1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT UKRR Humanitarian Affairs Specialist The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. Ability to conduct research, including ability to evaluate and integrate information from a variety of sources and assess impact on the humanitarian rights situation in assigned country/area. Ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery); ability to provide guidance to new/junior staff. Living Conditions Kyiv, Ukraine security risk level is low. The security situation within Kyiv is calm in most areas. Risks to personnel are reduced by adherence to UN security guidelines, instructions and mitigating measures. Crime rate causes some cause for concern. 2 Assignment Details Assignment Title Humanitarian Affairs Specialist Organizational Context & Project Description Entering its fifth year, the armed conflict in the Eastern Ukraine continues unabated, and grave protection concerns, loss of life, limited access to services and benefits, and protracted internal displacement continue shaping the daily lives of over 4.4 million conflict-affected men, women and children. Comprehensive 2018 Humanitarian Needs Overview (HNO) identifies that of the 4.4 million people affected, over 3.4 million Ukrainians are in need of assistance and protection. Humanitarian organizations continue to face significant challenges on the ground, including access restriction and persistent underfunding. Since establishing country presence in Ukraine in 2014, OCHA has played a catalytic role in ensuring effective and principled delivery of humanitarian assistance to millions of people in need on both sides of the contact line. OCHA s core functions are: Coordination: OCHA strives to improve the effectiveness of humanitarian response through introducing and facilitating various operational coordination mechanisms. Information Management: OCHA collects, collates, analyses and shares critical evidence-based information to inform decision making. Advocacy: OCHA actively advocates with various stakeholders, including parties to the conflict and affected communities on critical issues affecting humanitarian operations. Humanitarian financing: OCHA organises and monitors humanitarian funding. Humanitarian policy: OCHA provides guidance and clarity on humanitarian policy. Specifically, the Coordination Unit works to improve the timeliness and effectiveness of humanitarian response by ensuring greater predictability, accountability and partnership. The Unit serves as an engine for inter-agency/inter-cluster coordination mechanisms driving operational and technical coordination; facilitates inter-agency consolidated planning and appeal process; monitors the state and progress of humanitarian response to people in need; promotes and facilitates humanitarian response preparedness efforts; and provides secretariat support to the leadership of the Humanitarian Coordinator and the Humanitarian Country Team (HCT). The Unit works hand-in-hand with Information Management and Public Information/Reporting Units under the day-to-day guidance of the Deputy Head of Office/Inter-Cluster Coordinator. Sustainable Development Goals 17. Partnerships For the Goals Task description Under the direct supervision of Humanitarian Affairs Officer, the incumbent will undertake the following tasks: 16 Jan 2019 Page 2 of 6

3 Assist in monitoring, analysis and reporting on humanitarian developments, disaster relief/management or emergency situations in Ukraine; Assist in the follow-up work in support of the Inter-Cluster Coordination Group (ICCG) and the HCT, including providing secretariat and administrative support in meetings and events, including minutes taking, etc; Assist in the production of a consolidated humanitarian response planning and monitoring; Assist in the organisation of field missions when required; Assist in the preparation of various written reports, documents and communications, e.g. briefings, presentations, correspondence, talking points, etc.; Participate in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters as assigned; Assist in compiling, collating, verifying and triangulating of data/info for the drafting of OCHA regular information products in English, Ukrainian/Russian in collaboration with Public Information/Reporting Unit; Encourage, mobilize and support co-workers, fellow UNVs and local communities to play an active part in the development of emergency response tools and strategies on a voluntary basis; Initiate / participate in local volunteer groups, including assisting them in submitting stories and experiences to the World Volunteer Web site; Discusse with the supervisor on how volunteerism for development of emergency preparedness and response tools and mechanisms can be mainstreamed throughout the assignment and aims to integrate relevant activities into work plans; Perform other duties as required. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs The Coordination Unit of OCHA Ukraine is fully supported to ensure that it performs its secretariat roles in an accountable manner, including timely production of accurate situational update and monitoring; and timely follow-up of identified priortity actions of the ICCG and the HCT, etc. A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed. The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed Qualifications/Requirements Required Degree Level Education - Additional Comments Master degree or equivalent Advanced university degree (Master's degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field. 16 Jan 2019 Page 3 of 6

4 A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. Required experience Experience Remark 24 months Experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area. Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is desirable. Language Skills English (Mandatory), Level - Fluent AND - Ukrainian (Mandatory), Level - Fluent AND - Russian (Mandatory), Level - Fluent Area of Expertise Emergency response, immediate relief operations, and post-conflict humanitarian aid operations Mandatory Crisis and conflict prevention, mitigation, resolution and reconciliation Optional Area of Expertise Requirement Institutional mandates, policies and guidelines pertaining to humanitarian assistance and humanitarian organizations is an asset. Knowledge of a range of humanitarian assistance, emergency relief and related humanitarian issues, including approaches and techniques to address difficult problems. 5 Conditions of Service: The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; 16 Jan 2019 Page 5 of 6

6 - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
