5 Motivation o Data, if information, i and knowledge are valuable assets for better organizational decision making. Data, information coming from M&E To Measurement, Evaluation & Analysis processes for QA, an integrated M&E strategy is necessary. To assure repeatability and consistency of results among projects, we argue the following three aspects of a M&E strategy should considered at once: ameasurement and evaluation process aconceptual framework that relies on an a conceptual base such as an ontology evaluation methods and tools instantiated from both the framework and process.

6 Motivation o In previous works, we have built: a framework called C-INCAMI (Contextual-Information Need, Concept model, dl Attribute, Metric and Id Indicator), ) based on a metrics and indicators ontology; and thewebqem (Web Quality Evaluation Methodology) methodand its associated tool (C-INCAMI Tool) In this work, wespecify, in anexplicit i and formal way, the M&E process, based on: the terminology used in the ontology and the C-INCAMI components, and the WebQEM underlying activities ISOprocesses.

9 C-INCAMI Framework C-INCAMI provides a domain (ontological) model defining all the concepts and relationships needed to design and implement M&E processes. The C-INCAMI framework is structured in six components (packages), namely: 1. M&E project definition 2. Nonfunctional requirements specification 3. Context specification 4. Measurement design and implementation 5. Evaluation design and implementation 6. Analysis and recommendation specification

12 M&E Process A process prescribes (or informs) a set of phases and activities, inputs and outputs, roles, among other concerns, in order to foster repeatability and reproducibility. Given the ih inherent complexity of the process domain, a process can be modeled taking into account different views, namely: Functional Behavioral Informational Organizational

26 Final Remarks The modeling of these processes contributes to: facilitating the understanding and communication among stakeholders; integrating and formalizing different activities that are it interrelated ltdas nonfunctional requirements specification, context specification, M&E design, analysis and recommendation; reusing the C-INCAMI ontological base easing understandability and interoperability; allowing the instantiation of methods and tools (like WebQEM and C-INCAMI Tool); and fostering the integration with other processes such as testing and quality assurance.
