Job Purpose To assist with the development and implementation of an aligned operational maintenance programme which balances customer focus, quality and cost effectiveness through the principals of effective commissioning and risk based asset management for the County Council s highway asset including maintenance schemes for the county s carriageways, footway and drainage assets to improve their condition and performance alongside a reactive maintenance service. Corporate Responsibilities To ensure that the services are delivered for the benefit of the people of Leicestershire. To be responsible for maintaining effective partnerships and working relationships with statutory, voluntary, private agencies and communities to promote and meet the Council s and Department s services and objectives. To ensure activities are delivered in the most efficient and effective manner as possible. To be responsible for strategic and technical advice to Senior Managers, Members, partners, customers and stakeholders to ensure appropriate communication and dialogue takes place; including writing reports. To support the performance management of services and teams through the departmental business planning process to drive continuous improvement in the delivery of Departmental and Service outcomes; monitoring and reporting on progress as required. 19/01/2018 Page 1 of 5

2 Commissioning and Service Responsibilities 1. To deputise for the Senior Asset Programme Manager as appropriate To assist in the design and delivery of the County Council s highway maintenance programme including collation of evidence, scheme prioritisation, financial and performance monitoring against adopted highway maintenance policy and asset management objectives. To assist with the interface with Providers, management of performance and overall effectiveness of the delivery model against agreed outputs and indicators, recommending corrective action where appropriate. To represent the Department during consultations, public meetings and exhibitions in connection with the development and delivery of the Highway Maintenance Programme. To assist with the strategic allocation of assigned budgets for Highway Maintenance. To assist with ensuring that appropriate and sustainable delivery models are in place, external funding is maximised and is consistent with delivery service priorities. To assist as necessary with any tendering processes in the appointment of approved providers for the provision of services in alignment with the department s commissioning strategies. To help with the identification and contribute to the development of supply markets to support the operational commissioner for the service. To take a lead role in the programme management and strategic prioritisation of the County Council s highway maintenance programme. To assist (and lead where appropriate) the planning and development of major highways maintenance projects including both the County Council and third party funded schemes, from scheme concept through any necessary funding bids to full scheme approval and support during construction. To support the strategic commissioning of relevant asset and highway programmes and services, including joint commissioning with other agencies and departments. As a dutyholder representing the LCC you must ensure compliance with the Construction (Design & Management) Regulations 2015 (CDM) to ensure all projects are carried out in a way that secures health and safety. Assist with defining the requirements for business systems, data collection, reports, and information analysis to ensure control of the business area and effective delivery and monitoring of the maintenance programme against policy objectives. To participate in recruitment, induction, training and development programmes to help develop the service and ensure it has the skills it needs to deliver its forward programme. 19/01/2018 Page 2 of 5

3 Special Factors The nature of the work may involve the jobholder carrying out work outside of normal working hours. The nature of the work may involve the jobholder carrying out work at different locations than their designated base. The post holder may be required to attend, from time to time, training courses, conferences, seminars or other meetings as required by his/her own training needs and the needs of the service. 4 Department: Job Title: Environment and Transport Grade: 11 Post Number: Service/Section: Highways and Transportation/Asset and Major Programmes Qualifications: A degree in an appropriate subject or equivalent qualification (e.g. BTEC Higher in Civil Engineering) OR equivalent demonstrable work experience in highway infrastructure delivery or project management Evidence of continued learning and development Experience: Working in an engineering setting, in relation to design, project management, maintenance or administrative processes Preparing project management documents for project boards or technical project reports Working in a commercial environment and delivering projects to time, quality and cost Supporting the successful commissioning of work packages/briefs within internal and/or external provider arrangements. Collection of and/or analysis of highway relevant data e.g. condition surveys, traffic counts, customer queries to support scheme commissioning Working with key stakeholders to deliver outputs and outcomes. Essential Knowledge: How the use of systems, aligned to business processes, can support the management of efficient and effective services. Of current legislative requirements, governance and relevant policies and procedures associated with Highways and Transport Legislation.
