1 Job Description Job Title: FLSA Status: Salary Range: Performance Area: Department: Supervisor Title: Director of Capital & Building Projects and Facility Operations Exempt Director Finance and Operations Capital & Building Projects and Facility Operations Deputy Superintendent of Finance and Operations Position Summary: Provide leadership to and direct and manage the functional areas of Capital Projects, Facility and Grounds Maintenance and Operations, Energy Management, Real Estate and Capital Planning. Essential Functions and Tasks: Develop and maintain a five-year Capital Improvement Plan to support the program delivery needs of Oakland Schools and improve the function and aesthetics of the facilities. Serve as the owner s representative to capital construction projects and assure the complete implementation of approved plans. Administer all real estate property matters, contract services and intergovernmental agreements within assigned functional areas. Frequently perform on-site reviews of construction activities and provide periodic progress reports for all construction projects. Provide recommendations to the Board of Education for Capital Improvement Projects and programs, including contingency fund requests. Participate in the review of all capital project submittals. Effectively manage capital projects, including review of architectural engineering drawings and specifications. Ensure that proper documentation has been prepared and that all relevant code and applicable regulations are met. Approve change orders pursuant to applicable board policy and administrative rule. Review, evaluate, develop and recommend comprehensive plans for preventive maintenance, custodial operations, energy management, security and the efficient overall operations of all Oakland Schools facilities to include the integration of security programs, building life safety and automation systems and environmental management. Develop standards for maintenance and testing of equipment and machinery. Develop standards for uniformity of furniture, equipment, etc., and work with Technology Services to integrate uniform standards for technology. Ensure the frequent inspection of all properties for safety hazards and ensure compliance with applicable legal requirements. Provide for the periodic inspection and condition assessment of all structures, grounds, parking lots, mechanical systems and equipment. Provide leadership and effective management of the facility maintenance and operations staff and contractors.

2 Job Description Job Title: Utility Light Maintenance 50% Evening Security 50% FLSA Status: Non-Exempt Salary Range: Market Range 1 50% Market Range 2 50% Performance Area: Department: Supervisor Title: Finance and Operations Capital & Building Projects and Facility Operations Building Engineer / Facilities Manager Position Summary: Perform a variety of tasks to ensure a safe and secure environment for staff and visitors of the Oakland Schools Administration Building and other buildings as assigned. Notify supervisor of property damage, theft, unauthorized entry, presence of unauthorized individuals and other unusual occurrences. Oversee the work of night shift custodial staff and contract workers ensuring completion of assigned tasks. Perform light building maintenance and repair work including painting and plastering tasks. Perform custodial tasks as assigned. Essential Functions and Tasks: Maintain a night security watch of the Oakland Schools Administration Building and other assigned building during non-business hours. Ensure the safety of staff working after regular business hours. Patrol assigned building(s) and offices on foot in accordance with an established schedule to ensure a safe and secure environment for staff and visitors. Close doors and windows, and turn off lights/appliances/other electrical devices when not in use. Notify supervisor of property damage, theft, unauthorized entry, presence of unauthorized individuals and other unusual occurrences. Respond to emergency calls during assigned work hours and notify proper administrators and other administrative staff. Ensure persons removing Oakland Schools property from the building have appropriate authorization; initiate corrective action as needed. Maintain a record of observations and notify proper authorities as necessary. Oversee the work of night shift custodial staff and contract workers ensuring completion of assigned tasks. Assist the general public with directions or information. May be called upon to act as backup for AM security. Perform the duties of Front Lobby (Atrium) Information Desk Receptionist as directed. Duties include, but are not limited to, greeting individuals, answering multi-line phones, providing information and assistance, directing the person to the appropriate staff member, monitoring visitor access, and issuing visitor passes as required. Perform routine building maintenance and repair tasks including changing light bulbs, repairing wall covers, repairing furniture, minor plumbing, and movement of furniture.

