1 DESCRIPTION OF INTENDED SINGLE SOURCE PURCHASE (PUR 7776) AGENCY: Department of Children and Families TITLE Leadership Challenge Leadership Practices Inventory 360 Online Short description of the commodity or service desired: An online system that will securely administer the Leadership Challenge Leadership Practices Inventory 360 (LPI 360) (created by Kouzes and Posner) online, allow administrators to manage electronic administration of the LPI 360 to participants for the principal leader and their direct reports, direct supervisor, and peers' feedback. System must also supply unique access passwords and usernames to each participant and their observers, group participants categorically, and generate detailed reports based on the full range of 360-degree data for each participant and his or her direct reports, direct supervisors, and peers. The system must be secure, automated, and online. Once an assignment is created, Administrators may retain responsibility for all administrative duties related to the assignment, may temporarily share some or all of the administrative responsibilities of this assignment with another administrator, or may permanently transfer all future administration of this assignment to another administrator. If it is determined in writing by the agency, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, the agency shall: 1. Provide notice of its intended decision to enter a single-source purchase contract in the manner specified in s (3) FS, if the amount of the contract does not exceed the threshold amount provided in s for CATEGORY FOUR. 2. Request approval from the Depamnent of Management Services for the single-source purchase, if the amount of the contract exceeds the threshold amount provided in s for CATEGORY FOUR. If the Department of Management Services approves the agency's request, the agency shall provide notice of its intended decision to enter a single-source contract in the manner specified in s (3), FS. Sheldon Secretary Purchase and Product Description The Leadership Practice Inventory 360 Online (LPI) is a web application designed to electronically administer the LPI. With this system: - Leaders (participants) and Observers (participants' direct reports, colleagues, and supervisors) are easily tracked and securely managed through unique username/passwords for every individual leader and each observer. - Assessment responses are accurately recorded. - Scoring is automated. - Feedback reports can be generated immediately and are accessible from any web-enabled corr~puter Using the LPI Online web-based system, an LPI Administrator creates an LPI 360 assignment, establishing due dates, customizing the content with essay questions, as appropriate, and designating an individual Leader to the task of completing the assignment. The LPI Self assessment is completed by the Leader, while the LPI Observer is completed by others invited to participate in.this process by the Leader. Observers typically include managers, direct reports, co-workers, or others with direct experience of the individual in a leadership role. Each assessment contains 30 statements describing specific leadership behaviors, rated on a 1 to 10 point frequency scale, and takes approximately minutes to complete. Product Background with DCF The Leadership Challenge and its Leadership Practices have been adopted by the Department of Children and Families as a leadership model that is both well-founded and appropriate for our needs. We have at this time placed nearly 200 leaders through the program including our executive staff, and will cascade the model throughout the layers of the organization. Because the LPI is the only instrument that measures the Practices defined by this model, it is a necessary component to build the critical mass that will implement the Leadership Challenge throughout our organization state-wide. Use of any other instrument would negate previous use of the Leadership Challenge model by measuring elements not of interest, and would null the validity of any work with both models Winewood Boulevard, Tallahassee, Florida

4 LPI Sole-Vendor Justification John Wiley & Sons is the sole source vendor of the Leadership Practices Inventory Online. They hold copyright on this proprietary program and all related materials. The data generated by their report provide a unique, comprehensive 360" feedback package for each participant with measures of Jim Kouzes and Barry Posner's five Leadership Practices from the Leadership Challenge Workshop. The LPI Online is property of John Wiley & Sons and is incomparable to any other 360" feedback program as it is the only product that measures the specific Leadership Practices identified by the Leadership Challenge Workshop.
