14 Conclusions from the user s perspective Usability: Enormous increase of INSPIRE data in the last months, making cross border mixing and matching possible Extra attention for: Use of Pyramids and Scale factors to provide users information on every scale (also limits data traffic) Harmonisation of look and feel of data services within the INSPIRE themes is a quick win (the real harmonisation is scheduled for 2020) Technical issues: Get Feature Information, bounding boxes, projections, possibility to use external SLDs

16 Concluding remarks Finding and accessing services was not easy Projections caused a struggle Data on the wrong side of national borders Display intervals (zoom levels) Level of details Labelling, Portrayal Legends, Object information + Data is increasingly becoming available through services + Cross-border applications are already feasible

19 INSPIRE 1.0 some issues Data policies Use of licenses requires autentification Move to OpenData to remove this issue User Focus and Data Quality and Harmonization should be strengthened Use of current specifications difficult in some cases (e.g. statistical data) Technology Need for directions (understanding impact of new ICT) Sharing knowledge (tools, best practices, people,..) Consolidate standards and possibly avoid further proliferation Promote new business models Facilitate innovation by making SME work easier (e.g. OpenData)

20 INSPIRE 1.0 unforeseen progress Data models extended to support other policies and applications Increasing number of cross-border initiatives New applications combining INSPIRE data and inspired crowdsourcing data Increased collaboration between MS (not only neighborhood countries) (e.g. sharing cost for sw development) Increasing interest outside Europe to use the INSPIRE Framework (Latin America, Australia,..) SMEs already recognize INSPIRE Benefits Academic sector now considers specific curricula to train future INSPIRE supporters

21 Top Priority: Make INSPIRE working Maintain and upgrade the infrastructure Address issues to make INSPIRE fully operational Following INSPIRE principles of openness and inclusivity (INSPIRE MIG and INSPIRE Pool of Experts) AND ALL OTHERS

23 INSPIRE 2.0 from the users perspective With the current wide availability of services, INSPIRE should: Make a shift from supply- oriented data providing towards demand-driven usability of the data Bridging the gap with other users like domain specialists, app makers, open data community, to increase the value of INSPIRE data services Embracing techniques like the use of SLDs help to increase the usability of services in websites and reports Make software available making the use of INSPIRE services possible for non technical users

24 Recurring requests to the EC INSPIRE Team Remain engaged Promote collaboration Improve Communication Facilitate sharing of tools, best practices and experts Explain INSPIRE benefits Dialogue with other Policy stakeholders to maximize INSPIRE investments and avoid duplication of efforts and parallelisms Pay more attention to cross-border or macroregional initiatives Push industry and standardization bodies to support INSPIRE specifications Promote Innovation Focus on applications INSPIRE challenges (award best apps, best catalog,..)

25 Potential for growth INSPIRE as a model for other policy areas (e.g. Transport, Health, Spatial Planning,..) INSPIRE as a platform for territorial innovation INSPIRE as Public Infrastructure not only beneficial for Public Authorities but also for the Private Sector facilitating development and provision of innovative services Local/Regional SDI are important components of NSDI in particular if a good coordination at Central/Local level exists
