Background Information - Myanmar UNOPS Myanmar is one of UNOPS leading o ces in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund s regional artemisinin-resistance initiative towards elimination of Malaria, which works to accelerate progress towards malaria elimination in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organisations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, e ciency and cost e ectiveness. Background Information - Job-speci c UNOPS Myanmar Support Services are shared across all programmes. The successful delivery of nancial services to all UNOPS operations in Myanmar is the responsibility of the Finance Unit, which is comprised of an Operations Team and a Managed Cash Flow Unit (MCFU) with personnel based around Myanmar. The Field Finance Assistant is part of the Managed Cash Flow Unit (MCFU). The MCFU allows the management and implementation of activities in the public sector through a cash transfer and payment process. This MCFU scheme aims to follow the public sector nancing standards and to channel the money to support the Government Ministries under whose supervision the services are delivered. These are multiple duty stations (Lashio and Naypyitaw current priority and other duty stations on a needs basis in the future), Functional Responsibilities 2/6

3 Under the direct supervision of an MCFU Finance Associate and with secondary supervision by the Finance Specialist, Reconciliations, the Field Finance Assistant shall be responsible for perform the following duties and responsibilities: Manage a signi cant amount of cash for the implementation of the three National Programmes activities; Act as a custodian of a revolving Operational cash advance for the disbursement of the activities implemented by the three diseases National programmes; Strong understanding of the quarterly approved Work plan in order to provide e ective disbursement for National Programme s activities; Open and operate a bank account for the management of operational advances Record all transactions on a daily basis in the operational advances ledger and reconcile the ledger on a monthly basis with the cash in hand and bank; Ensure su cient funds at the eld location by requesting for replenishment in a timely manner; Ensure full settlement of Operational Advances within 90 days from the date of its receipt; Submit monthly nancial reports to the Yangon O ce by the set timelines. These reports includes but are not limited to: Operational Advances Ledger, Operational Advances Reconciliation Sheet, Cash Control Sheet and bank reconciliation statement; Frequently travel to the assigned townships to disburse the funds as per national programe s approved work plan Make reimbursement to nominated drawers under the reimbursement scheme; Closely collaborate with the Department of Health Sta to ensure proper understanding of the Managed Cash Flow Standard Operating Procedures and better working relationships; Safe custody of cash and the assets assigned to her/him Working closely with the Yangon based Managed Cash Flow team by giving the required information or informing them of operational matters which need a resolution; Performs other duties assigned by the supervisor (s). Impact of Results The e ective and successful achievement of results by the Field Finance Assistant directly impacts the e cient and e ective management of nancial resources in projects and programmes, demonstrating UNOPS e ective stewardship of donor and partner funds. These promote the credibility of the organization as an e ective service provider in project services and management. Education Secondary education is required. A Bachelor s degree preferably in nance, accounting, business administration or related area would be an asset. Experience 3/6

4 Minimum of 5 years of relevant working experience within the areas of nance, accounting, business administration or related eld is required. Knowledge of UNOPS nancial rules and regulations is an asset. Working knowledge of ERP (particularly Agresso), experience with MS O nancial management using electronic systems are desired. ce 2003/or newer versions, and Languages Intermediate level in written and oral English and Fluency in Myanmar language is required.
