1 Islamic Relief Worldwide Head of Region BASE LOCATION: REPORTING TO: LINE MANAGEMENT RESPONSIBILITIES: Birmingham Head of Global Programme Operations Country Directors; Country Representatives; Regional Programme Managers; Head of Missions in the region and Regional Desk Coordinators; Global Advisor/Specialist PURPOSE OF DIVISION: Through capacity building and through technical and programme support, the International Programme Division keeps the organisation focused on the socio-economic and humanitarian needs of vulnerable people. The division reinforces IR s implementing structure to enable these people and their communities to develop themselves sustainably, and ensures that the organisation is prepared to respond promptly and effectively to humanitarian crises. The division increases the organisation s ability to tackle poverty by developing and fostering partnerships and institutional relationships effectively and proactively, and by ensuring transparent and timely reporting to the organisation s donors. PURPOSE DEPARTMENT: To provide strategic and programmatic support and guidance to IRW operations in the region as well as involvement in the broader IRW strategy process. JOB PURPOSE: To lead on designing and developing regional strategies for the allocated region and to ensure delivery of effective programmes and raising the profile amongst donors and potential funders. 2 Position of International Programmes Division within IR CEO International programmes Communication Human Resources & Organisational Development Finance and Services UK Middle East, Global Giving and Waqf Structure of International Programmes Division Director Humanitarian Department Programme Funding and Partnerships Programme Quality Global Islamic Microfinance Business Unit Global Programme Operations Asia Desk Middle East, North Africa and Eastern Europe Desk East Africa West Africa Desk KEY WORKING RELATIONSHIPS Has regular contact with Director of IPD, Head of Global Programme Operations, Country Directors, Regional Desk Coordinators Has regular contact with senior managers and Directors across all departments of IRW, and with relevant regional and global programme leaders of Partners. Maintains links with external relevant senior regional representatives in donors, UN bodies, regional intergovernmental bodies, and other international NGOs. SCOPE AND AUTHORITY Scope of the Role: Reporting to the Head of Global Programme Operations, The Head of Region has operational responsibilities for all the Country Offices in the region and lead responsibility for strategic development in line with key organisational objectives and direction. The post holder line manages country directors and regional desk co-ordinators. The post holder is a member of the IPD Management team (IMT) of International Programmes Division. S/he will represent the organisation on relevant issues in international and UK media as required. V

3 Responsibility for Resources: Has responsibility for: Overseeing all resources in the region and holding Country Directors to account Managing the regional budget as well as contributing towards the divisional budget KEY ACCOUNTABILITIES 1. GLOBAL STRATEGIC OBJECTIVES Contribute to the organisational learning and the achievement of the wider strategic objectives. Promote the sharing of best practice across IRW and Partners, Secure an effective flow of information about IRW work in the region to contribute to raising the public profile in the UK and internationally of IRW Play an active role as a member of the IPD Management Team (IMT) Influence regional and divisional strategy 2. MANAGEMENT AND LEADERSHIP Besides providing leadership for those reporting to him/her, the HOR will strategically develop and manage IRWs portfolio of programme in the region to maximise its impact in our working area. Prepare for and securing rapid and effective responses to major emergencies in the region in close coordination with key stakeholders. Reviewe and evolving country programme in the region to maximise impact in achieving longer term objectives in the region Promote learning by country programmes from relevant best practice internally and externally, securing and monitoring implementation of relevant programme approaches and standards, and assessing performance regularly against agreed programme objectives and indicators. Ensure that IRW is appropriately accountable to host governments in the countries in which it operates, and complies with all relevant laws and regulations. 3. CAPACITY BUILDING AND DEVELOPMENT To lead and develop a cross-functional regional teams to build the capacity of Country Management Teams in the region to achieve IRW s full potential. Build a strong Regional Management Team (RMT) in the region, guiding their development, planning succession, and taking prompt action to address issues of underperformance. Guide country directors in building effective country management teams (CMT), ensuring new members of the team receive appropriate training in IRW approaches and standards, coaching and their performance is managed effectively. Ensure IRW working methods in country programmes are as safe as practicable, securing and monitoring implementation of IRW s staff security and policies and processes. Promote opportunities for senior staff in country programmes (especially national staff) to develop their skills, widen their international perspectives, and progress into international positions with IRW. FUNDRAISING AND RESOURES MANAGEMENT To mobilise funds and resources to support IRW planned work, and to make best use of resources available to maximise impact for target beneficiaries.: Allocate resources within the region to maximise longer term impact for children and maintain tight control of country and regional core costs Ensure the efficient and proper use of funds and assets, securing and monitoring implementation of IRW policies and processes for financial control and reporting, and taking prompt action to tackle variances and control gaps 5. ORGANIZATIONAL LEARNING AND POLICY Ensure that there is an appropriate contribution to policy development and advocacy at regional and global level based on the experience of the country programme. Contribute to IRW s effort to influence policies of major donors, private sector and UN agencies. Ensure the promotion of information exchange, writing up programme case studies, and learning from experience at all levels, country, region and global. 6. REPRESENTATION AND EXTERNAL PROFILE To build IRW external profile and influence in the region. This will include: Build effective working relationships with relevant decision makers in key international organisations affecting the realisation of vulnerable and disadvantaged in the region. Develop close links with key donors with shared interests in the region, to understand their changing interests and priorities, develop appropriate strategic proposals, and build income from them. V

5 PERSON SPECIFICATION It is essential that the post holder shows a good understanding and sympathy with the Islamic values and principles as well as commitment to Islamic Relief Worldwide s vision and mission. Essential: Knowledge, Skills and Qualifications Post graduate degree or equivalent in social economics / development studies / social sciences. Knowledge and experience of managing and developing a large team of international professional staff in different locations, demonstrating significant and measurable improvement in results Knowledge and experience of leading and motivating senior professional staff from a broad range of business disciplines Knowledge and experience of managing a major crisis requiring sudden and major change in priorities and rapid management action to respond Knowledge and experience of working successfully with senior managers in other parts of own organisation or partner organisations to deliver major change Skills in influencing other large organisations to change their policies or priorities significant new opportunities for the organisation Knowledge and understanding of key trends in international development, and of the evolving role of international NGOs. Fluent written and spoken English; Experience Work experience and proven track record of working with an International NGO as a senior manager. Substantial experience and knowledge of effective budgetary control and grant management at regional level. Experience of building personal external networks at senior level, resulting in securing Experience of and commitment to participatory management and maintaining a supportive, open environment to ensure the learning and development of all staff. Good interpersonal skills including the ability to listen, sensitivity to others views and perspectives, and conflict resolution. Strong and well developed analytical skills coupled with experience of writing quality piece of work that are publishable and usable by non-specialists.