Prepare and maintain work area following safety procedures necessary for the successful completion of the project; ensure that tools and equipment are operational, clean and orderly. Communicate regularly with the Building Engineer / Facilities Manager regarding the condition of the building and grounds, necessary repairs, etc. Maintain accurate records of building maintenance activities. Prepare meeting rooms including room set-up and take-down. Perform custodial tasks including picking up debris as needed. Job Qualifications: High school diploma or general education degree (GED). One or more years of related experience. C.P.R. and First Aid Certification. Ability to patrol the campus and observe signs of vandalism, unauthorized entry, fire, and/or other potential dangers. The incumbent is also required to perform light custodial tasks and properly operate required office equipment such as a multi-line telephone, personal computer, copier, fax machine, and the like. Ability to continuously stand/walk/bend/reach/stoop/kneel/crouch/lift, climb ladders, lift and transport heavy items up to 30 pounds, and properly operate tools/equipment necessary to perform required repairs. Work involves regular exposure to cleaning solutions and disinfectants as well as exposure to dust, dirt, tight spaces, offensive odors, dampness, hazards from electrical/mechanical/power equipment, adverse weather conditions, etc. when performing maintenance and repair work. Duties include, but are not limited to, dusting furniture, sweeping/mopping floors, vacuuming carpets, and emptying trash cans. Essential Functions and Tasks: Perform routine cleaning tasks including, but not limited to, dusting furniture, cleaning upholstery, sweeping/mopping floors, vacuuming carpets, emptying wastebaskets, cleaning chalkboards, washing windows, sanitizing bathroom fixtures and drinking fountains, and refilling receptacles; ensure custodial supplies are used and stored in a safe manner. Comply with local laws and procedures related to the storage and disposal of trash, rubbish and waste. Assist in locking up the building and turning off the lights at the end of the day. Monitor campus building areas to ensure a safe and secure environment for students, staff and visitors; notify supervisor of property damage, theft, unauthorized entry, presence of unauthorized individuals and other unusual occurrences. Assume responsibility for proper use and maintenance of custodial equipment. Assist with room setup, straightening of rooms, moving of furniture, and the like as directed. 6 Job Description Job Title: FLSA Status: Building Engineer / Facilities Manager Non-Exempt / Exempt Salary Range: Market Range 6 / 11 Performance Area: Department: Supervisor Title: Finance and Operations Capital & Building Projects and Facility Operations Director of Capital & Building Projects and Facility Operations Position Summary: Manage the day-to-day activities and staff of the Facility Operations Department responsible for cleaning, maintenance and repair of Oakland Schools buildings, grounds and equipment and ensuring clean, safe and secure conditions for students, staff, and visitors. Oversee and perform general building and grounds maintenance and repair tasks. Essential Functions and Tasks: Oversee and perform general maintenance and repair tasks on various building systems including plumbing and HVAC. Identify system problem(s) and determine the best way to correct the problem(s). Conduct inspection and testing on various building systems including fire extinguishers and emergency generators; notify supervisor of equipment malfunctions and recommend major repairs as needed. Oversee, prepare and maintain work area following safety procedures necessary for the successful completion of the project; ensure that tools and equipment are operational, clean and orderly. Communicate regularly with the department director regarding the condition of the building and grounds, necessary repairs, etc. Oversee work of external contractors on assigned building projects. Duties include monitoring quality/quantity of work performed, compliance with contract specifications, responding to contractor issues as needed, and recommending payment/non-payment of services. Procure maintenance supplies and equipment as needed. Function as the P.M. program administrator. Respond to emergencies and building problem situations as directed. Maintain current and complete building files and records. Maintain the MSDS book. Supervise the day-to-day activities of assigned staff. Duties include hiring, training, coaching, evaluating performance, and when necessary disciplining staff. Assist in the development, coordination and implementation of Oakland Schools facility plans including routine preventative maintenance and capital improvements; recommend investments in furniture, fixtures, and the like. Coordinate execution and completion of facility work orders in a cost effective and timely manner. Duties include, but are not limited to, determining work order priorities, developing plans of action to address problems, and assuring availability of necessary supplies and materials to complete the job.

Contract services for maintenance, repair and construction projects as appropriate. Duties include preparing bid specifications, soliciting proposals, recommending award of contracts, monitoring quality/quantity of work performed and compliance with contract specifications, and responding to contractor issues as needed. Participate in the planning, design and construction of building upgrades, enhancements and expansions. Work cooperatively and maintain communication with other departments and external parties to coordinate activities, resolve problems and exchange information. Assist with facility and space usage planning. Assist with construction projects including utilities, conduits, and mechanical systems as appropriate. Investigate and resolve facilities management related issues and concerns. Oversee Oakland School s security function. Coordinate implementation of Oakland Schools waste recycling program and hazardous waste disposal program. Present OSHA related training to facilities maintenance and operations staff. Supervise the development, implementation and monitoring of new and innovative products and services. Schedule and conduct team and vendor meetings. Oversee implementation, and maintenance of record keeping procedures to ensure legal compliance. Prepare departmental documents and reports as required. Oversee the development, implementation and maintenance of standard operating procedures (SOP s) and technologies to improve operating quality and efficiency of the facilities management function. Develop and implement department budget(s); authorize purchases and assure expenditures are within the approved budget. Maintain knowledge of current legal mandates and requirements related to the facilities management function including environmental and safety standards; recommend changes to operations as necessary. Serve as a resource to local school districts regarding various facilities management issues. Job Qualifications: Associate s Degree preferred. Extensive experience beyond requirements may be considered in lieu of degree. Ten or more years of related experience. Current Asbestos Inspector Certification preferred. Current Management Planner Certification preferred. Boiler Operator Certification required. Michigan School Board Officials (MSBO) Facility Director Certification preferred. Valid Michigain Driver s License.

Furniture dusting, cleaning and polishing of fixtures. Upholstery cleaning of all office and meeting chairs. Emptying and cleaning of wastebaskets, cleaning of whiteboards. Cleaning sanitary fixtures and drinking fountains. Scrubbing and disinfecting of restroom toilets, urinals, sinks, and floors on a daily basis, Filling restroom receptacles. Essential Functions and Tasks: Maintain an early morning security watch of the Oakland Schools Administration Building and other assigned building during non-business hours. Ensure the safety of staff working before regular business hours. Direct the development of Emergency and Disaster Response planning efforts. Represent Oakland Schools at various educational, professional and governmental organizations pertaining to areas of assigned responsibility.
