4 Acordo de Resultados Agreements establishing targets for indicators, actions and commitments to be delivered by the agencies of the State Executive. If a satisfactory performance is achieved, the public servants are entitled to a productivity bonus payment. Individual payments also depend on each team performance within the agency.

19 Individual Performance Evaluation A tool to encourage productivity of civil servants. However, there is a trend towards weaker contracting and assessment, reducing the incentive mechanism. To reinforce the encouragement for productivity at strategic areas and structural projects, public entrepreneurs undergo a rigorous evaluation process.

20 The Public Entrepreneurs Are allocated at strategic positions of the State. Performances are monitored periodically through: an initial follow-up; the Work Plan of the public entrepreneur; frequent monitoring to be completed by the manager's supervisor; continuous self-monitoring. Individual Performance Evaluation

21 Individual Performance Evaluation The Work Plan Comprises: the entrepreneur submits a proposal to the executive coordination of State for Results Program (EpR); the entrepreneur and the EpR negotiate over goals, results and outcomes; COPEP evaluates each public entrepreneur performance and defines his variable payment.

22 Individual Performance Evaluation Evaluations scores (until 2009) Only 35% of the 97 scores were above 80%.
