1 A program of Advocacy & Rights Centre Ltd (trading as ARC Justice) ABN , 171 Hargreaves Street, Bendigo, 3550 POSITION: SALARY: HOURS: LOCATION: Community Development Project Worker Tipping the Scales 0.6EFT until March 2020 Terms and conditions of employment are based on the Community Legal Centres Multi-Business Agreement with over award (SCHADS level 4) salary based on qualifications, skills and experience. The benefits include tax-effective salary packaging (up to $30,000 grossed-up per FBT Year) plus access to Accommodation and Meal Entertainment packaging. An additional 3 days ex gratia leave between Christmas and New Year s Day. Employer funded superannuation is paid in accordance with the Superannuation Guarantee (Administration) Act 1992, and is in addition to the gross salary offered. Relocation assistance may be offered for the right candidate hours per week hours per day. Some out of hours work may be required to attend occasional evening and/or weekend events. Flexitime work arrangements are available. Overtime is not payable, but flexitime hours are offered within ARC Justice policy guidelines. The position will be based at the LCCLC office in Bendigo one day per week, and in Maryborough approximately two days per week. The role requires some flexibility to work between offices and attend meetings and activities as scheduled, outside of set working days (subject to flexitime arrangements). The position may engage with other services throughout and beyond the region, occasionally requiring travel outside of normal work hours (also subject to flexitime arrangements) and possible overnight stays away from Bendigo or Maryborough (e.g. Melbourne and Shepparton). 2 KEY SELECTION CRITERIA Essential (Skills, knowledge, experience, qualification and/or training) 1. Demonstrated project coordination experience and familiarity with project planning, monitoring and evaluation frameworks and approaches. 2. Strong stakeholder engagement skills and ability to build relationships and work collaboratively with services, community groups, and local government to align and progress common agendas and goals. 3. Experience working with vulnerable and marginalised clients or community groups and demonstrated understanding community development principles. 4. Data collection and analysis skills, and understanding of qualitative, quantitative and participatory research and evaluation methods. 5. Excellent organisation and time management skills, and ability to work both independently with minimal supervision and collaboratively as part of a small team. 6. Strong written and verbal communication skills. Desirable (Skills, knowledge, experience, qualification and/or training) 1. Experience working with community organisations and an understanding of the community legal or legal aid sector. 2. Experience working with people with lived experience of family violence and/or those who have experienced trauma, and an understanding of the social determinants of health. 3. Experience in policy advocacy and/or developing policies and programs that seek to address inequality and support disadvantaged community members. 4. Knowledge and experience in social media platforms and multimedia. Prerequisites 1. Tertiary qualifications in a relevant field, such as education, social work, community development, public health, public policy or law. 2. Unrestricted Victorian driver s licence. 3. Clear Police record check (concerning offences of dishonesty and personal safety) and obtaining a Working with Children Card.

3 JOB DESCRIPTION COMMUNTIY DEVELOPMENT PROJECT WORKER TIPPING THE SCALES LODDON CAMPASPE COMMUNITY LEGAL CENTRE 1. Organisational overview Loddon Campaspe Community Legal Centre (LCCLC) is a programme of Advocacy and Rights Centre Ltd (trading as ARC Justice). ARC Justice is an independent, not-for-profit, human rights organisation that incorporates the Loddon Campaspe Community Legal Centre (LCCLC), the Goulburn Valley Community Legal Centre (GVCLC) and Housing Justice (HJ). Our programs deliver accessible legal services, tenancy advice and support to those in our community in the greatest need. We deliver community education and advocate for systemic change that enhances the rights of rural and regional Victorians. We recognise that housing and legal issues do not occur in isolation, and we work with local partners to ensure a whole-of-person approach to our work. LCCLC operates primarily in the Loddon Campaspe region (LGAs of Greater Bendigo, Loddon, Campaspe, Central Goldfields, Macedon Ranges and Mount Alexander). LCCLC services include: Legal Assistance (information, referral, advice and casework); Legal Education; and Policy and Law Reform Work. 4 LCCLC provides generalist services and a range of specialist services including: A Health- Justice Partnership with Bendigo Community Health Services Child protection legal assistance services Family Violence legal assistance services Bendigo Student Outreach Service at La Trobe University, Bendigo Campus Tipping the Scales, a Community Justice Partnership in Maryborough Clinical Education Program with La Trobe University law students 2. Community Development Project Worker Role The Community Development Project Worker will work alongside and in collaboration with a designated project lawyer and local partners to deliver the Tipping the Scales (TTS) Project, with responsibility for driving stakeholder and community engagement, project coordination, and monitoring and evaluation activities. The successful applicant will be a collaborative professional with good project coordination and stakeholder engagement skills. They will work under a social determinants and community development framework to deliver activities that address disadvantage and improve community justice and wellbeing outcomes through meaningful community engagement. Tipping the Scales (TTS) is a three-year, place-based Community Justice Project taking place in Victoria s Central Goldfields Shire, centred in Maryborough, with funding support from the Victorian Legal Services Board. TTS aims to increase access to justice for people affected by family violence in one of the most disadvantaged local government areas in the state. The desired project outcomes include: 1. A highly coordinated and networked justice, social and health service system in the Central Goldfields. 