1 JOB DESCRIPTION Job Title: Work Unit: Responsible To: Responsible For: Job Purpose: Manager Operations (Programming, Performance, Systems) Land Resources Division (LRD) Director, Land Resources Division Program Management: Land Resources Division Number of Direct reports 5 The Manager - Operations (Programming Performance and Systems) is a member of the senior management team of the Land Resources Division and is accountable to the Director. The position is also part of the extended SPC executive management team headed by the Deputy Director-General. The Manager Operations (Programming Performance and Systems) will lead and support work methods and approaches towards the delivery of effective and sustainable development outcomes. S/he will support the Director in strategic planning, staff leadership and will be providing direct oversight on the management of the implementation of the Division s work plans, integrated programming, results-based management, including the development of impact pathways. This position will provide strategic leadership in resource mobilisation and stakeholder relations. Incumbent: New position Date: November 2018 Vision: SPC s Land Resources Division (LRD) provides essential project and program services to Member states in the areas of Plant Genetic Resources, Sustainable Forests and Landscapes, Sustainable Agriculture and Markets for Livelihoods. This expertise is aligned to the countries and territories needs and underpins our common plight to ensure healthy living through food and nutrition security, environmental sustainability and durable resilience. LRD recognises that, in order to achieve these outcomes, it will need to work with other partners in ensuring coordinated action and establishing mutual learning and platforms for building the capacities of the most vulnerable communities in the Pacific Region. 2 Organisation Context: The Manager Operations (Performance Programming & Systems) will support the Director to lead and manage a multi-disciplinary team, in providing quality technical support and capacity building to Pacific Island Countries and Territories (PICTs) across the Division s four key program areas: Plant Genetic Resources, Sustainable Forest and Land Management, Sustainable Agriculture and Markets for Livelihoods. Director Manager Operations (PPS) Resource Economist Planning, Monitoring, Evaluation and Learning Adviser Research for Development Coordinator Information, Communication and Knowledge Management Adviser Programme Advisory (future) Genetic Resources Sustainable Forests and Landscapes Sustainable Agriculture Markets for Livelihood Finance and Administration Adviser Key Result Areas: The position of Manager Programming, Performance/Operations encompasses the following Key Result Areas: Jobholder is accountable for Jobholder is successful when % KRA 1: Programming, Performance & Systems 25% Assists the Director in strategic planning to ensure that the work for the Division meets the needs of SPC members and other Program clients Develops, in consultation with the Director LRD and other senior Program staff, annual work plans and work plan reports for the Division consistent with the strategic plan Develops policy briefs and Operational Strategies to employ services aligned to the needs of the member countries; Develops with Partner organizations Terms of Reference and identifies resources for specialized studies (ex-ante appraisals, specialized studies; ex-post impact studies; resource economics In close consultation with the SPC Principal Strategic Programming Adviser, develops a culture of business planning pursuing a Division activities are implemented according to annual work plans and budgets and key indicators are achieved Clear and well informed policy briefs and strategies applied Cross-cutting themes (gender, youth, climate change) are well embedded in new programme Relevant new initiatives are tabled, explored and implemented in line with strategic objectives IM and KMS that is current and fit for purposes is implemented on time and in budget Programmatic approach runs in an agile and effective way that supports divisional and SPC goals. 3 matrix structure ensuring that projects / initiatives all aligned to SPC & Divisional priorities (vision and mission) and contribute to the SPC Programmatic Design framework Effectively explores and develops integrated programs and partnerships to address issues that concern youth employment; gender mainstreaming; adaptation to Climate Change; Food security; etc. Provides operational guidance and tools to Director and Program Leaders on all aspects of integrated scientific innovative programming support, such as frameworks and concepts, to enable achievement of Divisional strategic goals. Creates a program performance framework that tracks all critical aspects of programme and project performance including outcomes, financials, and donor satisfaction to ensure on time and on budget delivery of outcomes. Works collaboratively with the PMEL advisor to monitor and evaluate division reviews, programs and projects against the Divisional Results Framework to establish the value and potential improvements, moving forward. Coordinates Unit support and service delivery of key service areas of Planning, MEL, Resource Economics, Research for Development, Information Management and Knowledge Management Systems providing data to the programmes to ensure improved strategic planning, implementation and reporting. Areas of Scientific programming are engaged and supportive of integrated programming approach and practice. Integrated programming is successfully undertaken resulting in effective delivery of sustainable development outcomes to PICTs. Transparency and visibility of performance across the Division s integrated programming approaches is achieved and reported on. Cross-functional Engagement Committees are successfully utilised. Collaboration across division is facilitated to support integrated programming. Successful outcomes achieved are reported across the four focus areas. Alignment of LRD s divisional priorities with SPC s overall strategic approach and planning. KRA 2: Leadership and Technical Focus of Department Functions and Services 25% Page 3

