2 Priority 1: Raising Standards for All Youth Work has an important role to play in raising standards in education. To achieve this, youth work should be planned and delivered in response to the assessed need for youth work interventions

3 Contributing to Raising Standards for All The production of a three year plan for North Belfast including annual action plan update. The North Belfast area plan will be based on the assessment of need and will support priorities at local level. A ward specific analysis of relevant data will be available, together with an annual action plan. The delivery of a more strategic and planned youth service in North Belfast with resources targeted at young people most in need. Youth providers in North Belfast will have access to information to enable them to deliver appropriate youth services. Consultation with stake holders. Annual review of the action plan with progress measured against achievements. Evaluation of the area plan together with stakeholders demonstrating satisfaction with the delivery of services. 4 Contributing to Raising Standards for All Delivery of planned youth work at unit level A qualitative and proportionate planning system across North Belfast. To ensure that the needs and priorities highlighted in the area plan are reflected in all unit plans. The need to consult with young people and key stakeholders. All registered units need to reflect the Model for Effective Practice. There is a need to publicise youth work success and achievements. Each full-time and substantive parttime unit (units operating 3, 4, or 5 nights per week) in North Belfast will produce an annual action plan which must be informed through stakeholder engagement and reflect the area plan. All above will complete an end of year selfassessment. Each registered unit and small part-time unit will sign up to a curriculum agreement which must be informed through stakeholder engagement. Youth Work in North Belfast is delivered in a cohesive and responsive manner. Clear performance indicators and measurable evidence of progress. All Full Time and Substantive Part Time units will produce an annual action plan. Each unit will deliver, assess, monitor and evaluate their action plan. The collection of data charting the progress and achievements of young people. Each full-time funded unit in North Belfast will provide an annual report giving a high level summary of investment, activities, and outcomes achieved. 5 Contributing to Raising Standards for All The delivery of a quality assured youth service in North Belfast Education Authority Belfast Region (EABR) area youth officer and youth work team will deploy a robust quality assurance system in all parts of the youth service to monitor and evaluate youth service provision, taking into consideration Education Training Inspectorate standards and inspection findings. All youth work will be monitored to ensure that services fall within the youth service quality assurance framework. More effective planning, delivery and evaluation of youth work programmes. Services are clearly targeted at young people most in need. Each EABR youth service funded unit is delivering quality youth work. Monthly statistical returns Quarterly reports. Monthly officer/senior worker monitoring visits. Monthly supervision Area Officer Moderation visit at six months Unit self-assessment. 6 Contributing to Raising Standards for All Ensure that all full-time and substantive part time units are supported and/or managed by a steering/advisory group or management committee To ensure that youth work provision is responsive to local need by being guided and/or managed by people who have knowledge of the needs and demonstrate a commitment to the area Youth worker-incharge will report to steering/management group. Area youth officer, senior or area youth worker to attend meetings. Increased accountability with the local community. Local involvement in prioritising youth work programmes. Each steering/advisory group or management committee will meet a minimum of 4 times per year. Minutes of meetings. Attendance at meetings. 7 Contributing to Raising Standards for All Continue to provide generic youth work to children in the 4 8 age group The focus for the younger age range of 4-8 will be through general youth work provision linked to the youth work curriculum. All centre based units facilitate the delivery of a wide range of youth activities in North Belfast that provide opportunities for fun and the developing of relationships. Fun and enjoyment. Enhanced skills and relationships. Increased selfconfidence. Members involvement in decision making. Annual consultation with members. Evidence of participative structures. Members satisfaction survey in all full-time and substantive units.

8 Contributing to Raising Standards for All Child Protection To safeguard the children and young people within our care Ensure that all youth work activities are undertaken with due regard of Child Protection legislation and policies The well-being of children and young people in our care is ensured All new youth work staff complete an initial one hour induction from line manager All youth work staff attend the 3 hour Child Protection Awareness course Each unit nominates a Designated and Deputy Designated worker who each attend the Designated Worker Child Protection course Each unit has a prominent child protection display at the entrance to the unit to which children and young people have contributed Each unit to include staff who have completed the Emergency First Aid at Work course