2. Capacity within the Central Goldfields to identify and implement priority justice interventions. 3. A clear understanding of how justice-related indicators contribute to the overall picture of well-being in the Central Goldfields and can be utilised to monitor performance and change. To achieve and sustain these outcomes, TTS staff will work collaboratively with local services, community groups and organisations in Maryborough, including the Go Goldfields Alliance. Go Goldfields is a place-based Collective Impact Initiative, facilitated by the Central Goldfields Shire. As a member of the Go Goldfields Alliance, TTS is responsible for leading the Justice and Accountability pillar of the Go Goldfields Family Violence Action Plan (FVAP), and also co-facilitates a Services Development Working Group (SDWG). TTS staff will also work closely with community members, women with lived experience of family violence, and local service providers including the Courts, Victoria Police, Centre for Non-Violence, Maryborough District Health Service, Anglicare and others to identify and address systemic issues and local priorities. The Community Development Project Worker will work alongside and in collaboration with the TTS Lawyer (who is responsible for overall delivery of the TTS Project) and will report to the ARC Justice Evaluation, Learning and Engagement Manager.

5 Project Coordination, Monitoring & Evaluation In collaboration with the TTS Lawyer: Develop, implement, monitor and report on TTS work plans, and coordinate project activities (excluding legal service delivery, which is managed by the TTS Lawyer). Assist with implementation of the TTS monitoring and evaluation strategy, ensuing that project and client data is kept up-to-date, and summarizing data for project improvement and learning. Prepare monthly reports to Go Goldfields, and annual progress reports to the Victorian Legal Services Board. Participate in shared measurement activities led by the Go Goldfields Alliance and identify opportunities for coordination, alignment, and improved information sharing and learning. Supervise and mentor volunteers as required. Community & Stakeholder Engagement Work collaboratively with and build the capacity of community members and other local partners to identify and address priority justice issues in Central Goldfields. Participate in relevant local networks, working groups and forums to progress project goals, identify opportunities for collaboration and alignment, and enhance service coordination. Liaise and build relationships with local health and social services to secure support for legal clinics and integrated services models. Promote justice reinvestment by increasing awareness of access to justice issues and the links between justice, health and social outcomes, using a community development and social determinants of health framework. Justice Advocacy & Systems Strengthening Work with local services and community groups to identify and address service gaps, and to promote system strengthening, coordination and capacity building initiatives. Support the TTS Lawyer at legal clinics and at Court to capture data on legal needs and outcomes to inform the identification of systemic issues and local justice priorities. Work with the TTS Lawyer to develop a Justice Indicator Profile for Central Goldfields Shire. Advocate for the integration of justice indicators in local health and wellbeing measures, and support local partners to collect, collate and analyses justice indicator data to identify priority issues and areas for justice reinvestment. Create opportunities for community members to participate in advocacy and law reform activities. General and Organizational Responsibilities If legally qualified and practising, may on an ad hoc basis provide legal assistance (information, referral, advice and casework) in a generalist legal service in all services modes (e.g. by telephone, face to face, via video conferencing and at advice services). Support the achievement of the ARC Justice and Go-Goldfields Strategic Plans. Adhere to organizational policies and procedures and support the agreed ARC Justice Values and Behaviors. Attend internal staff and planning meetings, supervision and performance review processes, and produce reports relating to work performed as required. Participate in professional development and attend national and local conferences as required. Facilitate the timely and responsible use of grievance procedures to ensure that action is taken when change is required in order for performance to be improved or conflict to be resolved. Occasional travel to Shepparton, Melbourne and other areas as reasonably required. Share general office duties, including administration, as required, and undertake other duties as reasonably required by the Evaluation, Engagement and Learning Manager and/or Executive Officer.
