3 Position Title/Series Hotel Desk Clerk, IHA-156, BWT 1-3, LD: 2 Grade/LD Work Place 18 FSS/Det 1, Okuma Recreation Area Number of position(s) 1 Responsible for answering and transferring all incoming telephone calls Operator and dispatcher for site 911 system. Radio control and dispatch for Lodging personnel. Responsible for checking credentials of incoming guests. Operate reservation system, completes guest reservations, and perform payments through the system or credit card swipe machine. Check guests in and out of Lodging accommodations. Point of contact for customers who encounter problems with rooms and amenities (go to rooms and provide supplies as needed or trouble shoot equipment, contact CE or Logistics as needed for emergency service requirements). Provides information on services available on site along with rates and operation hours. Provides information on local attractions and assists with acquiring ground transportation (taxi and bus). Responsible for keeping guests up to date on weather situations. Responsible for notifying guest of site closure due to typhoon or other conditions (coordinates rooms with Kadena billeting for off-island guests as needed). Responsible for compiling data and inputting information into computer tracking sheets on daily visitor counts and daily sales revenues. 4 Position Title/Series Housing Manager, MLC-87, BWT 1-4, LPL: 3 Grade/LPL (Re-open, Those who applied for #49-18 need not reapply) Work Place 718 CES/CEHMR, Housing Flight, Kadena AB Number of position(s) 1 Provides full customer service to all walk-in customers and incoming telephone calls. Accurately maintains and inputs information into the ACES program. Ensures all required Air Force forms are routed to the Finance office in a timely manner. Prepares documentation for the termination of privately leased housing units. Performs a variety of clerical assignments in support of a centralized housing function which includes off base referrals. Prepares schedules for off base housing inspectors. Set up agency appointments (Inspections/Change of Agency/New Listings). Ensure agencies are registered with the housing office in order to register properties. Schedule agencies an appointment to receive list of required documents, GOJ license of Real Estate Agency Certificate, Certification of Han Stamp, Map to office and guidelines. Once approved, agencies can begin to register properties and apply for a base pass. Review routine housing program documents such as vouchers, applications or certificate of occupancy and conformance with agency requirements and processes in accordance with established guidelines. Counsels off base applicants on rental fees, leases utility service charges, and security deposits. Provides applicants with assistance on problems associated with moving to a new location. Determines eligibility of off-base entitlements such as Overseas Housing Allowance (OHA), Living Quarters Allowance (LQA) and Move in Housing Allowance (MIHA). Reviews tenant's lease, prepares OHA, LQA and MIHA paperwork, and briefs tenant on respective branch of service off-base housing search. Verifies validity of inspection of applicant's selected off-base unit. Inputs all data properly and promptly. Determines resident's government furnishing eligibility, referencing substantive guides, regulations and manuals. Counsels residents of on/off base furnishings requirements, to include appliance requirements for off-base use. Schedules applicants for government furnishings, completes all necessary paperwork. Coordinates the issue and return of government furniture to and from private rentals. Establishes and maintains up-to-date inventory of off base units in accordance with established regulation, guidance and local policy. Provides technical support utilizing computer based housing system to establish and maintain associated rosters. Performs other related or incidental duties as assigned. Qualification Requirements: 1. 2 years clerical or administrative work experience OR 2-year college graduate OR 2 years of education in a related field above high school. 2. 5 Position Title/Series Purchasing and Contract Specialist, MLC-415, BWT 1-6, LPL: 3 Grade/LPL Work Place 18 CONS/PKP, Kadena AB Number of position(s) 1 Performs various Purchasing and Contract Specialist duties in support of the squadron. Provides technical direction and oversight specific to the Government Purchase Card (GPC) program, as well as general procurement guidance, to cardholders and billing officials on the use of public funds to purchase goods and services under the GPC program. This includes providing technical and administrative support, to internal and external customers, related to or arising from duties as an Agency/Organization Program Coordinator such as risk analysis/mitigation (e.g. lean and continuous improvement), briefing senior leaders, tracking and reporting trends/metrics to support day-to-day tactical operations and long-term strategic initiatives through data-driven decisions. Researches and interprets acquisition policies and procedures. Assures compliance with the provisions of the GPC contract with US Bank. Processes applications, establishes new accounts, and generate delegations of contracting authority. Coordinates GPC implementation with both Air Force and Army Financial Service Offices. Serves as a