Position Identification: ANIMAL SHELTER SUPERVISOR A) Title: Animal Shelter Supervisor B) Bargaining Unit: First Level Managers C) Customary Work Hours: As outlined in the department schedule. D) Customary Work Days: Monday through Friday and as necessary. E) Reports To: Animal Services Manager F) Directs the Work Of: Animal Services Officers, Kennel Care Technician, Kennel Attendants, Registered Veterinarian Technician, Administrative Support Staff G) Educational and/or Experience Requirements: Any relevant combination of education and experience that would demonstrate the knowledge and skills outlined below is qualifying. A typical way to obtain the required knowledge and skills is: Education: Successful completion of 30 semester units of college coursework. Experience: : At least four (4) years of progressively responsible work experience in an animal care/protection agency, humane society, veterinarian office, or law enforcement agency performing animal care responsibilities, including two years of lead responsibility. License: Possession of a valid and appropriate California state driver s license. Possession of a valid 832 Penal Code certificate Possession of a valid euthanasia certificate. II. FLSA Status: Non-Exempt

2 PAGE 2 OF 6 III. Position Summary: The Animal Shelter Supervisor is a working supervisor classification at the first level management level. The incumbent independently plans and directs the work of assigned staff in the day-to-day field and Animal Shelter operations. Incumbents in this class have the ability to supervise subordinate personnel, manage projects and workload, and the responsibility to make recommendations regarding changes in policies and procedures. IV. Essential Functions: The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below in order to address business needs and changing business practices. 1. Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for animal shelter activities and operations; and implements policies and procedures. 2. Plans, prioritizes, assigns, supervises and reviews the work of staff assigned field and shelter activities related to the control and care of animals housed, treated and cared for at the joint power authority s Animal Shelter. 3. Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares various reports on operations and activities. 4. Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for staffing, equipment, materials and supplies; monitors and controls expenditures. 5. Plans, organizes, and conducts special projects; researches, compiles, and analyzes information from various sources on a variety of topics; maintains databases for tracking information; writes reports and delivers presentations to communicate findings. 6. Performs a variety of public relations, public speaking and outreach duties related to the Animal Shelter and/or related programmatic activities; serves as liaison with outside agencies and organizations and general public; promotes positive community and public relations by corresponding with and speaking to a variety of civic and school groups about humane animal care and treatment. 7. Presents and provides updates to the SASA Board, as requested, relative to operations, project and programs. 8. Performs a wide variety of responsible administrative duties for the division; creates and prepares reports, manuals, correspondence and other materials; assists in the response to letters, general correspondence, and newspaper/newsletter articles; composes and prepares routine letters, memoranda and reports; responds to media requests in the absence of the Animal Services Manager.

Understands and follows all animal related municipal ordinances under the three jurisdictions enforced by the joint powers authority and applicable State statutes pertaining to the operations of the Animal Shelter. 10. Serves as contact and resource person for the Animal Shelter; explains or refers to the appropriate person, policies, rules and regulations in response to inquiries and complaints. 11. Prepares grant proposals and monitors grant activities; ensures compliance with stipulations and reporting requirements including coordinating activities and tracking expenditures; reviews plans of proposed projects and identify issues. 12. Prepares, processes, and oversees the preparation, processing and files management activities of the Animal Shelter. 13. Coordinates assigned services and activities with other departments, outside agencies and the general public. 14. In the absence of the registered veterinary technician, will assist Veterinarian with spay/neuter surgeries; monitors the overall health of the shelter animals providing proper care and appropriate medications for animals housed at the Animal Shelter and seeks necessary treatment for sick or injured animals; administers vaccinations to prevent the spread of illness and disease. 15. Maintains isolation of quarantined animals, as needed; supervises and administers euthanasia in accordance with established policy and regulations; monitors the safe use, storage and issuance of sodium pentobarbital, sedatives, needles and syringes. 16. Negotiates price with vendors for equipment and supplies; orders equipment and supplies. 17. Assists in the evaluation of facility sanitation and management practices at the Animal Shelter and provides advice regarding practices intended to minimize disease transmission between animals housed at the facility. 18. Performs the more technical and complex tasks of the work unit including enforcing applicable rules and regulations governing the licensing, impounding, quarantine, treatment and disposal of animals; prepares and maintains a variety of records and reports pertaining to animal services. 19. Trains staff in the application of various animal control methods for animal capture and the use of appropriate equipment including proper response to disease outbreaks within the shelter environment; supervises the safe handling, proper care, and treatment of animals. 20. Monitors the daily operations of the Animal Shelter facility; ensures cleanliness of shelter facilities and the proper maintenance and upkeep of animal holding areas and equipment. 21. Releases impounded animals to owners; ensures proper collection and accounting for monies

