Whether companies from Outside USA can apply for this? (like, from India or Canada), companies from outside the US can apply, preferably in India. b. Whether we need to come over there for meetings? Vendors do not need to attend meetings in the US, although meetings in India will be required both during pre-production and production. c. Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada) All tasks related to video production and some tasks related to pre-production would be completed in India. Post-production can be performed anywhere in the world. d. Can we submit the proposals via ? Per the requirement under Response on the RFQ, all submissions must be sent to Nina Getachew on January 15, 2019 by 5PM EST. 2. Is work experience in India a requirement, as the RFQ asks to give "at least two examples of past work of a similar nature in India.?, experience working in India is a requirement 3. What is the Language of the final films? English and local languages with English subtitles. Translation and subtitling are the responsibility of the selected vendor. 4. Does the cost need to be inclusive of Travel, Boarding & Lodging? 5. Is there any Computer Graphics (2D animation or 3D animation works) to be included?

2 No. All software is the responsibility of the vendor. If the vendor would like to use graphics along with live footage in the video, that would be welcome. 6. What is the maximum budget available for the project? There is no set ceiling for this. Bids will be evaluated in part on their cost competitiveness. Refer to the RFQ for the precise evaluation criteria. 7. Cost to be inclusive of GST or IS GST not applicable at your end? GST will need to be invoiced and paid by the vendor if the vendor is registered under GST. Therefore, the cost of GST should be included in your budget, if applicable. 8. What are the Payment terms? Payment will be made on a deliverable basis, to be finalized upon contracting. Applicants are welcome to propose their own payment terms with their proposal, although those terms may not be considered as final. 9. Can we submit Proposals via Google Drive? Per the requirement under Response on the RFQ, all submissions must be sent to Nina Getachew (ngetachew@fhi360.org) on January 15, 2019 by 5PM EST. Whether you include the proposal as a link to a cloud drive or an attachment is up to you. 10. What is the planned timeframe for production--in terms of being on the ground filming in India? (Context being whether there will be enough time (3-4 months+, potentially) to procure filming visas for an American crew or if we would need to use an India-based crew) Based on current plans, filming will take place between February 25 and March In what language(s) should the final videos be produced? English (with subtitles as needed)? English and local languages with English subtitles. Translation and subtitling are the responsibility of the selected vendor. 12. Is the vendor responsible for all in-country transportation? Applicants should budget based on that assumption. 13. Will an mstar/fhi360 representative be traveling with the production team? 14. Will vendor be responsible for on-site translation work during interviews and/or postproduction? 15. The RFP states interview subject's contact information will be provided to the vendor. Have beneficiary subjects for the impact videos been identified and agreed to participate? Or will vendor be responsible for finding beneficiaries to be featured? FHI 360 will identify the subjects to be featured. The only interview subject s whose contact information may be provided with the vendor are those of project staff.

3 Beneficiary contact information will not be shared. However, FHI 360 will arrange for the selected vendor to meet with and interview identified beneficiaries. 16. Kindly clarify if it is an open tender or limited tender (only who got communication from your office). If so, can we submit the tender/apply?, it is an open tender and any interested firms are welcome to apply. re: purpose 17. In general, why is the goal to create three 4-5 min videos (vs multiple shorter social medianative videos, one longer video, etc.)? We d like these pieces to be standalone pieces that can be reused in different scenarios. As the project is ending, we want to make sure we are capturing full stories of transformation. 18. Is there a specific audience/venue in mind to share the videos that requires this format? We aim for the personal stories to be targeted to development practitioners, and the technical video to be targeted to private sector financial service providers and technical development staff. We aim to put the videos on a story map and an Adobe Spark page about India. We also aim to pitch the human-centered videos to USAID s Exposure and Medium sites as well as FHI 360 s Solutions blog 19. What do you want the outcome of watching the videos to be? Viewers should be informed about the positive impact and potential of digital financial services in rural value chains in India 20. Do you anticipate any value of creating different versions of the videos for different audiences? For example, a conference vs Facebook, a newsletter vs a presentation - and if so what are all the platforms you are planning to use to present the series? At this time, we are only requesting a single version of each video mentioned in the RFQ. 21. Will the videos be presented as a series or all as stand-alone pieces? They will be standalone pieces, although we may also present them in the same place, such as through an Adobe Spark page. re: travel All three locations are outside Delhi - Chiplun on the west coast, and Bhubneswar and Gumla on the east - so it could easily be 3-4 days in the field just for domestic travel, depending on the flight itineraries. This presents a number of travel-related questions: 22. What are the preferred number of days for production? The total number of days for production would likely be 6-8 days, including travel 23. Are there specific dates in mind for filming? Filming will take place sometime between February 28 th and March 8 th.

4 24. Would your team be able to share any background (even specific information on which flights occur on which days of the week) so our budget can align with the preferred itinerary? Flight details are available online. Travel costs should be your best estimate. Travel costs will be cost reimbursable in the contract of the selected vendor and domestic travel costs may potentially be adjusted between proposal submission and contracting due to any changes required as a result of the actual travel plans being finalized. 25. Will ground transportation be provided in each location? Applicants should budget for ground transportation, although it is possible that we will be able to arrange this on their behalf. 26. What is the driving time between the exact locations where filming will take place and the regional airports, hotel? Applicants can find this information online. We have given the district names in the RFQ, which give applicants a close approximation of the exact locations. One correction, however, is that in Odisha filming will take place in Puri district, as well as possibly in Bhubaneswar city (which is where the airport is anyway). 27. How much time is necessary to spend in Delhi before or after the field production for meetings or interviews at your office there? No time is required in Delhi. All pre-production meetings and interviews of staff will likely take place in Mumbai. re: budget 28. Given that a lot of the costs associated with travel depend on the actual number of travel days, domestic flights chosen, etc. - would you like to see a budget that sets these aside separately from the rest of the personnel/equipment costs? As travel is more of a variable cost than the video production costs themselves, applicants are welcome to split those costs out separately in their budgets. 29. Is there a specific budget range in mind, even a broad one or a cap? Applicants should propose a budget that is reasonable and competitive for the task at hand. re: interviews 30. Have any of the characters/interviewees been chosen yet? Not at the moment. 31. How much input will the production team have on who is chosen? FHI 360's local partner will be primarily responsible for identifying who is chosen. The production team can propose other ideas, and we will try to accommodate those ideas to the extent possible. However, time constraints mean that the production team will only first visit the sites in question on the day of filming. 32. Will pre-interviews be possible by phone/skype?

5 Applicants are welcome to propose this. 33. What languages will the interviews be conducted in? This depends on the individuals selected. It is reasonable to expect that most interviews will be conducted in English or Hindi, although a small number may be in local languages, such as Oriya. 34. Will a translator be provided in if they are in a language other than English? The production crew is expected to have a strong understanding of Hindi and English. Local language translation support can be provided, although it will be ad hoc to help facilitate interviews in the field. Translation for subtitles will be the responsibility of the selected vendor. re: review process & delivery 35. Who will primarily be involved in reviewing the videos: DC staff or India staff? Staff in DC and Asia will be involved in reviewing the videos. 36. What is the required/preferred delivery deadline for the project? All final videos must be delivered within May. It is up to the applicant to propose a timeline that is reasonable and achievable. Applicants are also welcome to propose deadlines earlier than May, should they believe that it suitable.
