1 Vacancy #: CALL FOR PROJECT ADVISOR TERMS OF REFERENCE Non Proliferation and Arms Control Agreements Programme Enhancing implementation of UNSCR 1540 (2004) and other relevant international instruments General Information: Project: Title: Duty station: Duration: Type of contract Strengthening Implementation of UNSCR 1540 (2004) in Latin America and the Caribbean Project Advisor Lima, Peru 10 months, starting first quarter 2019 until 31 December 2019 (with possibility of renewal contingent on funding) Individual Contract or Service Contract Summary of main services to be provided: Provide technical, administrative and logistical support to ensure the smooth and proper functioning of all activities related to the project Strengthening Implementation of UNSCR 1540 (2004) and assist in relevant project-related tasks, under the direct supervision of the project leader. Background: The in Latin America and the Caribbean (), as the operational arms of the UN Office for Disarmament Affairs (UNODA), is mandated to provide substantive support for the initiatives and other activities of the Member States of the Latin American and Caribbean region for the implementation of measures for peace and disarmament, and for the promotion of economic and social development. s technical assistance for the implementation of United Nations Security Council resolution 1540 (2004) and other international non-proliferation instruments aims to: Strengthen the capacity of Latin American and Caribbean Member States to implement UNSCR 1540 (2004) and other related resolutions and instruments; Modernize the national legislation and policy frameworks for Latin American and Caribbean States; Enhance the national and regional momentum to engage in focused and sustained dialogue on non-proliferation issues from a legal perspective; Enhance the implementation of strategic trade controls of chemical, biological, radiological and nuclear (CBRN) agents and their means of delivery;

2 Contribute to more effective legislative and regulatory infrastructures to deal with the proliferation and trafficking in WMDs, their means of delivery and related materials; and Strengthen law enforcement capacity to regulate arms controls. Duties and Responsibilities Under the supervision of the Non-Proliferation and Arms Control Agreements Programme (NP-AC) Coordinator, the incumbent will: Support UNSCR 1540 project implementation (65%) Lends support to the organization and delivery of various projects and programmatic activities and components, such as: trainings, roundtable activities, seminars and workshops on topics related to the 1540 project. Assists the NP-AC Coordinator to identify capacity-building and technical needs and undertake capacity-building activities at a national and sub-regional level related to disarmament and non-proliferation instruments and arms control; Supports planning logistics and implementation of fact-finding and other missions to countries within assigned project; Supports the Coordinator in preparing detailed annual workplans, including project and programme budgets; and Undertakes basic research and maintain up to date knowledge of tools and events related to non-proliferation issues. Draft reports, briefing materials and other related documents (15%) Contributes to the preparation of briefing material, background documents, talking points, graphs and correspondence related to 1540 project implementation, relevant reports, including donor reports, mission reports and after-action reports; Supports the creation and/or updating of communication material and tools relating to the project; Participates in the elaboration of communication tools related to the project; and Contributes to the preparation of narrative and financial reports. Building and Maintaining Partnerships (10%) Maintain contacts with project focal points, other sectors of the UN and other organizations on coordination matters. Performs other related duties as required by the Director and/or 1540 Project Coordinator (10%) 1. Required Skills and Experience Work Experience: Minimum 3 years of professional experience and project management experience in security-related areas at the national or international levels;

3 Experience in project field management within multidisciplinary or multinational teams is desired; Knowledge of disarmament and non-proliferation instruments and arms control instruments pertinent to UN Member States of the region would be an asset; Knowledge or experience working on issues related to the UN 2030 agenda and SDG framework, specifically SDG 16 and cross cutting gender issues, considered an asset. Work experience would be an asset; and Working experience with the United Nations and/or other international organization would be an asset. Education: Master's degree or equivalent in one of the following relevant fields: international relations, political science, law, public administration or other relevant field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. Languages: Complete fluency in written and spoken English is required. Working level of Spanish is required. Intermediate level Spanish desired (ability to read and respond to s is required to operate from within headquarters). Professional fluency in Spanish/ proven record of working in Spanish-speaking environment a distinct advantage. This will be tested during the interview.

Professional Writing Sample 10 Samples may be submitted in either Spanish or English and will be evaluated qualitatively. Technical Criteria Part B 40 The interview will be carried out by a panel. Each question will have a maximum score, which will be evaluated qualitatively by each member of the panel in relation to the performance of the candidate.