4 PAGE 4 OF 6 received in the sale of dog licenses, and shelter fees; assists with the adoption of animals. 22. Provides food and water for each animal; observes food consumption to ensure animals overall health; observes animals behavior and physical appearance; exercises animals, as needed; transports animals to off-site veterinarian, as needed. 23. Performs behavior evaluations on animals to determine suitability for adoption, document the findings of the evaluations within established protocols and schedule euthanasia of animals that are not good adoption candidates. 24. Participates in the selection of staff; coordinates staff training; conducts performance evaluations; recommends discipline; implements discipline procedures as directed. 25. Answers questions and provide information to the public as appropriate; researches questions and recommends corrective action as necessary to resolve issues. 26. Keeps abreast on new developments and best practices in humane animal control methods, equipment, facilities and regulations; recommends and implements adjustments as necessary. 27. Recruits, trains and supervises SSA facility volunteers. 28. In conjunction with the Animal Services Manager, provides support and guidance to animal control officers in the delivery of services to the public. 29. Performs related duties as assigned. V. Job Related and Essential Qualifications: NOTE: The required level and scope of the following knowledge and skills relate to the level of the position as defined in the class characteristics. A. Knowledge of: Principles, practices and techniques associated with animal services operations, including animal control, animal licensing, animal recovery and sheltering, pet adoptions, handling and treatment of common injuries and diseases. Standard and accepted equipment, tools and materials used in animal services, including feeding, kenneling and general handling of large and small animals. Causes, symptoms and safe handling of rabid and diseased animals. Standard and accepted principles and practices of positive customer service. Pertinent and applicable state and city regulations, laws, codes, and ordinances. Modern office procedures, systems and equipment. Proper methods and procedures for handling of chemicals and disinfecting agents used

5 PAGE 5 OF 6 B. Skills at: in the proper sanitizing and cleaning of animal enclosures including kennels, aviaries and aquariums. Techniques used in public relations. Principles and practices of supervision, training and performance evaluations. Standard office equipment including pertinent software applications. Supervising and directing the activities of personnel. Making independent decisions and judgments in delegated areas. Responding quickly and effectively in difficult situations. Using a personal computer and job-related software applications. C. Ability to: Organize, implement and direct Animal Shelter activities and operations in the facility as well as animal control officer activities in the field. Prepare reports and correspondence. Assist in the development and monitoring of assigned program budgets. Schedule and coordinate projects; set priorities; adapt to changing priorities. Respond to requests and inquiries from the general public. Compile and maintain complex and extensive records. Develop and recommend policies and procedures related to assigned operations. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Work with various cultural and ethnic groups in a tactful and effective manner. Identify, understand, and carry out City and departmental goals and objectives. Work evening, week-end, and/or extended hours as necessary. Meet the physical requirements necessary to perform required duties in a safe and effective manner for self and others. VI. Establish and maintain effective working relationships with those contacted in the performance of required duties. Physical Demands/Qualifications: 1. Requires the ability to exert a moderate amount of physical effort in sedentary to light work involving moving from one area of the office to another. 2. Requires a moderate amount of physical effort to include the flexibility and endurance to stand, climb, stoop, kneel, crawl, bend, walk, reach, and crouch, climb, lift and

6 PAGE 6 OF 6 restrain animals up to 50 pounds. 3. Speak and hear clearly and concisely to communicate effectively. Working conditions in the office are clean, well-lit and free from extremes of temperature and humidity. 2. Working conditions in animal services facilities may be subject to uncomfortable working conditions including exposure to dust, noise, unpleasant odors, heat or cold. VIII.