liaison between US Forces japan and Government of Japan Bureau. Reviews and approves requests for authority to make purchases over micro-purchase threshold (MPT); refers unusual or difficult issues to supervisor for action by legal authorities, engineers or other appropriate experts if necessary. Assures compliance with all applicable laws and regulations using firm fixed price purchase arrangements for supplies, equipment, commodities, and services required to support base or post activities. Determines procurement methods based on procurement history, estimated cost, urgency of need, propriety consideration, availability of competitors, and applicable directives. Directly deals with Japanese vendors, and various Japanese credit card companies, to resolve problems with credit card transactions, tracking of vendor statistics and increasing credit card usage in the local economy. Conducts surveillance of each GPC account at least once a year, as well as random surveillance on a periodic basis, to ensure compliance with applicable laws, regulations, and current audit/inspection findings. Conducts GPC training to users on regulator guidance and procedures. Performs other related or incidental duties as assigned. Qualification Requirements: 1. One year of specialized experience in work related to the position to be filled at the next lower level OR *one full academic year of graduate education in any field. 2. **Bachelor s Degree in any field AND ***at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 6 Position Title/Series Housekeeper, IHA-2172, BWT 2-3, LD: 1 Grade/LD Work Place 18 FSS/DET1, Okuma Recreation Area Number of position(s) 1 Performs daily cleaning of bedrooms and living rooms by vacuuming carpet and cleaning floor, completing overall dusting and cleaning/polishing furniture, head board, countertop, drawers, cabinet, TV armoire, etc. Completes bedmaking and changes out towels daily, ensuring extra linens and towels are available in all rooms. Performs daily cleaning of bathrooms to include windows, floor, wall, ceiling, shower stall, shower curtain, and toilets inside/out. Restocks amenities to include soap, shampoo, conditioner, toilet paper, tissues and all other supplies. Responsible for daily quality assurance checks to include equipment/furniture to ensure serviceability for TV, DVD player, microwave, lamp, clock, telephone, vent filter of air conditioner, door mat, and in/outside of refrigerator etc. Replaces light bulbs, broken lamp shades, and other worn-out items. Cleans exterior of buildings to include wall, sidewalk, light fixture, windows and widow rails. Cleans outdoor equipment to include picnic tables, furniture, umbrellas, patio chests, grills and retaining walls. Ensures large trash cans are available and clean in cabana parking areas. Keeps front desk personnel updated on room status for turned-over. Operates a small cargo van to perform the housekeeping duty at dispersed lodging/rooms. 7 Position Title/Series Preventive Maintenance Worker, MLC-2426, BWT 2-6 LPL: 0 Grade/LPL (Limited Term Employee: NTE 2 years) Work Place Open Source Enterprise (OSE) / USFJ, Kadena AB Number of position(s) 1 Performs regular preventive maintenance inspection and repair of building and structures, requiring knowledge of the plumbing, carpentry, painting and electrical trades pertaining to general inspection and maintenance tasks at OSE facility at Torii Station. Performs minor construction and repair on existing structures involving standard measurements, specifications, instructions, and basic shop mathematics. Constructs, installs, or repairs items, such as scaffolds, panels, bins, pallets, concrete forms, dry walls, sheathing, and roofing decking. Installs exterior and interior trim using preplanned materials, such as baseboard, molding, and fascia boards. Prepares surfaces, mixes and prepares coating material, and applies coating materials. Prepares surfaces by scraping, wire brushing, masking, spackling, and sanding surfaces. Cleans, degreases, and removes oil or wax buildup. Removes scale, rust, dirt, and old paint from surfaces so that coating materials will adhere properly. Mixes, thins, blends, matches, tints, and tones coating materials following specific oral and written directives. Follows specific information, locates and makes repairs to plumbing that can be accomplished by removing, cleaning, replacing, packing, and sealing defective parts of utility, supply, and disposal systems, such as dirty traps, sections of broken tile or pipe, and leaky drains using existing routes, openings, hangers, and levels. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Performs other related or incidental duties as assigned. Complies with standard methods and procedures. Provides menu to each customer and offers suggestions if requested. Records customer s desired food orders on order slips, or memorizes/enters orders into hand-held computers for transmittal to kitchen staff. Handles customer s request in a courteous manner repeating their request to insure customer s order/message is properly understood. Work may vary according to occasion; e.g., lunch, dinner, special formal parties requiring established rules of etiquette, etc. Attends pre-meal briefings, listens carefully to instructions by superiors concerning service to be provided for special and formal occasions.
