3 TENDER NOTICE Director, CSIR-CLRI, Chennai invites sealed tenders from registered and experienced training organizations who have executed similar works satisfactorily during the last 05 years either in CSIR or in Government Departments / PSUs / reputed private organizations for the following work at CLRI, Chennai. Sl. No. 1. Name of work Engagement of external agency for Soft Skills / Leadership Training Programme at CSIR-CLRI The training organizations should have executed similar nature of work satisfactorily in CSIR or in Government Department / PSUs / Reputed private organizations. The prospective tenders may satisfy themselves about the requirements by visiting the institute on any working day (Monday to Friday) between 9.30 a.m. and 4.00 p.m. before submitting their tender. Sealed tenders superscribing the Name of work and Tender Opening date on the envelope, should reach the Section Officer E.IV, Central Leather Research Institute, Adyar, Chennai latest by p.m on which would be opened on the same day i.e at p.m in the presence of tenderers or their authorized representative, if any present. Tender documents can be downloaded from CLRI website during the above period. Tenders received after the appointed time and date, whether sent by post or delivered in person will be summarily rejected. CSIR-CLRI may issue addendum(s) / corrigendum(s) to the tender documents. In such case, the addendum(s) / corrigendum(s) shall be issued and placed on CSIR-CLRI website atleast three days in advance of date fixed for opening of tender. The bidders who have downloaded the tender documents from website must frequently visit the website and ensure that such addendum(s) / corrigendum(s) (if any) is also downloaded by them. Such addendum(s) / corrigendum(s) (if any) shall also be submitted, duly stamped and signed, along with the submission of the tenders. Any tender submitted without addendum(s) / corrigendum(s) (if any) is liable to be rejected. Director, CLRI reserves the right to accept or reject any or all the tenders without assigning any reason thereof and his decision shall be final and binding. Page 3 of 7

4 TERMS OF REFERENCE (TOR) FOR SOFT SKILLS / LEADERSHIP TRAINING PROGRAMME 1. Description of Assignment Soft skill / Leadership training programme needs to carried out for Ethiopian nationals at Chennai and or Ethiopia. 2. Procuring Entity s Organisation Background CSIR-Central Leather Research Institute (CSIR-CLRI), a constituent laboratory of Council of Scientific & Industrial Research (CSIR) is engaged in pursuing various national and international projects. For more details on the activities of CSIR-CLRI, please visit the website 3. Assignment Background CSIR-CLRI had been handling capacity building projects in Ethiopia. Leadership training programmes are being carried out as a part of these projects. The assignment would require the conductance of Soft skill/leadership Training programme in Chennai as well as in Ethiopia. This notification is issued to invite expression of interest from the organizations engaged in providing leadership training. 4. Statement of Purpose/Objectives This assignment is on training programme for induviduals from Ethiopian orgaizations. The programme is intended to create and share an understanding of the principles of leadership and effective people management; provide insight into strengthening the soft skills and leadership skills of participants; as well as to build participants team leadership skills. 5. Statement of Assignments Outcomes The Service Provider shall provide following deliverables: The detailed work plan, training schedule, training materials and resource mobilization for the program Report on Leadership program in with all relevant information including list of participants, resource materials, etc. 6. Detailed Scope of Work and Time-lines Scope and duration of the training programme to be conducted in Chennai and Ethiopia are provided below. Page 4 of 7

5 6.1 Leadership Training Programme in Chennai Duration: 2 weeks (maximum 10 working days) Topics such as Leading Self & Motivation, Team Building, Harnessing The Power of Thoughts, Emotional Intelligence, Vision, Improving Memory & Present Moment Awareness, Effective Communication Skills, Leadership Development & Goal Setting, Public Speaking I Presentation Skills, Stress Management & Managing Emotions, Interpersonal Skills & Building Rapport, Creativity & Innovation, Time Management & Personal Effectiveness, Decision Making & Problem Solving etc Schedule wise topics to be covered may be indicated 6.2 Leadership Training Programme in Ethiopia Duration: 5-6 weeks (covering days per batch) Schedule wise topics (from list indicated in 6.1) to be covered for 5days may be indicated Travel (Air ticket Indian City Addis Ababa Indian City), Visa actuals will be covered as a part of the assignment initally to be borne by the training organization themselves Travel at Addis Ababa related to training to be covered by the Ethiopian Institute 7. Team Composition and Qualification Requirements for the Key Experts The training organization should: Have good experience in conducting leadership training programs Have proven work experience in handling soft skills/leadership training programme with private sector, government agencies Leadership Training Programme in Chennai: Training organization may cover the programme by 2-3 key experts. The bio-data of the experts who will be covering the programme in Chennai may be provided. Bio-data may cover on the aspects of qualification, experience and particularly their expertise in handling soft skills / leadership training programmes. Leadership Training Programme in Ethiopia: The training programme at Ethiopia needs to be covered by two trainers. The training organization may provide a potential list of trainers who will cover the programmes. Training organization may cover the programme by 2-3 key experts. The bio-data of the experts who will be covering the programme in Ethiopia may be provided. Bio-data may cover on the aspects of qualification, experience and particularly their expertise in handling soft skills / leadership training programmes. Page 5 of 7

