1 Job Description Manager of Recreation Job Title: Manager of Recreation Classification: Exempt Department: Recreation Supervisor: Chief Administrative Officer Date: February 6, 2014 POSITION SUMMARY Reporting to the Chief Administrative Officer (CAO) and a key member of the senior management team, the Manager of Recreation is responsible for the development, management and delivery of social, recreation and cultural programs in the community. The Manager also assists directly with customer service, program delivery and recreation marketing where necessary. REPORTING RELATIONSHIPS This position reports to the Chief Administrative Officer. RESPONSIBILITIES Leadership: Direct and control the development, implementation, administration and evaluation of a broad range of social, cultural and physical recreation opportunities for all ages and abilities; Create an inspired and engaged team of people to deliver outstanding recreation programs to a diverse range of individuals and groups from within the community and the Comox Valley; Prepare plans and develop business cases for future facility enhancement; Connect with the community to ensure recreation programming matches the wants and needs of the community; Manager of Recreation 2014 Page 1 of 5

2 Develop short and long-term plans to meet resident and Council needs and desires for recreation services. Communication & Relationship Building Work with a wide range of community groups, School District 71 and social service agencies as well as various levels of government to provide recreation services to meet the needs of Council and the community; Work closely with the Manager of Operations to ensure proper maintenance of all municipal parks and trails, recreation and cultural facilities; Provide information, direction, and advice to other municipal departments, members of the public, the business community and the media; Attend Council and community meetings as required. Prepare reports, briefs, policies, plans and background documentation as required for Council consideration or approval. Ensure that the Chief Administrative Officer is adequately briefed on all relevant matters at all times. Administration: Establish terms of reference for special studies, needs assessments, development of business plans and preparation of public tenders; Ensure, in accordance with the Local Government Act/Community Charter, that Village of Cumberland recreation department matters and policies, practices, priorities and procedures are being observed and carried out; Determine departmental operating requirements, and prepare the annual and capital budgets, authorize expenditures and develop departmental budgetary controls; Identify, prioritize, cost and plan key projects for the year that are reflective of the Corporate Strategic Priorities; Develop public, private and non-profit sector partnering initiatives; negotiate, write and administer contracts and/or leases and issue park use permits for the use of parks and recreation facilities; Write and coordinate grant applications for additional funding sources; Responsible for the overall delivery of recreational and cultural programs and services, including but not limited to tracking of program registration, class lists, attendance lists, evaluation forms, writing correspondence and reports and program/event files, etc; Responsible for ensuring that inventory is maintained for all recreation equipment and supplies; including the identification of repairs and maintenance of facilities; help ensure corresponding materials, supplies, equipment and/or replacements are identified and purchased; Responsible for overseeing the preparation and distribution of marketing materials for recreation programs and events, (including posters, flyers, advertisements and brochures) and for the supervision of the updating and maintenance of recreation material on applicable Village websites. 3 When necessary perform customer service and reception duties including, but not limited to, greeting the public and assisting user groups, responding to telephone and in-person inquiries, facility bookings, program registration, processing Park Use Permits and responding to and recreation department correspondence; When necessary operate cash/point of sale system, including receiving and processing payments, preparing cash receipt entries for deposit and ensuring transactions and end-ofday cash balancing are completed accurately; Employee Development / Supervision: Supervise and direct appropriate staff; plan, schedule and monitor work performance; appraise employee performance, and deal with disciplinary problems. Such responsibilities include administration of collective agreement, policies and procedures; staffing and conflict resolution and the provision of labour relations input; Make recommendations to the Chief Administrative Officer on the Department's organizational structure as the need arises; Support employees growth and development through coaching conversations, employee development reviews and by ensuring training opportunities are provided; Ensure adherence to safety and health standards as outlined in policies, WorkSafe Regulations and the Public Health Act to provide a safe, healthy environment for all who use programs and facilities from preschool to adult. MINIMUM QUALIFICATIONS: Education Requirements: University degree in Recreation Administration or Leisure Services or a related discipline. AND Experience: OR A minimum of five (5) years experience is required in the supervision of recreation and culture staff, and operation of recreation and culture services and facilities. An equivalent combination of education, training and experience. Knowledge, Skills and Abilities: Thorough knowledge of the methods, problems, principles and practices involved in initiating, coordinating, supervising and evaluating community recreation and culture programs and services, including emerging trends in development and programming; Thorough knowledge of laws, rules, regulations, municipal bylaws and policies pertaining to parks, recreation and cultural services; Manager of Recreation 2014 Page 3 of 5

4 Excellent leadership qualities and management skills, including previous experience managing unionized employees. An understanding of labour relations principles and practices (the ability to organize, schedule, supervise, evaluate, and when necessary discipline staff as well as provide labour relations input); Strong knowledge of municipal financial procedures, and the ability to prepare budgets, authorize expenditures and develop departmental budgetary controls; Knowledge of purchasing practices, policies and procedures and their application, including the public tender process; Project management and contract administration skills, including experience negotiating, writing and administering contracts and/or leases; Ability to establish and maintain cooperative relations with representatives and officials of community organizations, regional, provincial and federal governments, educational and public boards and private agencies; Excellent interpersonal and verbal and written communication skills and the ability to deal with staff, Council members, community groups and members of the public in a professional manner; Ability to work varied hours as necessary to meet the requirements for attending Council and community meetings as well as necessary functions and facility events; Thorough knowledge of marketing as it pertains to the promotion of public recreation and culture services and facilities; Effective organizational skills and the ability to prepare and maintain records, reports, correspondence and other materials. Working knowledge of risk management principles and practices as they pertain to parks and recreation; Knowledge of current office procedures and equipment, including Microsoft Office applications (Word, Excel, Outlook) and associated software used in recreation administration; Previous grant writing experience; Volunteer management; Ability to work with minimal or no supervision and exercise independent judgment; and, Knowledge of cash handling procedures. Preference will be given to those individuals who possess additional training and skills with the following: Knowledge in the operation of a variety of equipment used in a recreation setting (i.e. audio/visual, sound systems, recreation equipment). 5 REQUIRED LICENCES, CERTIFICATES AND ASSOCIATION MEMBERSHIPS: Current criminal record clearance The Manager of Recreation is required to provide a satisfactory criminal record check in order to work in this position and is required to report to their supervisor any criminal charges laid against them that may be related to their employment in this position.
