3 A message from David Behan, Chief Executive Welcome to the Care Quality Commission! Our purpose is to make sure health and social care services provide people with safe, effective, compassionate, high quality care and we encourage services to improve. We are developing and delivering new models for registering, inspecting and monitoring providers. We re bringing in a new structure to help us do that, and a culture that supports us and challenges us to continually improve what we do. We are aiming to make CQC a great place to work at this exciting time. Can I ask for your help in achieving this goal? I also want to stress the importance of supporting staff to be the best they can be and that in turn will help us to become the best we can be. 5 About CQC An inspector writes Victoria Hart, an inspector since 2012, talks about one of her first inspections after joining CQC It was a small terraced house on a steep road. The buzz of traffic didn t let you forget that you were amid the rush of a London day. I was on my way to one of my first inspections after my induction - a small learning disabilities home, and it was bringing back a lot of memories. It was a similar type of service to where I had my first job in social care, twenty years ago. Back to where it all began I pondered the differences I was expecting to see after 15 years away, since I moved to work with older people. I knew I needed to be careful not to draw comparisons with all those years ago, but granted myself some moments of recollection as it was a happy period. I also reflected on the changes in the sector, and the way I hoped things had improved and moved towards more personalised approaches. I also remembered how terrified I had been of inspections from the other side and terrified of saying the wrong thing. I made a mental note to remember that when speaking to the people who worked there. Using experts I had an expert-by-experience join me - a parent of someone who used learning disability services. Her presence helped me enormously as she fed back some of the expectations and hopes she had for services in the area. I saw some great improvements which had taken place over the years... However much experience and knowledge I think I have, it can never replicate the understanding that is gained from having experience in a particular area. We spoke to people who were around, although some were at a day centre. We also managed to meet a parent who visited while we were there. While there was (of course) paperwork to check, the environment and voices we heard resonated strongly. I saw some great improvements which had taken place over the years in terms of opportunities available to people in the local areas, but there was enough familiarity with some of the language that it drew me back to those days working in the area. Different expectations and different perceptions I was also struck, after many years away, by the different expectations that exist around personalised care for younger adults and older adults when they are in residential care. The service had improved since the last inspection, and speaking to the expert-by-experience, I could see clearly how our viewpoints were affected by our situations. I was seeing the service in a more objective way, and she was able to tell me what she wanted and expected a service to deliver for her family. The value of that perspective was immense. Having a child in residential care, and wanting the best for them, means the level of trust placed in the staff is immense. It helped me to see how crucial our role is, and the need to live up to the expectations placed to do the job to our absolute best. I also realised that the expertise really does lie in experience, and we should never forget that. CQC Welcome Pack - May

8 Working at CQC Corporate and Local Induction We recognise that starting a new job can be an exciting yet challenging experience. Apart from the obvious demands associated with undertaking new tasks, there is also the need to become accustomed to a new organisation, a new environment and new colleagues. Starting a new job can be an exciting experience. The corporate induction programme will provide an opportunity for you to meet other new employees and hear more about our strategic and operational objectives. This programme will help you to understand where your new role sits within the organisation and how you can support the work that we do. A local induction programme will incorporate any role specific training requirements you may have and you will be introduced to your immediate colleagues and given information about your place of work. 10 Working at CQC Equality Diversity and Human Rights Equality, diversity and human rights (EDHR) are integral to everything we do at the Care Quality Commission. EDHR is essential to our purpose and the way we deliver it. Not only do we have to comply with legislation, but action on equality, diversity and human rights is essential for a progressive, modern organisation this is why promoting equality, diversity and human rights is one of the 6 CQC principles. We have set a number of Equality Objectives for CQC including: building a diverse workforce, ensuring staff are treated fairly at work and ensuring all staff have the learning and development they need on equality and human rights in order to undertake their job role. 11 Working at CQC Your voice Staff Forum The staff forum is a group of CQC staff who have been elected by colleagues to represent their directorates and regions in regular meetings with CQC Leaders. The staff forum reps meet on a regular basis to discuss new and ongoing issues on behalf of all CQC staff (including temporary and seconded staff). Through the forum, you as members of staff can express opinions and concerns, suggest ideas and influence management thinking on a wide range of issues that affect your working life. CQC managers benefit from using the forum to consult whenever possible and to communicate key developments affecting our work. Agenda items can be suggested by both staff and managers, covering a broad range of issues. Staff groups There are a number of staff groups within CQC, such as the Disability Network; Race Equality Network; Lesbian, Gay Bisexual and Transgender Equality Network, Home Workers Forum and Carers Network. 12 Working at CQC Trade Unions CQC has signed a Recognition and Facilities Agreement and the following unions are recognised for the purposes of collective bargaining, consultation and employee relations: UNISON Royal College of Nursing (RCN) Prospect Unite PCS Need More Information? The Welcome Team is a dedicated group of CQC HR staff who will be available to assist you from the day you are offered your new role until you arrive at CQC. Your Welcome Team will know what help you will or may need and will co-ordinate everything - from your job offer through to your travel and accommodation for the corporate induction - and everything in between. If you are a home worker, they will also make sure you receive guidance and assistance with ordering your laptop, equipment and furniture. By providing this personalised service, we aim to make your experience of joining CQC easy and enjoyable, so you can quickly settle in. Sports and Social There is a wide range of sports clubs, interest groups and social activities you can join in order to meet colleagues who share your interests. We also have a Community page on our intranet, where you will be able to post your classified ads where to offer, sell or exchange things like concert tickets and unwanted presents.
