1 CARIBBEAN POLICY DVELOPMENT CENTRE Request for Submission of Expression of Interest Executive Director Call for Applications Description: Executive Director Location: Barbados BACKGROUND The Caribbean Policy Development Centre (CPDC) is seeking to recruit an Executive Director under a one year contract initially, to run the Secretariat based in Barbados. The ED will be responsible for the overall leadership and management of the organization. The Terms of Reference is attached at Annex I. However, CPDC does not offer any relocation costs if the successful applicant is from outside of Barbados.

2 ANNEX 1 TERMS OF REFERENCE BACKGROUND The Caribbean Policy Development Centre (CPDC) is a legally registered non- profit headquartered in Barbados and established in CPDC serves as a regional umbrella NGO for organisations comprising of small farmers, women, youth, Indigenous People, rural populations and faith based organisations located across CARICOM. CPDC also has strong networking partnerships with organisations of persons with disabilities, artisans, micro entrepreneurs, human rights, and workers. Altogether it serves some seventeen (17) regional, sub-regional and national (local) NGOs working at the grassroots level in economic, social, and cultural areas in the Caribbean. The Centre also has working relationships with many other NGOs and development partners across the region. The organization was mandated to work with NGOs and civil society to understand how policies affecting Caribbean people are made; to share information about policies and decision making processes; to work to influence and bring change to the developmental process; and to support and to lobby for policies which improve the lives of Caribbean people. In fulfilling its mandate, the CPDC seeks to build the confidence and the ability of the Caribbean peoples to influence public policy. Our main work modalities are research, training, advocacy, publications, public education, and institutional strengthening. CPDC is officially recognised, both regionally and internationally, as the principle representative of Caribbean NGOs working with such organisations CARICOM/CARIFORUM, Commonwealth Foundation, UN System Agencies, among others. GENERAL NATURE AND SCOPE OF POSITION The Position of the Executive Director within CPDC is a very critical position not only for the organization but also for the civil society sector. The Executive Director is fully responsible for the day to day management of the organization in respect to programme planning and development, operational and administrative matters. In this regard, the Executive Director will become the spokesperson for the CPDC, ensuring that the organization maintains a local, regional and international presence. As such the holder of this position is required to possess a myriad of skills, knowledge and qualifications in respect to programme, operational and administrative issues affecting the existence of CPDC and its members.

3 Essentially as the day to day leader of CPDC the Executive Director is expected to coordinate and liaise with other regional and international organizations, and national development agencies to keep abreast of current issues affecting regional economic, social and political development. The Executive Director is required to develop appropriate strategies to facilitate the full implementation of CPDC s strategic obligations and goals. These strategies should be designated in such a way as to encourage CPDC and its members to have continuous impact on the process and content of Caribbean policy formulation and implementation. This responsibility will include developing programmes to sensitize Caribbean NGO s at all levels and building consensus among NGO s and their constituents. The Executive Director must act as an effective liaison between the CPDC staff, Board of Directors and member organizations as a whole, and be the link that keeps these entities informed of each other s activities. The Executive Director will exhibit effective interpersonal skills and solid organizational management techniques. The Executive Director is the official head of the Secretariat and the face of the regional entity known as the Caribbean Polity Development Centre (CPDC). RESPONSIBILITIES Leadership: Ensure ongoing programmatic excellence, rigorous program evaluation, and consistent quality of finance and administration, fundraising, communications, and systems; recommend timelines and mobilise resources needed to achieve the strategic goals Actively engage and energize CPDC s volunteers, board members, committees, alumni, partnering organizations, and funders Lead, coach, develop, and retain CPDC s projects and programme team Ensure effective systems to track scaling progress, and regularly evaluate program components, so as to measure successes that can be effectively communicated to the board, funders, and other constituents Fundraising & Resource Mobilisation: Develop and expand revenue generating and fundraising activities to support existing program operations and regional programme expansion Develop and expand national, regional and international networks and relationships with potential donor organizations to garner new opportunities and support CPDC s programmes. Planning & Management: Manage the effective implementation of CPDC s programmes and operations that achieve the organization s mission. Manage and evaluate strategic planning to ensure that CPDC can successfully fulfil its Mission into the future. Manage CPDC s budgeting and finances to ensure CPDC satisfies commitments to government and donor partners

4 Manage CPDC s brand and is responsible for the enhancement of CPDC s image by being active and visible in the development community and by working closely with other CSOs, governmental and private sector organizations. Manage the hiring and retention of competent, qualified staff. Responsible for signing notes, agreements, and other instruments made and entered into and on behalf of the organization. Other duties as assigned by the Board of Directors. QUALIFICATIONS The ED will be thoroughly committed to CPDC s mission. All candidates should have proven leadership, coaching, and relationship management experience. Concrete demonstrable experience and other qualifications include: Advanced degree in a Development related field such as Social Development, Economics Gender, Project Management, Public Policy (ideally within Social Sciences). At least 8 years of regional management experience; track record of effectively leading and regionally and/or nationally scaling a performance- and outcomes-based organization and staff; ability to point to specific examples of having developed and operationalized strategies that have taken an organization to the next stage of growth. Track record managing development programmes of at least US$ annually at the national and/or regional level. Ability to convey a vision of CPDC s strategic future to staff, board, volunteers and donors. Knowledge of fundraising strategies and donor relations unique to NGO sector Unwavering commitment to quality programmes and data-driven programmes evaluation Excellence in organizational management with the ability to coach staff, manage, and develop high-performance teams, set and achieve strategic objectives, and manage a budget. Past success working with a Board of Directors with the ability to cultivate existing board member relationships. Strong marketing, public relations, and fundraising experience with the ability to engage a wide range of stakeholders and cultures. Strong written and verbal communication skills; a persuasive and passionate communicator with excellent interpersonal and multidisciplinary project skills. Action-oriented, entrepreneurial, adaptable, and innovative approach to business planning Ability to work effectively in collaboration with diverse groups of people. Passion, idealism, integrity, positive attitude, mission-driven, and self-directed.
