1 Fairfield City Council Job Details Job Title: Grade: 5 Reports to: Position Number: Asset Manager Civil and Built SP0076 Date: 1 June 2015 Position Purpose/Job Summary Fairfield City Council has adopted an Asset Policy, Strategy and Asset Plans as part of the implementation of the Local Government Integrated Planning and Reporting Framework (IPR). This strategic asset management ensures that the resources are in place to maintain Councils infrastructure assets to an agreed standard which is set through community consultation. The is responsible for the management of Council s infrastructure assets efficiently and effectively to minimise the life cycle costs of assets, minimise Council liability and to provide acceptable service levels to asset users within funding available. The position is responsible for the updating and maintenance of Council s asset management systems that facilitate the effective and efficient flow of information for improved decision making within Council. The position supports the Asset Manager- Civil & Built and City Asset team to improve upon and maintain the integrity of the Council s asset management system. This position undertakes a variety of asset management activities including (but not limited to) data collection, register updates, condition inspection & assessment, risk assessment, asset handover, scenario modelling, process auditing, production of renewal programs, research and report generation. The position is responsible for achieving an environment of continuous improvement by embracing Total Quality Systems and applying them to the section s activities.

2 Knowledge, Skills, Qualifications and Experience required Qualification Tertiary Qualifications in Civil Engineering, asset management, or other qualifications relevant to the position and some relevant experience in Asset or lesser formal qualification and substantial relevant experience. Current Class C Drivers Licence. Experience & knowledge Experience in maintaining and updating asset management systems, maintenance management systems and other asset databases for various asset classes including (but not limited to); roads, stormwater drainage, parks and buildings and maintaining the integrity of the system. Demonstrated experience in undertaking and/or managing condition assessment activities. Demonstrated experience in implementing asset management improvement plans. Experience and knowledge in construction and maintenance of infrastructure assets and engineering materials (e.g. concrete, asphalt, steel, timber etc.), their associated modes of failure & methods to promote asset longevity. Knowledge and experience in developing effective maintenance and renewal programs of infrastructure projects Ability to carry out Whole of Life costing on assets assessment on existing assets and in the evaluation of major capital upgrade and new work proposal. Good knowledge and experience in the use of Geographic Information Systems Knowledge in the application of analytical, creative thinking and problem solving skills with the ability to identify the critical issues and initiatives. Well-developed communication skills (oral and written) with the ability to present concise and accurate information on matters affecting the asset branch functions. Knowledge and commitment to Work Health and Safety legislation and Equal Employment Opportunity principles. Demonstrated ability to work in a team environment. Sound knowledge of asset management principles and practices as they relates to local government Key responsibilities 1. Update and maintain Council s Conquest Asset (AMS), Pavement System and other asset registers for Council s Infrastructure assets 2. Provide assistance to City Assets staff in the use and operation of Conquest Asset System, MapInfo and other systems such as computerised maintenance and financial system as required and directed by the position supervisor. 3. Undertake and/or manage condition assessment activities for Council s infrastructure

3 assets including roads, drainage, parks and buildings. 4. Undertake/support the Asset Manager Civil and Built in scenario modelling on the basis of asset condition, functionality, criticality and asset adequacy to determine the best level of service that can be provided for a given level of funding, and produce twenty year financial profiles of funding requirements for a range of service levels. 5. Assist in the development of best practice Asset Plans by providing timely and accurate asset information; reports, trends, data analysis and recommending options for treatments including external statutory reporting (such as Special Schedule 7 and Grant Commission Report) 6. Carry out Whole of Life costing assessment on existing assets and in the evaluation of major capital upgrade and new work proposal. 7. Ensure As Built drawings and data from the Council s construction and maintenance areas and developers is validated and accurately captured into the Conquest AMS and MapInfo (GIS) for all asset classes including roads, buildings, stormwater drainage and open space infrastructure. 8. Assist to develop, prepare and review policies, standards, specifications, and procedures for the of infrastructure assets; 9. Develop and maintain the unit rate library for all items in relation to civil and built assets that are used for the estimate of maintenance, renewal and revaluation of infrastructure assets 10. Develop short and long term maintenance and renewal works program for infrastructure assets as directed by the position supervisor (10 year/4 year and annual). 11. of the efficiency of Councils Street Lights which are owned and operated by Endeavour Energy. This includes directing any service requests to the asset owner, providing reporting mechanisms via Councils website, checking maintenance invoices (SLUOS) from the provider, review of proposed lighting upgrades and optimising the network benefits for Council. 12. Perform other duties as directed, within the skills and capabilities of a position at this level, directed by the position supervisor which will ensure the correct level of support is being provided in all service delivery areas of the Civil & Built Branch. 13. Use Corporate IT Applications/Systems, ensuring compliance with Council standards and policies, to facilitate achievement of required outcomes. 14. Comply with the requirements of Council s Work Health Safety System (WHSMS) and fulfil relevant WHS responsibilities as per WHS Responsibilities, Authority and Accountability Guideline whilst employed by or acting on behalf of the Council 15. Comply with the reasonable requests and directions of management whilst employed by or acting on behalf of the Council. This includes undertaking other task or duties that may be allocated from time to time

4 16. Comply with Council s Code of Conduct, policy and procedures whilst employed by or acting on behalf of Council 17. To be aware of sustainability and demonstrate that social environmental, economic and governance issues have been considered and adequately addressed in all planning, decision making and operational procedures. Reporting Relationships Direct: 2 (Asset Officers Grade 4) No. of Indirect: Nil Key Relationships Internal Communicating with Manager - City Assets Asset Manager Civil & Built Asset Manager - Open Space and Facilities Asset Manager - Property Nature of Communication General information relating to asset management system and process, maintenance and renewal program, future funding level etc. Liaise daily regarding all matters relevant to department. Consultation regarding Technical, Logistical and Programming issues as required. Key Relationships External Communicating with Contractors Community Nature of Communication Regularly contact, upon request for work, design and/or technical advice, capital works, or supply. As required to respond to enquiries about work being conducted or maintenance programs.

Position Dimensions Revenue Nil Delegations - TBA Budget $135,000 ( Street Lighting upgrade) Decision making Authority & Accountability The City Manager authorises you to take the actions required to make your workplace safe and to fulfil your WHS responsibilities in WHS The role has a degree of autonomy and is expected to develop their own work plan in consultation with the position supervisor. Outcomes must be aligned to meet overall service levels within an agreed timeframe with an expectation of quality delivery. Work Plans are reviewed to meet operational needs annually through the development of Individual Work Plans. Decisions regarding change to work practices or policies are to be carried out through consultation with the appropriate personnel/departments. The position is accountable for the effectiveness of the program or function to the satisfaction of the position supervisor and Asset Manager (Civil and Built). Problem Solving Develop and implement in consultation with Councils Infrastructure Operations maintenance schedules in line with approved Council service standards and in consultation with the direct customer. Develop effective relationship with all clients. Implement continuous improvement to meet the client needs and to assist to develop Council s Asset Plan for its infrastructure assets. Competencies Performance in this role will be assessed on 6 core competencies that apply consistently to all jobs within Council. Each year performance criteria including 6 relevant job specific competencies (identified in the Job Specific Skills Dictionary) and an Individual Work Plan will be negotiated and established in consultation with your manager.
