1 JOB DESCRIPTION & PERSON SPECIFICATION HIAL AMSL DAL 1. JOB DETAILS JOB HOLDER JOB TITLE REPORTS TO Vacant ICT Advisor Head of ICT and Digital Transformation 2. JOB PURPOSE The Air Traffic Management 2030 Programme will change the way that air traffic services are provided at up to 7 HIAL airports by centralising activities in a remote/digital tower and surveillance centre, and by introducing a major airspace change. The post holder will be expected to work closely with senior business and ICT stakeholders to determine objectives, business benefits, priorities and resource allocation for their allocated projects and actively plan, manage, monitor and communicate progress, address issues, identify and manage risks and have overall accountability and responsibility for completion of the projects to time, budget and specification. 3. DIMENSIONS HIAL is embarking on a major project to introduce new technology to the delivery of Air Traffic Control (ATC) services. The 10 year project will see the centralisation of Air Traffic Control services in one Remote Tower location within the HIAL area. As well as introducing new and emerging technology the project is the most significant change management initiatives introduced by the company in the last 10 years. It will impact directly on 70 ATC staff and will have wide reaching implications for the whole company. The project is funded by Scottish Government and an initial commitment of 700,000 has been made in 2018/19 to establish the to the team. The post holder will play an integral role in supporting the project team in delivering all the activities associated with the Remote Tower Centre and Air Traffic Services project. This will include assessing the technology requirements and ensuring the processes and change management are in place to ensure effective delivery with completion of projects to time, budget and specification. MAIN ACCOUNTABILITIES OF THE POST definition and alignment Work with senior business and ICT stakeholders to define the objectives, capabilities and benefits to be delivered by the project and ensure that priorities are in line with business priorities. Develop the programme and its reputational standing to ensure a value added, professional service is delivered and that stakeholder confidence and business value in the project is established and maintained. Integrate and align the projects within the business environment to ensure overall change impact across ICT and the business is understood, managed and embedded, and informs effective stakeholder management. Understand, document and oversee management of dependencies between assigned and other projects, taking necessary action to resolve any risks or issues related to dependencies. Liaise with Technical Design Authorities to prioritise the technical requirements. Set project targets and report performance against them to the Board. Strategic Engagement and Relationship Management Create and develop long term and trusted partnerships with internal colleagues, customers and stakeholders by acting as the lead advocate, expert adviser, marketer and communicator for the s assigned. Plan, manage and monitor efforts to remedy stakeholder/customer dissatisfaction, on both a proactive and reactive basis. Support the resource management process by inputting to decisions on the identification and allocation of project management and technical delivery resources. Delivery Own and be accountable for the principles, policies, processes and standards required to govern, prioritise, manage, assure, control and deliver the in line with the agreed gating methodology and governance arrangements ensuring that escalation rules are understood and adhered to. Review progress, raise issues, identify and manage project risks, presenting recommendations and agree how to resolve them with the Programme Director. Collate and analyse monthly status and progress reports to the Board and make recommendations on action required in areas of stakeholder and change management, risk, dependencies, cost vs benefits and resource conflicts. Manage overall scope of the project ensuring that any additional requirements or opportunities are controlled and appropriately embedded within the existing project structure Work in conjunction with the Accountant to ensure that project finances/budgets are appropriately profiled, controlled, managed and reported as part of the monthly portfolio performance dashboard and that all relevant reports are delivered to the Board. Provide on-going assurance to the and Programme Management Boards that assigned projects are on track to deliver and meeting their performance targets/objectives, making recommendations for action needed to support or make changes in projects that are not performing and where confidence in delivery is low. 3 5. WORK CONTEXT The work associated with the project will evolve over time and will be determined by the different stages within the project delivery plan. There will be a requirement for flexibility; the post holder may be collocated with the ICT Team or with the other members of the team and this may change as the project progresses. The work load associated with the project may vary and whilst the primary responsibility of the post holder will be the Air Traffic Management and Remote Towers project there may be a requirement to contribute to other ICT projects and initiatives. 6. AUTONOMY AND DECISION-MAKING The post holder will report to the Head of ICT be managed on a day to day basis by the Programme Director who will be responsible for determining the project goals and milestones. Professional advice and guidance will be provided through the Head of ICT and the post holder will be expected to operate within pre-existing organisational policies and processes as developed by the ICT Team. The Air Traffic management and Remote Tower project will operate with a clear governance structure and the post holder will be expected to provide regular updates and reports to the programme Board via the Programme Director. 7. COMMUNICATIONS Internal The post holder will be expected to develop good communication with other members of the project team and the contractors appointed to deliver the project. The post holder will have a significant role in ensuring effective communication between team members and will arrange and attend team briefings. Through effective and efficient administration of governance structures the post holder will ensure good communication The post holder will be expected to ensure that the wider organisation are provided with regular updates and will be a first point of contact for managers on specific issues and concerns that may emerge throughout the duration of the project. External The post holder will be expected to work closely with the HIAL Communications team to ensure external stakeholders and the public are kept informed on progress. MAIN AREAS OF DIFFICULTY This is a complex change management programme with a number of different projects all of which require effective co-ordination The time line for delivery are subject to external factors e.g. IT Connectivity which may require constant revision to plans and timelines for delivery. This will be a major focus for the project and may impact on the delivery phasing. Maintaining effective, relevant and timely and non-technical communication about the ICT challenges for all interested parties will present a significant challenge The delivery of the project is dependent on ongoing Scottish Government funding and expectations are high in terms of the deliverables There is a requirement to maintain existing service delivery whilst delivering a major change programme 9. KNOWLEDGE, SKILLS AND ATTRIBUTES REQUIRED Significant experience of providing high IT project management in complex, multi-site projects A good understanding of network protocols, server hardware and configurations A good knowledge and experience of information management Able to produce management reports, project reports, budget monitoring reports and project schedules level administration support at a senior level Advanced IT and presentation skills Well-developed organisational and communication skills including the ability to communicate information on behalf of the project and across the project team Ability to use own initiative Ability to work with others to prioritise work to ensure project deadlines are achieved A positive attitude to working in a complex and constantly changing environment Thorough, diligent approach with good attention to detail to ensure high degrees of accuracy Tact and diplomacy to work with Board members, consultants and staff at all levels within the organisation Experience of using project management software is desirable or a willingness to undertake further training in this area Flexibility in working hours may be required to meet specific demands associated with the project milestones 10.
