2 This birth of welding dates back 5,500 years ago to the bronze age by heating metal and pounding them with a hammer, a process that has had a major impact on metalworking and product engineering ever since. Welders are among the top ten hardest skills to find globally and in high demand in every industry and country in US, UK, SEA and numerous countries.

3 Advance the skills of Indonesians in vocational welding training who aspire to become real AWS Certified Welders and advancing the Science, Technology and Applications of Materials Joining *Starting at Vocational High School level is crucial for success as seen in USA and other countries for welder training *Students can now achieve AWS Certification at SMKN2 Bandung (before they even graduate) using established US DOE approved guidelines for Entry Level & Intermediate Level Welder Certification to American Welding Society Guidelines *It is essential that Vocational Welding Instructors have proper training and Certification as Welding Educators to a globally accepted level recognized worldwide

4 There is a Global Shortage of Skilled Welders Even developed nations are experiencing acute shortages of skilled welders USA, Australia and UK are all in a situation where the average age of the skilled, certified and experience welder are in their mid to late 50 s an set to retire Even the Philippine government is now considering the possibility of reducing the number of skilled workers being deployed abroad to address local shortages of skilled welders and other manpower.

5 *Youth unemployment for those aged 15 to 24 is a serious problem in Indonesia According to a study on skilled labor within five Southeast Asian countries released by JP Morgan and Singapore Management University (SMU) *Indonesia faces the most severe youth unemployment problem with up to 20 percent of the country s youth not being able to find a job, a level that is close to that in the crisis hit eurozone and the highest among the countries surveyed in the report, namely Malaysia, Singapore, Thailand and the Philippines.

6 There is enormous need for infrastructure in Indonesia; this, along with strengthening the potential of the shipyard building and repair industry as the main force in Indonesia s Maritime Sector, Indonesian government s program to actualize electricity supply for the several planned power plants, means one thing for sure: a major need for entry level, intermediate, and advanced level skilled and certified code welders for many years to come. Indonesia needs to produce 3.8 million skilled workers annually to meet its target of becoming the seventh largest economy by Indonesia must be aggressive in the pursuit of fully integrating and harmonization of welder training while improving the welding instructor qualifications and improved curriculum. Individuals must be continually trained for the increasing technology in welding production in shipyards, automotive, infrastructure, refinery and power plants, LNG and oil and gas related projects, while striving to improve the overall quality and minimize the welding repairs for projects.

7 Most industry experts in USA and the American Welding Society are projecting there a shortage of 300,000 welders by the year 2020, and that is expected to rise to as much as 400,000 by *In 2016 USA wages for welders were between US$39,000 and US$65,000 for most common welding processes. Earnings double, or even triple, when entering certain specialized welding fields such as pipe welding and underwater welding, nuclear and power plant- x-ray-quality welders. Certified Welding Inspectors average is $80K. *Australia, where demand for welders exceeds supply, is well over US$200,000, and more than on Australia s remote gas projects. Indonesian welders can easily earn $600-$ per month that are skilled with pipe welding and x-ray quality in multiple processes. Welding Inspectors $1,00.00 to $ per month is not uncommon for those certified as welding inspectors by AWS.

8 *Ministry of Manpower and Transmigration (MoMT) with the Indonesian Government, appear more focused on budgets for funding towards mainly only private welder training entities and Government BLK s, (MoMT) who oversee the Technical and Vocational Education and Training (TVET) Centres, with less efforts and understanding why they should be working closer with the Ministry of Education and Culture (MOE) and allocating more funds at the SMK level which is where it should start for best results and save money overall.. *Manpower Minister Hanif Dhakiri said in the Jakarta Post, November 30, 2016, that currently Indonesia was the 16th biggest economy with 57 million skilled workers. In 2030, Indonesia would need 113 million skilled workers. There is a shortage of 56 million skilled workers that must be filled in 14 years he said.

9 If it were merely a skills-gap, then simple training programs should be able to solve the problem by closing the gap, but this has not worked. This is especially true in Indonesia which has a diverse and dynamic economy, labour force, and geography. At any given time, there will always be several skills needed by industry, and a set of parties who are or should be acting to address those needs. Often, the real problem lies in the inability of the two or three sets of parties to work together effectively: employers who demand skills; Ministry of Education and Culture, Ministry of Manpower, and other service providers as well as policymakers and civil society groups, who must draw on their strengths and assets, and use those collectively within the labour market system and available experts in those fields, to maximize the contribution of a region s workforce that can match to its economic development [3].

11 AWS SENSE program began in 1993 with a grant from the United States Department of Education & Labour to standardize welder training in the USA The AWS Education Committee developed the Guidelines for Welder Training SENSE established standards for the training of entry, intermediate and advanced level welders

18 Benefits Indonesia: Implementation of the AWS SENSE program will directly impact Indonesian economy by assisting to reduce the current high youth unemployment. It can aid to resolve issues with underqualified or lack of skilled welders in Indonesia, as well as decrease dependency on the (MoMT) to invest primarily in BLK s and private welder training facilities as is currently being done and use of foreign labour The American Welding Society and US Department of Education endorsed program, meets and exceeds those currently used in Indonesia and would also aid to expedite additional trained welders entering the workforce with a globally recognized certificate in welding out of high school from the American Welding Society.

25 AWS Certified Welding Educator *The skill level for welding instructors all over Indonesia delivering welder training needs to be addressed unilaterally and expeditiously. This includes both at SMK and BLK facilities and also the private training facilities, who have no actual recognized international welding educator credentials. *The welding educators need to not just understand how to deliver classroom module content and presentations, but also the hands-on welding process and skills in multiple welding processes, by demonstrating and coaching the students, relative to local industry needs and demands while meeting higher standards as outlined in AWS SENSE.

AWS on behalf of American Welding Society in Jakarta or Bandung

AWS Accredited Welder Test Facilities are a group of highly dedicated companies that have the necessary resources, skills and qualified personnel to test welders to a internationally recognized code with transferable certifications saving time and money. Since 1989, AWS has operated this program, accepted globally and used by the major trade unions in USA to this day. 32 The virtual welding units=(10) purchased by $70, USD each in last few years-should also be placed in more High Schools.SMK Levels to introduce welding as viable career and promote interests- Indonesia should also be considering use of portable welder training-testing facilities/containers to access remote areas and bring the vocational welder training to less populated areas and to actual construction sites allowing training and upgrade of welders for projects at the site locations for skills needed saving $$$$$ and avoiding dependence on foreign labour.

33 The American Welding Society (AWS) was founded in 1919-with over 73,000 members globally, it is the first and largest welding society in the world. All other welding societies and welder, inspector, educator training and certification programs came long after the American Welding Society and are established based upon some form or other after the AWS programs as a basis. AWS Certifications for welding personnel are the most sought after credential in the world today over UK, German, Japan, etc
