR) has made progress on the workplan and will provide an overview of completed and upcoming tasks. SUMMARY: The workplan with EOR is divided into six tasks: Task 1: Aggregate Watershed Data Task 2: Prioritize, Target and Measuring Mapping Task 3: Measurement Goals Task 4: Implementation Plan and Schedule Task 5: Draft Management Plan Task 6: Final Management Plan RECOMMENDATION: Review and discuss. EXPLANATION OF FISCAL IMPACTS: Each Task has a line item budget that is a portion of the total EOR contract amount. Supporting Documents: To be distributed at the meeting.

10 CANNON RIVER ONE WATERSHED, ONE PLAN POLICY COMMITTEE Agenda Item: Zonation Survey Information Item Meeting Date: 8/2/2017 Prepared by: Planning Work Group (Staff) PURPOSE/ACTION REQUESTED: Emmons and Olivier Resources, Inc (EOR) will provide a brief overview on the Zonation process and previous results. They will then guide the Committee members through a Zonation survey prepared by the Department of Natural Resources (DNR) during the meeting. SUMMARY: The Zonation survey will help develop priority concerns within the Cannon River watershed planning area. The Minnesota Department of Natural Resource (DNR) provides assistance on Zonation survey development and processing. A Zonation survey was conducted during the Cannon River Watershed Restoration and Protection Strategies (WRAPS) but it was determined by the Planning Work Group, EOR and DNR that the survey needed to be refined. Planning Work Group members have all completed a Zonation survey. Results from the Planning Work Group surveys and the Committee surveys will be used by the DNR to update the Zonation analysis. RECOMMENDATION: Complete survey with assistance of EOR staff. EXPLANATION OF FISCAL IMPACTS: Gathering priority concerns is within the EOR contract under Task 2. Supporting Documents: Survey to be distributed at the meeting.

11 CANNON RIVER ONE WATERSHED, ONE PLAN POLICY COMMITTEE Agenda Item: Review first series of Advisory Work Group meetings Information Item Meeting Date: 8/2/2017 Prepared by: Planning Work Group (Staff) PURPOSE/ACTION REQUESTED: The first series of Advisory Work Group meetings, titled Water Conversations, are complete and we can reflect on the events to further improve our engagement strategy. SUMMARY: The format included an introduction by the Planning Work Group (PWG), followed by a brief presentation given by EOR and PWG staff. The majority of the time was dedicated to a facilitated exercise. This exercise was used to gather information and concerns from the group, as well as provide an opportunity for attendees to learn from each other. The same meeting was hosted in Owatonna on July 20 th and Northfield on July 25 th. The number of attendees not including PWG staff was 13 at the Owatonna meeting, and 31 at the Northfield meeting. Between the two meetings a wide variety of stakeholder groups were represented including non-profits, lake associations, townships, city staff and council members, farm groups, sportsman s groups and state agency staff. RECOMMENDATION: Review and discuss. EXPLANATION OF FISCAL IMPACTS: Aggregating watershed data and gathering priority concerns are included in the EOR contract under Tasks 1 and 2.
