1 Positions of Technical Co-Ordinator (Pipelaying Section Network Infrastructure Unit) for major project: Towards a Net Zero Impact Water Utility - ensuring Integrated Water Resource Management at the Water Services Corporation 1. The Chief Executive Officer invites applications for the positions of Technical Coordinator for major project Towards a Net Zero Impact Water Utility - ensuring Integrated Water Resource Management at the Water Services Corporation. This position is part-financed by the Cohesion Fund through the Operational Programme I - European Structural and Investment Funds Fostering a competitive and sustainable economy to meet our challenges. Duration of assignment and Conditions 2.1 Selected candidates will enter into a three (3) year assignment as a Technical Co-ordinator for the major project: Towards a Net Zero Impact Water Utility - ensuring Integrated Water Resource Management at the Water Services Corporation. 2.2 The position of Technical Co-ordinator is subject to a probationary period of one (1) year. 2.3 Since this position is time-barred and linked to the completion of a specific task, such constitutes an objective reason in terms of Regulation 7 (4) of S.L entitled Contracts of Service for a Fixed Term Regulations. Salary pegged to the position 3. The salary attached to the position of Technical Co-ordinator is equivalent to the maximum point of Salary Scale 10 less an increment (equivalent to 21,775 in 2018), with attainment of maximum on confirmation of appointment after the probationary period of one (1) year.

2 Duties 4. The duties for Technical Coordinator as listed below apply to all works projects carried out by the WSC. Trenching and pipelaying constitutes a large part of the works projects carried out by the WSC, however WSC works projects are not limited to such. The duties for Technical Coordinator include: a) To supervise and co-ordinate works projects undertaken by the WSC. b) To ensure that the installations of mains, including the execution of the related procedures such as disinfection, pressure tests and CCTV, are carried out to the workmanship skills as necessary. c) To take the responsibility of stock of all water / wastewater pipes and fittings and other related accessories while on site. d) To carry out quality control and assurance on projects. e) To carry out his duties with according to the correct Health and Safety practices. f) To take daily take-offs during the course of works and keep records accordingly. g) To carry out other related duties that maybe assigned on occasions by the Architect / Section Head. h) To drive light vehicles in the course of duties of a Technical Coordinator. A detailed job description is being attached to this document at Annex A. Eligibility requirements 5.1 By the closing time and date of this call for applications, applicants must be: (i) (a) citizens of Malta; or (b) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or (c) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or (d) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or (e) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the Status of Long-Term Residents (Third Country Nationals) Regulations, 2006 or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the Family Reunification Regulations, 2007.

3 The advice of the Department of Citizenship and Expatriate Affairs within the Identity Malta Agency should be sought as necessary in the interpretation of the above provisions. The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue. (ii) (iii) able to communicate in the Maltese and English language; In a possession of an MCAST Advanced Diploma in Construction Engineering within the Civil and Road Engineering stream or equivalent at MQF Level Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements. Moreover, candidates who have not yet formally obtained any of the above-mentioned qualifications will still be considered, provided that they submit evidence that they have been approved for the award of the qualifications in question, or successfully completed the necessary ECTS/ECVETS credits, or equivalent, taken as part of a higher recognized MQF level program of study, as required in the afore-mentioned eligibility criteria by the closing time and date of the call for applications. 5.3 Applicants must be of conduct which is appropriate to the position applied for (applicants who are already in the Malta Public Service must produce a Service and Leave Record Form (GP 47); those applying from outside the Service must produce a Certificate of Conduct issued by the Police or other competent authority not earlier than one (1) month from the date of application and state whether they have ever been in Government Service, giving details). 5.4 Applicants must be eligible to take up their due appointment, in terms of 5.1 to 5.3 above, not only by the closing time and date of this call for applications but also on the date of appointment. 5.5 Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from MQRIC, or other designated authorities, as applicable, as per provisions applicable to this call for applications (see link below). 4 Selection procedure 7.1 Eligible applicants will be assessed by a Selection Board to determine their suitability for the position. The maximum mark for this selection process is 100% and the pass mark is 50%. 7.2 Due consideration will be given to applicants who, besides the requisites indicated in paragraphs 5.1 to 5.2, have proven relevant work experience. 5 ANNEX 1 JOB DESCRIPTION Position: Technical Coordinator Unit: Projects - Networks infrastructure 1. Basic Functions The coordination, supervision and control of the activities and operations related to execution of works projects and quantity surveying. Specifically the jobholder will be responsible for: o working under the overall direction and control of the Architect/Engineer, to achieve the overall objectives and key tasks detailed hereunder; o contributing, coordinating, supervising and managing activities and operations relating to quantity surveying and execution of projects. o Monitoring and control of WSCs teams/contractor deployed on WSC works

Position Objectives To ensure, through control, co-ordination, supervision and monitoring that the functions and key tasks listed hereunder are carried out in an effective and professional manner, in line with the approved policies of the Corporation. Within this framework the principal objectives will include: o adoption of standards for trenching and pipelaying and other works as required; o co-ordination and control of all works from execution, quality assurance and control and the quantity surveying perspective; o in general serving as a Corporate focus for third parties in matters relating to works, projects and surveying. o To develop and maintain constantly improving relationships with customers and third parties. o To relate and liaise with other organizations relevant to the work 3. Duties The duties listed below apply to all works projects carried out by the WSC. Organisational Relationships 4.1 Structural Responsible to the Architect/Engineer or his delegate, Networks Infrastructure Section; o Controls activities and operations falling within the remit of the Networks infrastructure Unit, o co-ordinates his activities with those of others to achieve Corporate goals. o substitutes other Technical Coordinators in their absence. 4.2 Authority The Technical Coordinator has the authority to take any reasonable action consistent with position objectives and responsibilities and subject to any direction given by the Architect/Engineer or his delegate. 4.3 Responsibility The Technical Coordinator is responsible for the required performance of all the above duties and tasks. All this shall be within the constraints of parameters and performance criteria that apply from time to time. 4.4 Accountability The Technical; Coordinator is accountable for all actions and activities undertaken. The performance and effectiveness of the appointee will be gauged by considering the following: o the achievement of set target dates; o the degree of co-ordination with the other staff at the Unit as well as with other sections of the Corporation; o the standard of service provided to Corporate clients; o the level of cost-effectiveness in achievement of results; o the quality of work conducted; o the sensitivity to concepts of cost-effectiveness, environmental protection, water conservation and waste disposal; o initiative and innovation demonstrated.
