1 Project Coordinator - LCC Location: [Europe & the Middle East] [Lebanon] Town/City: Mansourieh Category: Project Management Job Type: Fixed term, Full-time PURPOSE OF POSITION To provide overall management of the LCC project and to ensure project deliverables are met. Provide supervision and technical assistance to project staff. Explore possibilities of diversifying the current assistance modality and integrate livelihoods programming MAJOR RESPONSIBILITIES Major Activities End Results Expected Project Coordination Ensure the relevant project plans (Agreement, Budget, DIP, TORs, Governance structure) are established and maintained Track, account for and maintain all project assets and resources; Establish and maintain contact and productive working relationships with community representatives, local and international organizations, jobseekers/beneficiaries and

2 employers as related to life skill development. Assessment and Mapping Gather information on the local context, target communities, service providers, employers, other cash actors and local Government Entities in order to enhance coordination and explore further livelihood opportunities. Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation of all trainings. Ensure that beneficiaries selection is in full compliance with WV and LCC procedures, preestablished vulnerability criteria; Organize and hold group information sessions (job application training and information); Implementation Ensure cash transfers in line with the agreed upon timelines, budget availability and beneficiary eligibility; Attend and participate in technical group meetings; Supervise validations, data gathering and distributions; Facilitate donor and partner visits; Explore ways of enhancing the LCC program (which includes and is not limited to livelihood opportunities); Reporting, Recording and Proposal Development Page 2/6

3 Deliver high quality, accurate and timely internal and external reports; Establish and maintain accurate filing system which is in line with WVs requirements for project auditing; Establish and maintain a program information systems to record relevant data on job seekers; In collaboration with the grants department and the Portfolio Manager, lead project amendments, no cost/cost extensions requests and future opportunity proposal development within the Livelihood sector; Create linkages with other WV programming in education and protection as well as with other actors delivering life skills curriculum; Monitoring, Accountability and Protection Mainstreaming: Adjust project implementation in line with m&e, accountability and protection report findings; Ensure beneficiary feedback is addressed in a timely manner; Coordinate lessons learned session for the project; Ensure protection mainstreaming standards are adhered to across both project and seek innovative way in which to promote humanitarian protection across the projects; Financial Control: Manage the project allocated budget, authorize expenditures within the established

4 authority limit; Develop cash forecast on the monthly basis. Track project expenditure real-time; Monitor and evaluate budgeted and actual expenditure with the related Finance staff to avoid over/under spent beyond 10%. All project deliverables are met within the agreed time-frame and budget in compliance with donor regulations, WVs and international best practices; Staff Management Establish and maintain a work-force representative of the needs of the project, in line with the available funds and the portfolio structure; Ensure all the project staff have an up to date job description and a performance agreement which are reviewed on a regular basis; Support staff by mentoring, and provision of in house or external training related to each ones field; Establish and maintain a clear communication system with staff which allows for regular: a) progress tracking; b) task assignment; c)problem solving; d) on-the-job capacity building; Project is equipped with relevant staff, who are systematically mentored and whos capacities are built; Security management responsibilities:

5 Responsible of the day-to-day security management of all staff and assets Abide by the security procedure, policies and take responsibility for all breaches. World Vision has zero breach tolerance; Ensure the project team has received all security related training and abides by all taught material; Other duties: Attend and participate in capacity building trainings locally and internationally as appropriate and necessary and based on funding availability Perform other relevant tasks as assigned Security protocol abided by the team. Other tasks performed. KNOWLEDGE, SKILLS AND ABILITIES Bachelor degree in Social Sciences, Human resources or equivalent; Able to use a computer, with word-processing (e.g. Microsoft Office) and spreadsheets, internet and Previous experience in cash project management. Experience in livelihood project management is an asset. 1-3 years of experience in managing staff, work with local partners, and build capacity of both;

6 Powered by TCPDF ( A minimum of 1 year experience in the NGO sector; A high level of diplomacy and networking skills Strong capacity building and facilitation skills Excellent interpersonal communication skills A valid drivers license (more than 1 year old); Fluent in English and Arabic (oral and written); Understanding of the job market in the Bekaa Experience working with private sector employers Ability to work in a stressful environment.