4 Provides management and support to technical leaders within the unit. Drives awareness of unit services with clear procedures for effective utilisation. Provides policy responses and strategic solutions to key stakeholders. Develops and maintains an integrated divisional work programme that focuses on technical priority areas of member countries and territories. Supports the Director in fine-tuning and implementing LRD s Vision and Mission and provides policy advice on broader land resource matters in the Pacific Region. Manages the activities of the Division consistent with annual work plans and available funding Implements the SPC staff performance planning and management system for the Division Leadership is provided to support unit technical leaders. Successful outcomes achieved are reported across the focus areas. Data is utilised to aid decision making and planning. All members of staff are clear on the vision, mission and strategic direction of the program and the Division Work plans address the needs of SPC members Annual work plans and work plan reports for the Division are produced on schedule Staff appraisals and performance planning for Division staff are completed on schedule KRA 3: Build and Maintain internal and external stakeholders relationships 25% Represents the Division effectively at national, regional and international forums when required; With the ICKM Advisor, enhances the Division s visibility through joint partnerships with R4D and Development partners in the region (FAO, ACIAR, bilateral donors etc.); Maintains awareness of member country needs through effective relationships with national key stakeholders and clients Develops and maintains close working relationships with other SPC divisions and programs to ensure inter-linkages of services are addressed in a cohesive manner Develops and maintains working relationships with international and regional partners including academic institutions, the private sector and civil society Stakeholders are well informed about LRD s programs Feedback from Member countries are collated and responded to where relevant Well established working relations with other SPC Divisions and partners. KRA 4: Resource Mobilisation 25% Actively participates in the mobilization of resources to enhance LRD capabilities on genetic resources, sustainable forest and land management; sustainable agriculture and markets 4 Livelihoods New funding opportunities for the Division are identified and pursued. 5 Identifies new funding opportunities for the division to maintain current and ongoing activities Oversees development of programs in line with regional priorities to acquire funding approvals for continuing and new activities are sustained and enhanced. All project proposals prepared are of high quality and well informed. Establishes and maintain donor relations and lead negotiations on fundraising Note The above performance standards are provided as a guide only. Work Complexity: Most challenging duties typically undertaken: Working with partners and member countries with different priorities, for an integrated approach towards the objective of sustainable management and development of land resources. Ensuring that the Division with its limited resources is well organised and strategic in its planning and implementation in order to meet the expectations of member PICTs, partners and other stakeholders. Contribute to the delivery of the Division s strategic plan in accordance with LRD Office Procedures Level of Delegation: The position holder: Can endorse commitments and expenditure up to a level of up to $6 million euros as per SPC Thresholds for both core and project funds Is responsible within the limits provided by the manual of delegations, under SPC delegation policies for that level of accountability and responsibility Person Specification: Qualifications Essential: A Master s degree in a relevant field, such as agriculture, science or business administration Desirable: A qualification in project management Knowledge/Experience Essential: Minimum of 12 years management experience in a similar position Project or Program management experience in the areas sustainable agriculture, land management, genetic resources and value chains Demonstrated ability and experience of working with donor and development partners Strong human resource and financial management skills Desirable: Demonstrated understanding of emerging issues relating to food and nutritional security and disaster resilience in the Pacific region Demonstrated networking skills High level of written and verbal communication skills French language Evidence of strategic planning experience and demonstrated resource mobilization skills Pacific region experience and understanding of development challenges Page 6