9 Contributing to Raising Standards for All In-Service Training To ensure that the youth service has a staff cohort (paid and voluntary) that has the appropriate skills to meet the needs of children and young people To ensure that all staff including volunteers have the opportunity to participate in relevant training that enhances youth service delivery Highly skilled and motivated workforce All Staff to have the opportunity to participate in the Introduction to Youth Work (OCN 2) course or equivalent Relevant staff to have the opportunity to participate in Programme Development (OCN 3) course or equivalent Annual Training Calendar to be circulated Staff to have the opportunity to participate and complete relevant developmental courses including, but not limited to, those identified within the Training Calendar

10 Contributing to Raising Standards for All Developing Partnerships The need to make best use of available resources by delivering youth work in a coordinated and cost effective way. Identify and maintain partnerships that seek to address young people s needs. Make referrals that support individual progression within partnerships. Create partnership agreements, memorandum of understanding and co-working agreements. Increased understanding of the scope of partners including operational boundaries. Greater transparency with partners and sharing of relevant information. Increased effectiveness of linkage with partners. Enhanced sharing of resources and methodologies that benefit work with young people. All full-time and substantive part-time units to prioritise a list of intended partnerships. Evidence of partnership work included in annual report/annual self-assessment. Description of specific benefits from each partnership arrangement. Evidence of signposting and referral of young people. Reports of programmes delivered jointly with partners. Young people are considered as partners.

12 Contributing to Closing the Performance Gap, Increasing Access and Equity Addressing low educational achievement All EABR youth service funded initiatives in North Belfast division Should be cognisant of the low levels of educational attainment across the defined area and therefore should identify and plan delivered responses that provide appropriate opportunities for enhanced learning and greater attainment. To develop and deliver youth work programmes that specially target young people deemed to be under achieving in a youth work setting. Greater belief in own ability to achieve. Increased belief that they are in control of own lives via their behaviours and actions. Increased sense of enjoyment from learning. Raised aspirations and expectations. Each full-time unit will deliver a minimum of 2 programmes with, young people that promotes and recognise achievement. 75% of young people participating will achieve accreditation. Each full-time unit will deliver a minimum of 1 programme with, 8-12 young people that promotes and recognise achievement. Increased knowledge skills base. and

13 Contributing to Closing the Performance Gap, Increasing Access and Equity Improving social mobility and raising aspirations The key target here will be raising aspirations to build young people s confidence so that they may have enhanced opportunities to improve their social mobility in all SOA areas of North Belfast. To deliver programmes that explore the young people s social sphere including; peers family media influence role models intergenerational community To develop and enhance the young person s sense of control on their own lives. To deliver programmes that, address and understand attitudes and behaviours within their own community. Increased selfefficacy in young people. Enhanced young person community learning. Each full-time unit will deliver a minimum of 3 programmes that seek to explore the young people s social sphere and build their capacity young people to have participated and completed courses. 50% accreditation.

14 Contributing to Raising Standards for All Creating greater access to provision It is clear that there is a considerable number of young people in North Belfast currently not availing or being able to access youth provision. All units should design, develop and deliver a varied programme that is inclusive of all young people s needs. Each unit should seek to reach out to socially excluded young people via outreach/detached approaches. Increased involvement mainstream. in Increased participation in a structured environment. Increased engagement in activities that have clear learning objectives. 10% increase in attendance in units not meeting current expectation. 10% increase in participation on programmes in units not meeting current expectations. 10% increase in unit membership in units not currently meeting expectations Reduced risk of school exclusion

15 Contributing to Closing the Performance Gap, Increasing Access and Equity Enhancing employability and training All training should recognise the necessity to build transferable skills that can be utilised across all sectors. Youth programmes should all identify and list these skills via programme and project certification and were appropriate qualification. Units will deliver programmes that develop transferrable skills and encourage young people to progress their learning. Units will deliver programmes that focus on volunteerism, life skills and career pathways. Units will develop coherent systems that manage and acknowledge progression. Increased self - confidence and belief in ability to work on own initiative. Increased ability to work in teams to problem solve. Increased ability to research, plan and organise. Increased ability to reflect on and articulate own learning. Improvement in young people s motivation, attitude, behaviour. 75% of participants to have increased self-confidence. Each full-time unit to deliver a minimum of 3 programmes targeting young people. 75% of participants will complete an individual learning plan. 50% of participants will receive accreditation. All full-time units will have in place a framework for monitoring progression such as the National Youth Agency Toolkit.

