1 Job title Salary Hours Base Accountable to Cancer Programme Manager 33,222 to 59,964 (dependent on experience) Full time (37.5 hours per week) Cambridge Director of Transformation ABOUT EASTERN AHSN The Eastern Academic Health Science Network (Eastern AHSN) is one of 15 Academic Health Science Networks (AHSNs) set up and funded by the NHS to spread innovation at pace and scale that will improve health and care and generate economic growth. The Eastern AHSN is a trusted connector, broker and change agent that brings together the NHS, industry and clinical innovators, academics and scientists, local government and the third sector. Focusing on the unmet health needs of people in the eastern region we work in partnership to identify, co-develop, adopt and spread new proven technology and transform services to improve health outcomes for all. PURPOSE OF ROLE Eastern AHSN is committed to building and delivering a high-quality innovation exchange for the region. The innovation exchange is a new initiative, nationally coordinated and locally run, to bring forward some of the most exciting and impactful innovations into the health and care system. This year, Eastern AHSN is focussing on a number of innovation exchange themes one of which is the early diagnosis of cancer. The post holder will be the responsible lead for the early cancer diagnosis innovation exchange and will work with high profile stakeholders to bring the very best developments in cancer diagnosis into the region. The post holder will be responsible for defining appropriate challenge statements, utilising strong stakeholder management skills to ensure sufficient regional buy in, and defining the critical success criteria that will determine how we select and evaluate development projects. Once selected, the post holder will oversee the effective running of the development projects ensuring they have the best chance of successful national adoption and spread. We are looking for someone with the following skills: Senior programme and project management expertise to develop, coordinate and deliver projects on behalf of health and care clients in the region; Strong analytical skills to ensure appropriate definition of challenge statements and success criteria are clearly established;

2 Excellent communication skills to share complex ideas in a clear manner across a wide variety of stakeholders; Experience of delivering large scale improvement using continuous improvement, organisational development, strategy development and transformation methodologies; and, Significant experience of working with executive level stakeholders and sponsors in both commercial and not for profit organisations and experience of reporting progress clearly and effectively, in a timely manner. KEY RESPONSIBILITIES As Programme Manager, the post holder will work as part of a small team responsible for delivering an effective transformational support service to the Eastern health and care system. The post holder will support the relevant Director and their team to ensure projects are planned and managed effectively and lead on their successful delivery through: Acting as innovation exchange project lead to specified projects as agreed with the lead Director; Working closely with health and care teams and innovators in the region, the project manager will be expected to provide hands on support to local delivery as required by the scope of the project and needs of the individual organisations; Prepare and maintain effective project documentation in line with the organisations project lifecycle and agreed project governance including development and maintenance of challenge statements, including the co-production of I statements that support the challenge statements; success criteria, milestones and key deliverables, risk registers, issue logs etc relevant to demonstrator projects; Ensure robust evaluations are completed for each project, including the creation of shared learning material, where appropriate, to enable adoption and spread of new development projects at a national level; Provide support on procurement and the development and implementation of contract management processes to ensure delivery of all externally commissioned work; Responsible for contribution to the team and business reporting functions for projects the post holder leads on, providing information on the delivery of key projects including but not limited to reporting against a defined set of KPIs (process, output and outcomes); milestones and other information as required by the organisations business cycle; Support the development of new projects on behalf of the team through contributing to the development of business cases to fund new activity and bid writing to access external funding sources; and, Lead communications and event activity associated with relevant programmes of work including maximising use of existing cancer networks.

3 Planning and Organisational Skills Use agreed project management methodology to plan and implement project deliverables, ensuring that targets and milestones are met and delivered on time; Contribute to the strategic planning of projects and operational delivery. Identifying interdependencies across projects/functions, potential impacts on the wider organisation, resource requirements and addressing risks as necessary; Prioritisation of workload to ensure all targets and objectives are met despite diverse pressures from a variety of different stakeholders; and, Well-developed Microsoft Office Excel and Project capability. Knowledge The post-holder must be able to work under pressure, deliver within tight deadlines and, consequently, have a flexible/adaptable approach; and, The post holder must be able to demonstrate effective writing skills, bid writing and business cases as a minimum, with meticulous attention to detail and quality assurance skills to ensure high quality outputs. Communication and Relationships Skills Project manage specific projects which will involve developing good working relationships with a number of internal and external stakeholders; Communicate effectively the progress of projects at team meetings and across the wider organisation; Excellent communication skills for presenting complex ideas in a simple and effective manner to a wide variety of stakeholders; Experience of working with the public and / or patient groups on change programmes; and, Work supportively with others to help projects overcome barriers. Analytical and Judgemental Skills The post holder will need to use analytical skills to help providers complete desk top analysis of key programmes; The post holder will develop an overview of performance on the project plans assigned to them along with an understanding of the targets with risk classification and mitigation; Required to possess excellent IT skills, including the use of advanced spreadsheet and project packages to analyse and manipulate large amounts of data and produce user-friendly reports; Identify, analyse, interpret and compare progress on all schemes within their remit; Enable distilled reporting on key risks and mitigations to delivery; and, Use judgement to deliver troubleshooting and recovery activity as required. Responsibility for Financial and Physical Resources Proactively manage the resources assigned to the projects and escalate any resource issues to the Programme leads in a timely manner;

4 To support on the development of innovative business cases as required by project leads; and, Participating in and encouraging developments that improve programme performance. Key relationships and working with others Work in partnership across the organisation to deliver successful outcomes; Coordinate the activities of others in awareness of the role s agenda with specific reference to early cancer diagnosis innovation exchange; Facilitate effective liaison with people at all levels, including NHS England and partner organisations and stakeholders; The post holder will be required to maintain constructive relationships with a broad range of internal and external stakeholders; Participate in relevant internal and external working groups/projects, services and initiatives as appropriate for the role; and, Present information and issues to a wide range of internal stakeholders. 5 Person specification COMPETENCE Qualifications and training: Skills Knowledge Experience ESSENTIAL REQUIREMENTS Degree or equivalent experience Relevant post graduate education being undertaken or completed Evidence of continuous personal development including project and programme management Evidence of using programme methodology for transformational programmes over recent years Ability to develop strong relationships with executive level stakeholders, clinicians and other health and care professionals and patients or patient groups Substantial evidence of the ability to involve teams in analysis of situations and solutions development Excellent written communication skills; able to write clearly and concisely, producing reports and business cases Excellent oral communication, presentation and negotiating skills and is confident presenting to large groups and is able to handle challenge from senior specialist professionals Ability to prioritise, work to, and set deadlines and function effectively under pressure with competing demands Track record of delivery Ability to work on own initiative and as part of a team Advanced skills in Word, PowerPoint, Project, and Excel. Ability to concentrate intensely for long periods of time Extensive experience of monitoring and managing budgets High levels of emotional resilience Effective decision making based on evidence, reason and judgement Highly developed knowledge and understanding of the NHS, including the Five Year Forward View, the work of the patients and communities board and national initiatives such as personal budgets Understanding of innovation and change science, evidence and practice Extensive awareness of strategic challenges facing the NHS (with a working knowledge of Eastern region preferred). Extensive experience in the design, development, implementation and management of change in a complex, political, multiple stakeholder environment Extensive experience (5 yrs plus) in project and or programme management roles, operational and strategic or in campaigning roles Extensive experience of influencing and negotiation with board level personnel A leader by example with a strong sense of quality and equality Politically aware and sensitive to the politics of change and transformation in health and social care with experience in working in politically sensitive environments Experience of working with cancer care professionals, relevant innovators and / or the third sector is desirable
