General Summary of Function/Purpose of Position This position functions as both the overall Department Occupational Health & Safety Specialist and Laboratory Division s Chemical Hygiene and Safety Specialist. The position ensures that health and safety procedures are implemented and being followed and oversees compliance with Department policies and regulatory requirements. The position is responsible for researching and developing safety training materials and conducts training on compliance and value-added safety topics.

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 50 Serve as the Department Occupational Health & Safety Specialist. Individual tasks related to the duty: Leadership: Develops and leads implementation of annual Department safety strategic plan including progress and annual reporting. Chairs, and actively participates in the Department s Safety Committee. Promotes safety and health awareness through internal communications and specific training programs. Technical: Interprets state and federal health and safety rules, standards, regulations, and maintain legally required safety postings; monitors regulatory changes as they occur and advise leadership and employees of changes and provide technical support to Department leadership and employees to ensure compliance with applicable occupational safety and health regulations. Coordinates health and safety programs to include bloodborne pathogens, commercial driver s licenses, hazard communication/right-to-know, health monitoring/medical surveillance, personal protective equipment, respirator program, fall protection, and lock out/tag out. Serves as Department expert on chemical and microbiological safety practices and procedures. Serves as Hazardous Waste Coordinator Administrative: Drafts policies and prepare written training material and program guides as they relate to health and safety. Maintain tracking systems and develop necessary reports as they relate to health and safety. Reviews standard operating procedures/records and provides input for safety and health considerations. Reviews safety committee meeting minutes and safety inspection reports and follows up as necessary. Reviews injury/illness and noninjury incident investigation reports and follows up as necessary. Ensures Safety Data Sheets are maintained. Coordinates Department Safety and Health Intranet page. Maintains safety library (e.g. videos, regulations, reference manuals). Duty 2 General Summary: Percentage: 40 Serve as the Laboratory Division s Chemical Hygiene and Safety Specialist.

3 Individual tasks related to the duty: Leadership: Works with leadership and other employees to develop and implement appropriate chemical hygiene policies and practices, hazard communication policies and practices, and monitor procurement, use and disposal of chemicals. Ensures all activities related to the use of hazardous chemicals in laboratories are conducted in a safe manner as well as in compliance with MIOSHA regulations as specified in MIOSHA-STD-12. Promotes chemical safety information throughout laboratory through internal communications and specific training programs. Technical: Investigates and completes reports for chemical-related incidents and exposures. Trains laboratory employees in the proper storage, handling, use and disposal of chemicals. Administrative: Attends safety training seminars. Provides reports at the Department Safety Committee meetings on chemical hygiene activities performed. Testing of safety showers and eye washes and other safety devices. Duty 3 General Summary: Percentage: 10 Perform other duties as assigned. Individual tasks related to the duty: Interprets rules and regulations to employees, participate in and/or facilitate trainings; and demonstrate and maintain professional and productive working relationships. Recommends program goals, policies, and procedures to ensure continuous improvement. Conducts special projects. Researches and conducts studies. 16. Day-to-day administrative decisions in accordance with appropriate classification and level as it relates to applicable health and safety-related policies, procedures, rules, regulations, and standards. Recommends policy revisions. Issues written and oral instructions. Resolves complex and sensitive issues as required. 17. Describe the types of decisions that require the supervisor's review. Decisions that are outside the realm of routine duties, involve a change in policy/procedures, could have potential to be precedent setting, may affect many employees or have significant financial implications.

4 18. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Work is primarily conducted in an office or laboratory setting. Some travel may be required to off-site work sites. Thinking, standing, sitting, walking, lifting and carrying are required. Time and intensity vary but are most significant during crisis. Typical conditions of an office environment include: attend meetings, answer inquiries, create reports, data input, typing, and filing. Laboratory setting will include working with hazardous substances including flammable solvents, solids and compressed gases; explosive and oxidizing materials, suspect carcinogens and toxins and chemicals. Physical hazards include gasoline, diesel fuel and noise. 19. The essential duty is to direct the overall administration of MDARD s health and safety program and act as the Chemical Hygiene and Safety Specialist for the Laboratory Division. 24. What is the function of the work area and how does this position fit into that function? The Executive Office provides administrative direction and policy for the department. Daily operation and program oversight are carried out for all programs and divisions. This position serves as an overall Department Safety Occupational Health & Safety Specialist and Laboratory Division s Chemical Hygiene and Safety Specialist. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATION: Possession of a bachelor s degree in any major. EXPERIENCE: Departmental Specialist Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level. KNOWLEDGE, SKILLS, AND ABILITIES:

5 Expertise in Michigan Occupational Safety and Health Administration, and related courses to understand health and safety compliance, regulations and standards to include; chemical and microbiological safety requirements. Excellent oral and written communication skills and leadership ability. Need to be able to remain calm during stressful situations. Computer skills, specifically in Microsoft Office programs (Word, Excel, and PowerPoint). Ability to adequately prioritize workload and meet deadlines. Able to attend meetings that may be lengthy. Flexibility and willingness to work as part of a team. Read, assimilate, and recall with marked proficiency all applicable written information and communicate that information to others in a positive and understandable method.