17 Contributing to Closing the Performance Gap, Increasing Access and Equity Promoting health and well-being Poor health can limit or be a barrier to young people s social, economic and environmental wellbeing. Programme delivery should be focused on these factors and as a result look at all of young people s needs holistically. To develop and or deliver programmes which address the mental, physical and emotional health of young people. Physical Learn to asses, manage and protect oneself from health risk and harm Understanding of the human body and how to improve and maintain wellbeing. Mental Emotional And Each full-time unit will deliver a minimum of 2 programmes on physical health to young people. 50% will achieve accreditation. Each full-time unit will deliver a minimum of 2 programmes on Mental and Emotional health to young people. Ability to express on feelings, thoughts and emotions and to understand those of others. 50% will achieve accreditation. Understand the importance of

18 mental health and how this can be strengthened by positive relationships. Social Wellbeing Ability to understand their own rights and those of others and to accept the responsibilitie s that go with them. Each full-time unit will deliver a minimum of 2 programmes on Social health to young people. 50% will achieve accreditation. Through contributing views, time an attributes that will bring about positive change in youth club, schools and the wider community.

20 Contributing to Closing the Performance Gap, Increasing Access and Equity Reducing risk taking behaviour North Belfast has clearly identified issues with young people s engagement in anti-social and risk taking behaviour. As a result of this all community based clubs and units will develop programmes and interventions that seek to reduce anti-social and risk taking behaviour. Each unit will seek to build and maintain partnerships that aim to address anti-social behaviour of young people. Each unit will develop and or facilitate programmes which challenge anti-social and risk taking behaviour. Each units programme will focus on problem solving, prevention and intervention work only. Increased awareness of risks to their character, family and home life, status with their community and educational achievement. Increase risk protective factors such as; reducing risk limiting chain reaction to negative experiences and promoting selfesteem. Increase social and emotional skills. Increased ability to make better informed choices. 70% will have increased self-esteem. 70% of participants will demonstrate higher levels of engagement in youth services. 50% to receive accreditation.

22 Contributing to Closing the Performance Gap, Increasing Access and Equity Promoting environmental awareness Units will demonstrate via multiple interventions that young people are being given opportunities to explore both their own social environment and that of others. Interventions should raise awareness of both local and national and global issues. Units will develop and facilitate programmes that encourage young people to explore and examine their own local environment Units will develop and facilitate programmes that encourage young people to explore and examine the national environment Units will develop and facilitate Greater understanding of environmental issues and ethical concerns. It also means creating awareness of social issues such as homelessness, racism, sectarianism and about raising the profile of the positive contributions young people make to their community Youth units will develop and deliver programmes that increase young people s access to and involvement in participatory structures. Youth units will delivery programmes that encourage and engage young people in public decision making. Youth units will recognise and celebrate young people s participation. To establish, maintain and support youth led participatory groups such as youth forums or Increased involvement of young people in decision making processes. Increased confidence, skill and knowledge to get involved in decision making. Increased young people make to their unit, community or society. Each unit will ensure that young people will be members of management, advisory and steering groups. Each unit will facilitate an annual celebration event. There is a need to review levels of provision in Cliftonville ward. Deliver relevant community relations programmes. Work in partnership with local agencies and community organisations. Young people benefiting from increased youth work interventions. Decrease in youth involvement in violence. Increase late night and weekend opening in targeted units. Review provision at Deanby and Upper Ardoyne Yc Enhanced tolerance and understanding of each other. Extend opening times in EABR funded units that are in the most disadvantaged wards. Enhanced community safety.

30 Contributing to Closing the Performance Gap, Increasing Access and Equity Implementation of the Community Relations, Equality and Diversity (CRED) in Education Policy (DE 2011) Northern Ireland is becoming an increasingly diverse society with significant numbers of young people isolated or excluded from mainstream society. Northern Ireland also continues to face significant challenges in moving forwards from 30 years of conflict. Ensure a skilled workforce and a suitable environment that is able to support and engage young people on the wide range of issues across the CRED agenda Youth Workers to have participated in CRED training Young People engaged in CRED programmes Provision of an environment that supports CRED work Young People from specific Section 75 groups to have had opportunity to engage with developmental opportunities All youth work staff to participate in CRED training over three year period Each Unit to facilitate minimum of one CRED programme per year Three Units in each division to receive CRED Enhancement Scheme funding per year Units to provide an appropriate and welcoming environment to all young people Diversity & Inclusion Team to demonstrate activity with Section 75 groups across Belfast
