1 Grants Coordinator_WASH Location: [Africa] [Burundi] Town/City: Bujumbura Category: Field Operations PURPOSE OF POSITION The purpose of this position is to support implementation of Water, Sanitation and hygiene /construction projects that are directly implemented by World Vision or through partners by coordinating and managing all aspects of water, Sanitation and hygiene /construction activities. The incumbent is responsible for providing technical support and quality control in design, implementation and monitoring of Water and Sanitation/Construction projects. For increasing access to water, Sanitation and Hygiene services, World Vision works in remote areas through rehabilitation or construction of gravity led system, electrical and or solar pumping water systems, rehabilitation and drilling of borehole, construction of publics VIP latrines and promoting households latrines construction through community mobilization. Currently, it has been working to provide water, sanitation and hygiene in the IDP and refugees camps through extension of distribution network, construction of sanitation and hygiene facilities in partnership with others partners such us UNHCR, COPED and others. This position holder will be mainly responsible for providing technical support overall WASH activities in Kinama refugee camp and others refugees and any other areas as may be assigned. The WASH project coordinator will be required to effectively plan, implement and monitor WASH project in Kinama refugee camp and others refugees camp innovatively. Major responsibilities Key Outputs/Responsibilities

2 (Accountabilities and results) Weight (%) Engineering Designs, Drawings and Bills of Quantities Produce appropriate technical & engineering sketches and produce relevant engineering drawings/designs and present to the WASH Technical Manager for Approval. Such structures include; Office buildings, Classrooms, VIP Latrines, water distribution networks, Water storage tank towers, Underground water tanks, water catchments, hand dug-wells, Pump houses, Water retaining and conservation structures etc. 10 Prepare schedule of materials and Bills of Quantities for the relevant designs and present to WASH Technical Advisor for approval 10 Conduct feasibility studies, engineering surveys and measurements necessary for the design of structures and their construction and ToRs. He/she should also maintain up to date GPS Coordinates, location maps and route plans of all infrastructure projects. 10 Participate in baseline surveys or rapid assessments to establish existing gaps, priorities, capacity and justification for intended/proposed project 10 II.

3 Contract management and procurement of services and supplies Provide input documentation (tendering and contract) related to procurement of works and services contracts Facilitate, the process of contract tendering, recommendations regarding awarding contracts in coordination with WASH Technical Programme Manager Supervise construction activities in close coordination with WASH Technical Programme Manager and Cluster Programme Manager Conduct regular site visits and provide technical instructions and guidance to the contractors and implementing partners and develop clear monitoring plans and conduct field monitoring visits and prepare work progress reports Conduct measurements and certify accomplishments on contracted works as per the conditions of contract and recommend to supervisor for payment Provide technical support to WASH department on timely preparation of Supply Requests for procurement of technical services for example construction materials, pipes and fittings, pumps and generators

4 Sample and verify suitability of materials in terms of engineering specifications and validity and recommend delivery/receipt to stores. This include logistic department support by providing technical details and specification to facilitate collection of local market prices for technical items Ensure timely and efficient monitoring and evaluation of project activities, compile project reports highlighting project impact against indicators and contribute to field based reports to WVB and/or external donors III Community Mobilization and capacity building Facilitate on job skills transfer or training workshops for artisans, technicians and Water and Hygiene and Sanitation management committees. 3 Prepare simple training or instruction manuals for water supply structures or activities for training/skills transfer purpose, provided such documents have been approved by the WASH Technical Program Manager 3 Assess capacity of partners and establish/keep updated list of preferred partners in program areas and beyond and Build capacity of partners on technical aspects and work and support them for timely accomplishment of set program targets

5 2 Ensure participation and involvement of local authorities and the beneficiary community in program implementation so that programming occurs in a consultative, participative and gender sensitive way 3 IV Monitoring and Evaluation and reporting Provide monthly technical updates to the WASH Technical Program Manager with physical recordings of accomplishments and Provide technical recommendations on problems encountered at the construction sites 2 Monitor on operation and maintenance of implemented projects and make follow up visits and provide support, if needed including water quality testing following the parameters and frequency as agreed in the proposal and prepare precise report with recommendations 2 Maintain documents on not limiting to following information on each borehole either rehabilitated or drilled by WVB with Project location with GPS Coordinates, tested yield including test methods and protocols and dates for testing, people served and other uses for each source, pump information, type and power supply, pumping head, capacity at head, Information on drilling equipment used including equipment for yield testing 2

6 Ensure timely and efficient monitoring and evaluation of project activities, compile project reports highlighting project impact against indicators and contribute to field based reports to WVB and/or external donors and prepare completion report with work certification 2 V. Others responsibilities Provide inputs to the WASH Technical Program Manager in the development of new proposals by providing technical information or developing draft proposals and concept note 1 Any other ad hoc duties as may be assigned by the WV that is consistent with the nature of the job Total 100 Minimum education, training and experience requirements to qualify for the position: B.Sc. Civil and Water Engineering or Water Resources Engineering or Civil Engineering Experience and technical and professional skills in designing and implementation, monitoring of different options/types of water and sanitation projects. Possess thorough knowledge of national policies and international standards for water and sanitation projects/activities and their application Minimum Diploma in Water, Sanitation, Civil, Construction or Mechanical Engineering with years of similar experience with an INGO, or Construction company.

7 Computer literacy MS Word, Excel and Power point, using design software including AutoCAD and ArchiCAD. An additional qualification or experience in Community Development or Disaster Mitigation is an added advantage. Flexibility, teamwork spirit and sensitivity to the socio-cultural setting of Burundi. Good communication skills and command of English, both written and verbal. Experience in Staff Safety and Security and working in Burundi Emergency project experience preferred with proven experience in gender based and participatory approaches to development Strong adherence to World Vision values; Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity and integrity; Proven experience of managing donor (s) funded projects or programs; Working knowledge of proposal writing and negotiation skills Knowledge and Experience in CLTS-H, SLTS-H, and DBC Framework; Appropriate skills and experience in the capacity building and training of staff and partners; Experience in budget preparation, timeframe and report writing.
