POST DETAILS: Job Title: RSAS & Neighbourhood Policing Coordinator Current Grade: A006 Department: Territorial Policing Support Area: FHQ Reports To: Complementary Policing Manager No of Posts: 1 Level of vetting: Base Level Recruitment Post Number: HQ4063 B. PURPOSE OF THE POST: Why the post exists and what it has to achieve To manage the procedures, policies and legal requirements of the Railway Safety Accreditation Scheme (RSAS) on behalf of the Chief Constable. To extend the coverage of RSAS across England and Wales by developing new Schemes with Train Operating Companies and Security Companies. Build the structure of all new Schemes before operational handover to Divisions and then retain corporate oversight of standards and performance monitoring. To share best practice and guidance to Neighbourhood Policing Teams. To quality assure all core functions of Neighbourhood Policing (NP). To ensure BTP exploits the maximum value from partnership working through Neighbourhood Policing and RSAS. Ensure BTP complies with the requirements of HMIC in respect of NP and RSAS. C. DIMENSIONS OF THE POST The key statistics associated with the post Financial Direct or Non-Direct Liaise with the Procurement department to raise purchase orders. Contact with various authorised external providers for goods and services. Preparation and collection of invoices from private security companies to forward to the Finance Department for processing. PRINCIPAL ACCOUNTABILITIES: What the job is accountable for and required to deliver Railway Safety Accreditation Scheme: Negotiating with senior railway managers and assessment of the proposals from TOC s / Security Companies for RSAS Schemes. This is to ensure an alignment with BTP's Force and the relevant Division's objectives. Preparation of recommendations and reports for the Chief Constable. Negotiating and drafting the RSAS operating protocols on behalf of BTP with the TOC/ Security Company - such as Airwave, Penalty Notice for Disorder (PNDs) and liaising with other BTP departments in this regard. Guiding companies through the stages of the Accreditation process. Building relationships with Divisions to support the operational delivery of RSAS. Ensure the staff of all companies are re-accredited at the relevant intervals in order to ensure the Chief Constable complies with legislation and ACPO policy. Represent BTP at the Regional and National Community Safety Accreditation Scheme Forums. Provide an expert source of knowledge regarding legislation and ACPO policy for Senior Officers and all staff in BTP on RSAS issues. Marketing the RSAS and developing opportunities to broaden RSAS coverage across England and Wales. Run a quarterly RSAS meeting for all RSAS stakeholders. Neighbourhood Policing: To develop expert knowledge in Neighbourhood Policing products such as Problem Solving Plans, community engagement tactics. Monitor the NPT webpages and produce a monthly audit to ensure the quality of content. Provide training to officers on the editing of NPT webpages. Provide an expert input on Neighbourhood Policing to all new recruits. This will include regular liaison with the Learning and Development Department to ensure that NP Training meets practitioners' requirements. Capture and spread best practice across BTP in relation to Neighbourhood Policing issues. Provide an input on all aspects of Neighbourhood Policing and RSAS for the Divisional and Force Complementary Policing Steering Groups. Responsibility for tracking progress against the HMIC Report recommendations and raising issues as appropriate. To support the Strategic Development Team with the implementation of surveys and consultation with the public through links with Neighbourhood Policing Teams. Provide annual leave cover in respect of other Territorial Policing Support functions. Page 2 of 5 Form HR8.1.3

CONTACT WITH OTHERS: The frequent contacts the post holder has with others and for what purpose Internal To build strong professional relationships with internal stakeholders such as RSAS Divisional Leads, NPT Sub Divisional Leads, Neighbourhood Policing Practitioners, Divisional and Force Senior Officers, the Force Crime Reduction Team (Problem Solving Plans), Strategic Development Department (the evaluation of Neighbourhood Policing in BTP). May be called upon to fulfil a role within Gold Support should a major incident occur. External To build strong professional relationships with external stakeholders such as HMIC and the Home Office regarding good practice in Neighbourhood Policing, ACPO Crime Prevention Initiatives (RSAS Company Accreditation), senior managers in TOCs and security companies. 4 G. REQUIREMENTS: The skills, knowledge, experience, qualifications and training required to perform the job. Essential Criteria: Qualifications and Training: Experience: Proven record of innovation in identifying and developing good practice. Experience and confidence in presenting to a wide variety of audiences and being an ambassador for BTP. Proven ability to build good working relationships, often at a distance.. Ability to manage multiple workstreams at the same time, prioritising the key issues. Experience in monitoring and updating a number of databases to quality assure Force Priorities and targets. Skills: Excellent verbal communication skills. For example, the ability to positively influence stakeholders and senior police officers in an appropriate way to achieve positive outcomes. Excellent training skills or experience of training others. The desire and ability to take ownership of projects and deliver tangible and successful outcomes. Strong organisational skills, particularly the ability to meet deadlines and work under pressure. Excellent report writing skills, so as to present issues in a clear and logical manner. 5 Desired Criteria: Qualifications and Training: Experience: Operational policing experience. Skills: Project management skills. Knowledge: Knowledge of Neighbourhood Policing ethos and products.
