The Construction Education and Training Authority (CETA) exists in terms of the Skills Development Act and is a categorised as a Schedule 3A public entity in terms of the Public Finance Management Act (PFMA). Its mandate includes: Developing and implementing a sector skills plan Promoting learning programmes Registering learning programme agreements Serving as an Education and Training Quality Authority Collecting and disbursing skills development levies Liaising with the National Skills Authority Reporting to the Director-General of the Department of Higher Education and Training on its activities The CETA would like to make the following appointments on a fixed-term contract up to 31 March 2020, renewable at its discretion: Senior Manager: Learning Pathways and Quality Development Reporting to the Executive: Chief Skills Officer Based at Head Office in Gauteng All-inclusive salary package negotiable Job Profile: The Senior Manager: Learning Pathways and Quality Development is responsible for the effective functioning and management of the Learning Pathways and Quality Development Department. Minimum Requirements for the Position A appropriate three year university degree or equivalent qualification, in Education, Social studies, HRD or related field A relevant postgraduate qualification, or evidence of study towards one, would be an added advantage At least 5 years proven experience in relation to the work of SETA s At least three years demonstrable experience in a leadership capacity Above average understanding of the South African skills development environment 1

2 Duties and Responsibilities Develop and implement Departmental strategy and plans Development and implementation of Departmental related policies and procedures Development and management of relevant databases within the organisation Management and capacitation of the Departments staff Ensuring CETA compliance with policy, legislative, regulatory and reporting requirements Ensure the development and responsible management of the Department budget Develop and review the department policies, processes and procedures Represent the CETA in and/or make inputs into relevant structures and forums both inside and outside the organisation Conduct regular benchmarking exercises for internal quality promotion Ensure organisational risk management from the Departmental s point of view Support stakeholders towards compliance with the CETA s policies; processes and procedures; rules and regulations; and legislation pertaining to the unit CORE DUTIES Occupational Qualifications Development ensure that CETA is an approved DQP and develops an occupational curriculum, assessment specifications and qualifications or programs and training courses that meet the quality requirements necessary to be approved by SAQA and can then be rolled out nationally to accredited training providers to deliver the training Ensure registration of historically registered NQF Qualifications and conduct alignment to review these into occupational qualifications Review and maintain the CETA Qualifications Framework Ensure the appointment of a Qualifications Development Facilitator (QDF) to facilitate the development of occupational qualification/s in the construction sector Coordinate the design, development and/or revision of specified occupational standards and qualifications and/or part qualifications according to the QCTO procedure; Provide a mechanism for RPL Ensure that the CETA become the AQP for all the replacement qualifications registered on the Occupational Qualifications Framework ACCREDITATION ensure that skills development providers are accredited by the CETA in accordance with the quality assurance policy Manage the accreditation application process Manage the Site Audit Visit Schedule for accreditation 2

3 Accredit providers for the qualifications or part qualifications listed in the schedule in terms of criteria determined by the QCTO Implement a customer relations process for audit site visits with entities Coordinate the submission of site audit reports to the CETA Update and maintain a database of accreditation applications Manage the accreditation approvals process: Ensure that accreditation letters are issued to compliant training providers as per CETA s requirements Update and maintain a database of accredited CETA training providers Maintain liaison with relevant business units regarding accreditation status reports Maintain an efficient records management system and document control for LPQD PRACTITIONER REGISTRATION Manage a process for the registration of freelance practitioners as per CETA requirements Monitor the provision by providers of learning programs leading to qualifications or part qualifications in order to ensure that the criteria for accreditation are being complied with Evaluate learner assessment and the facilitation of moderation of learner assessment by providers Support the evaluation of learner assessment and the facilitation of moderation of learner assessment by providers Register assessors to undertake assessment for specified qualifications or part qualifications in terms of criteria determined by the QCTO and CETA Maintain a comprehensive learner information management system Upload learner data to the NLRD according to the NLRD load specifications Produce Monthly and Quarterly LPQD Unit Performance Reports Perform such other functions consistent with the NQF Act and the SDA as the QCTO may from time to time allocate to the CETA in writing Perform any other relevant duties as directed 2. Minimum Requirements for the Position A appropriate degree, diploma or equivalent qualification A relevant postgraduate qualification, or Master s degree an added advantage At least 8 years proven relevant experience At least five years proven experience in relation to the work of SETAs in a leadership capacity Possession of a valid driver s license Duties and Responsibilities Develops the business strategy plan for the organisation Develops the relevant process flows for all activities in the division Develops and manages the budget of the division Weekly and monthly planning Ensure the organisation s compliance with the relevant legislation and monitor legislative and regulatory developments pertaining to it The development of the business plans for the division Ensure sound relations with the CETA s stakeholders, particularly with respect to the organisation s operations Oversee performance management and the development of all staff with the division Ensure the CETA s compliance with all its policy, legislative, regulatory and reporting obligations 4

5 Ensure alignment of overall strategic objectives, overall business performance and meeting of SETA targets Establish processes and routines that ensure the CEO s decisions are followed up and influence others to contribute / support the CEO s decision-making. Create and maintain a culture of performance and efficiency i.e. determining measurable indicators and incorporating project management methodologies and frameworks within the SETA Oversees and drives compliance of applicable legislative statutes, regulations and all reporting requirements Ensures effective and efficient internal control systems are in place to identify, manage and mitigate all risks Ensure the development and compliance of all policies approved by the Board To ensure the effective and efficient delivery of the SETA s Strategic Plan To oversee the development and implementation of effective information systems which support strategic decision making Facilitates long-term strategic planning of the formulation organisational priorities that are aligned to the mandate of the CETA, national skills development strategies and skills priorities Guarantee ongoing sector trend analysis economic and labour signals, changes in industries and the sector affecting / impacting skills needs to support the SETA s Strategic Plan (SP), Annual Performance Plan (APP) and Monitoring & Evaluation (M&E) and alignment to the Sector Skills Plan (SSP) Develop the Annual Performance Plan for the CETA within a compliance regulated environment, aligned to the NSDS, Sector Skills Plan and other contextual documents Development of a plan to assist management with effectively engaging with stakeholders throughout the interaction with stakeholders and specifying activities that will be implemented to manage or enhance engagement Perform any other relevant duties as directed The closing date for all external applications is Sunday 3 March 2019 at 16.30pm For enquiries kindly contact Ms Bukiwe Xalisa or Ms Reandraa Chetty on between 08h00 and 16h30 weekdays The CETA reserves the right not to make an appointment.