Deliverables, Reporting Requirements and Time Schedule for Deliverables Report on the conductance of training programme containing details of the candidate with pre and post training assessment should be submitted immediately after the completion of the programme. Payment will be made based on the submission of the report. 9. Factors to be considered for Financial Proposal 9.1 Leadership Training Programme in Chennai Training Organizations are expected to provide financial proposal taking into account of Charges for training, Travel & Accommodation for trainers, Training materials & Applicable taxes Training venue will be at CSIR-CLRI, Chennai. Arrangements for hall, seating, projection facility and refreshments will be the responsibility of CSIR-CLRI. 9.2 Leadership Training Programme in Ethiopia Training Charges (with breakdown) may be indicated in INR for one month programme. The following aspect may be considered for charges o Manmonth per person per month for two trainers (Intellectual fee, boarding, lodging all inclusive). Actual payment may be made on prorate basis (ex., for 45 days at Ethiopia would be accounted as one and half month) o Travel (Air ticket Indian City Addis Ababa Indian City) and Visa charges o Travel at Addis Ababa, related to training will be covered by the Ethiopian Institute 10. Proposal Submission CSIR-CLRI invites technical and financial proposals from qualified organizations to implement the assignment. The proposals should include detailed methodology, a cover letter/motivation letter explaining why they are the most suitable for the work, and a detailed budget. Technically and financially qualified organization/s shall be empanneled and contract will be awarded as an when the actual programme is scheduled. The empannelment of organization is proposed to be valid for a period of one year and may be extended for another one year on same terms & conditions subject to satisfactory performance. Page 6 of 7

7 GENERAL INSTRUCTIONS TO BIDDERS 1. The training organizations must be registered with GST and have valid PAN Number. Copies of GST, PAN Card must be attached. 2. The firm must have carried out Soft Skills / Leadership Training Programme in the last 05 years either in CSIR or in Government Departments / Public Sector Undertakings / reputed private organizations, Copies of the orders with above firms / clients with their contact numbers, addresses and contact persons must be attached with the Technical Bid. Letters of appreciation, if any from such firms/clientele may also be enclosed. Copies of the Balance Sheet for the last five years to be attached in the Technical Bid. 3. Bidders who do not meet the qualification criteria or who submit bids not substantially responsive to the bidding documents will be rejected. 4. The prospective tenderers may satisfy themselves about the requirements by visiting the Institute on any working day (Monday to Friday) between 9.30 a.m. and 4.00 p.m. before submitting their tenders (Contact Person: Dr. B. Madhan, CSIR-CLRI, Phone No / ) 5. The tender should be sealed and shall be addressed to The Director, Central Leather Research Institute, Adyar, Chennai and shall indicate the tender number and due date. The tender must reach this office preferably by submitting the same in the Tender Box earmarked for the purpose in E-IV (General & Works Section in II floor main building). If the outer envelope is not sealed and marked as required, CLRI will assume no responsibility for the bid s misplacement or premature opening. 6. The bid must be submitted as per the deadline detailed above. Any bid received in CLRI after the deadline will be rejected and returned unopened to the bidder. 7. GST, TDS & TDS on GST would be deducted as per extant rules. 8. The Contractor shall execute an agreement on a Non-judicial stamp paper worth Rs.100/- before taking up the Contract, agreeing to abide by all the terms and conditions mentioned therein. (Model format enclosed). 9. Last date for receipt of tenders in the office of the Section Officer E.IV, Central Leather Research Institute, Chennai is p.m on and the tenders will be opened on the same day at p.m in the presence of the tenderers or their authorized representative, if any present. 10. The Director, CLRI, Chennai , reserves the right to accept or reject any or all the tenderers without assigning any reason whatsoever and his decision shall be final and binding on the Contractor. 11.
